<p class="text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD" data-testid="paragraph-1">Alan Estevez, the U.S. export policy chief, is visiting both countries this week as part of attempts to expand a 2023 agreement between the three countries to keep chipmaking equipment from China that could help to modernise its military.</p>

<p class="text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD" data-testid="paragraph-3">In 2022, the bulk of its research and development engineers were based in China but Alchip has begun moving roles overseas, many to Japan, said a source who was briefed on the matter.</p>

Prosecutors in the Suwon District have indicted a former Samsung executive for allegedly stealing <a href="https://www.engadget.com/president-biden-signs-chips-and-science-act-145820799.html" data-i13n="cpos:2;pos:1" data-ylk="elm:context_link;cpos:2;pos:1;itc:0" data-rapid_p="4" data-v9y="1">semiconductor</a> plant blueprints and technology from the leading chipmaker, <a href="http://www.businesskorea.co.kr/news/articleView.html?idxno=116325" target="_blank" rel="nofollow noopener" data-i13n="cpos:3;pos:1" data-ylk="elm:context_link;cpos:3;pos:1;itc:0" data-rapid_p="5" data-v9y="1"><em>BusinessKorea</em></a> reports. They didn&#8217;t name the 65-year-old defendant, who also previously served as vice president of another Korean chipmaker SK Hynix, but claimed he stole the information between 2018 and 2019. The leak reportedly cost Samsung about $230 million.</p>
<p>The defendant allegedly planned to build a semiconductor in Xi&#8217;an, China, less than a mile from an existing Samsung plant. He hired 200 employees from SK Hynix and Samsung to obtain their trade secrets while also teaming up with an unnamed Taiwanese electronics manufacturing company that pledged $6.2 billion to build the new semiconductor plant — the partnership fell through. However, the defendant was able to secure about $358 million from Chinese investors, which he used to create prototypes in a Chengdu, China-based plant. The plant was reportedly also built using stolen Samsung information, according to prosecutors.</p>

										<content:encoded><![CDATA[<p>Japan and the Netherlands have agreed in principle to join the US in tightening controls over the export of advanced chipmaking machinery to China, according to people familiar with the matter, a potentially debilitating blow to Beijing’s technology ambitions.</p>
<p>The two countries are likely to announce in the coming weeks that they’ll adopt at least some of the sweeping measures the US rolled out in October to restrict the sale of advanced semiconductor manufacturing equipment, according to the people, who asked not to be named because they are not authorized to speak publicly on the matter. The Biden administration has said the measures are aimed at preventing Beijing’s military from obtaining advanced semiconductors.</p>
<p>The three-country alliance would represent a near-total blockade of China’s ability to buy the equipment necessary to make leading-edge chips. The US rules restricted the supply from American gear suppliers <a title="Company Overview" href="https://www.bloomberg.com/quote/AMAT:US">Applied Materials Inc.</a>, <a title="Company Overview" href="https://www.bloomberg.com/quote/LRCX:US">Lam Research Corp.</a> and <a title="Company Overview" href="https://www.bloomberg.com/quote/KLAC:US">KLA Corp.</a>Japan’s <a title="Company Overview" href="https://www.bloomberg.com/quote/8035:JP">Tokyo Electron Ltd.</a> and Dutch lithography specialist <a title="Company Overview" href="https://www.bloomberg.com/quote/ASML:NA">ASML Holding NV</a> are the two other critical suppliers that the US needed to make the sanctions effective, making their governments’ adoption of the export curbs a significant milestone.</p>
