]]> June 18 (Reuters) – A U.S. official was heading to Japan after meeting with the Dutch government to urge the allies to further restrict China’s ability to produce cutting-edge semiconductors, two people familiar with the matter told Reuters.

Alan Estevez, the U.S. export policy chief, is visiting both countries this week as part of attempts to expand a 2023 agreement between the three countries to keep chipmaking equipment from China that could help to modernise its military.

In a response on Wednesday, Chinese foreign ministry spokesperson Lin Jian said China was opposed to the U.S. “coercing other countries and suppressing China’s semiconductor industry”.

“This behaviour has seriously hindered the development of the global semiconductor industry and will eventually backfire,” Lin told a press briefing in Beijing.

]]> TOKYO, Feb 22 (Reuters) – Japan’s efforts to rebuild its semiconductor industry are getting a shot in the arm as more and more Taiwanese chip companies expand here – not only to support a new TSMC plant but also excited about the Japanese sector’s prospects.

The influx comes amid shifting alliances and priorities in the global chip industry as the United States pushes to limit China’s progress in cutting-edge semiconductors and strengthen partnerships between its allies.

Fabless chipmaker Alchip Technologies which specialises in customised chips known as application-specific integrated chips (ASICs), is illustrative of the China decoupling trend.

In 2022, the bulk of its research and development engineers were based in China but Alchip has begun moving roles overseas, many to Japan, said a source who was briefed on the matter.

The company said it is hiring in Japan, North America and Taiwan but declined to comment further on personnel matters.

The data breach allegedly cost Samsung $230 million.

South Korean President Yoon Suk Yeol recently declared the chip manufacturing industry to be in an “all-out war,” and the latest developments certainly support that statement. Prosecutors in the Suwon District have indicted a former Samsung executive for allegedly stealing semiconductor plant blueprints and technology from the leading chipmaker, BusinessKorea reports. They didn’t name the 65-year-old defendant, who also previously served as vice president of another Korean chipmaker SK Hynix, but claimed he stole the information between 2018 and 2019. The leak reportedly cost Samsung about $230 million.

The defendant allegedly planned to build a semiconductor in Xi’an, China, less than a mile from an existing Samsung plant. He hired 200 employees from SK Hynix and Samsung to obtain their trade secrets while also teaming up with an unnamed Taiwanese electronics manufacturing company that pledged $6.2 billion to build the new semiconductor plant — the partnership fell through. However, the defendant was able to secure about $358 million from Chinese investors, which he used to create prototypes in a Chengdu, China-based plant. The plant was reportedly also built using stolen Samsung information, according to prosecutors.

]]> Japan and the Netherlands have agreed in principle to join the US in tightening controls over the export of advanced chipmaking machinery to China, according to people familiar with the matter, a potentially debilitating blow to Beijing’s technology ambitions.

The two countries are likely to announce in the coming weeks that they’ll adopt at least some of the sweeping measures the US rolled out in October to restrict the sale of advanced semiconductor manufacturing equipment, according to the people, who asked not to be named because they are not authorized to speak publicly on the matter. The Biden administration has said the measures are aimed at preventing Beijing’s military from obtaining advanced semiconductors.

The three-country alliance would represent a near-total blockade of China’s ability to buy the equipment necessary to make leading-edge chips. The US rules restricted the supply from American gear suppliers Applied Materials Inc., Lam Research Corp. and KLA Corp.Japan’s Tokyo Electron Ltd. and Dutch lithography specialist ASML Holding NV are the two other critical suppliers that the US needed to make the sanctions effective, making their governments’ adoption of the export curbs a significant milestone.
