More than a dozen Arizona House Republicans introduced a bill on Thursday that would allow private entities to build walls along the U.S.-Mexico border without obtaining the requisite construction permits.

The proposal follows a June pledge from State Representative Warren Petersen to back a bill benefiting We Build the Wall, a nonprofit that has vowed to spend $25 million raised through a GoFundMe campaign to construct segments of border wall on private property.

“I will be introducing legislation next session to make sure that @WeBuildtheWall can erect border walls on private property in AZ without impediment from state or local government,” tweeted Petersen, the House Majority Leader. “Their organization is making a real difference with the border crisis! All with private donations.”

Petersen did not immediately respond to a phone call, text message, or email asking whether his new bill, HB 2084, is the same proposal he promised in June. A statement from Petersen on Friday did not mention We Build the Wall, but explained that the bill will create a “presumption of permission to build the international boundary wall on state land.”

Founded by prominent anti-immigrant activist Brian Kolfage, We Build the Wall grew out of a campaign to raise $1 billion to help pay for President Donald Trump’s border wall. After the Democratic takeover of the U.S. House in 2018, Kolfage instead pledged to use any money raised through a viral GoFundMe campaign to build a border wall on private property.

Kolfage tapped prominent right-wing celebrities to serve as advisory board members, including former Trump adviser Steve Bannon, former Milwaukee County Sheriff David Clarke, Blackwater founder Erik Prince, and Kris Kobach, the former Kansas Secretary of State who helped author Arizona’s SB 1070.

We Build the Wall has already constructed a segment of border fencing on private property in southern New Mexico measuring less than a mile, prompting criticism from local officials who said the organization had not obtained the proper permits. But plans to do the same in Arizona have not come to fruition.

An investigation by Phoenix New Times in March found that there is hardly any private land on the Arizona-Mexico border suitable for wall construction. And the potential locations for privately built border walls come with logistical nightmares. A plot of land where We Build the Wall “negotiated” with landowners to construct fencing happened to contain a 60-foot federal easement and three acre-sized segments owned by three members of the same family who had not yet decided whether they would cooperate with the project.

New Times further reported that We Build the Wall appeared to be using its resources to promote President Trump and urge supporters to vote against Democrats. And the Daily Beast reported that Kobach used We Build the Wall’s email list to solicit donations for his failed run for U.S. Senate in Kansas, likely in violation of federal election laws. In August, Florida state officials launched an unspecified criminal investigation of the organization.

Arizona State Representative Diego Rodriguez, a Democrat from Laveen, said in a phone interview that he was troubled that Petersen’s bill “clearly seems to be designed to benefit one particular group.”

Rodriguez added that the bill “undermines local governments and their control of lands in their jurisdictions.”

It does not appear that Petersen has the full Republican caucus on board with his bill, but he does have some supporters. House Republicans co-sponsoring the bill include Nancy Barto, Leo Biasiucci, Frank Carroll, Regina Cobb, David Cook, John Fillmore, Mark Finchem, Travis Grantham, John Kavanagh, Becky Nutt, Kevin Payne, Steve Pierce, Bret Roberts, T.J. Shope, and Jeff Weninger. Republican State Senator Rick Gray is also co-sponsoring the legislation.

When I addressed Viktor Orbán, the Prime Minister of Hungary, at the European Parliament in Strasbourg on Tuesday, I did not go so far as the late, great, John McCain, who once described Orbán as “a neofascist in bed with Putin.”

However, I certainly would not have disagreed with Mr. McCain’s analysis in 2014. If anything, the situation regarding the rule of law and democracy in Hungary has since deteriorated.

In a historic vote on Wednesday, over two-third of members of the European Parliament voted to trigger soon Article 7 of the Lisbon Treaty, which starts the process of sanctioning the Hungarian government in light of its growing authoritarian and anti-democratic behavior, which could eventually lead to the suspension of Hungary’s voting rights in the European Union.

In an extensive analysis of the situation in Hungary, the report by European lawmakers expressed serious concerns about the deterioration of the rule of law and democracy in the country, marking the culmination of years of futile dialogue between the EU and Hungary.

Since 2010, Viktor Orbán has passed laws that suffocate the free press, politicize Hungary’s judiciary and demonize nongovernmental organizations. Shamefully, he has echoed anti-Semitic themes and targeted the international, highly respected Central European University.

On Tuesday, Orbán defended his actions by arguing that he has an electoral mandate to roll back democracy in Hungary. Yet international observers from the Organization for Security and Co-operation in Europe (OSCE) delivered a damning verdict on the recent parliamentary elections in Hungary, warning of “intimidating and xenophobic rhetoric, media bias and opaque campaign financing.”

In the OSCE’s assessment, Hungary’s recent elections may have been free, but not fair.

An ongoing investigation by Unhack Democracy Europe is uncovering allegations of widespread evidence of fake voter registration, forged polling station vote records and intimidation of ballot officials.

With state support, rhetoric similar to that used by the former leader of the United Kingdom Independence Party, Nigel Farage, to scare voters about mass migration during the Brexit referendum has been deployed across Hungary, seemingly with the sole aim of whipping up racial tension and hostility to migrants — and to demonize George Soros, a tactic laced with anti-Semitism, now being used by the alt-right globally.

Orbán is quite open about his goal to build an illiberal democracy in Europe. More than that, he wishes to spread illiberalism to other countries in Europe and beyond, teaming up with the white nationalist Steve Bannon and Italy’s far-right Interior Minister, Matteo Salvini.

Like Donald Trump, Orbán does not conceal his disdain for the international rules-based order and admiration for authoritarian strongmen like Vladimir Putin and Recep Tayyip Erdogan.

Along with other far-right political parties in Austria, Italy and France, Orbán’s party signed a cooperation pact with Russian President Vladimir Putin’s United Russia in 2016.

In another worrying sign that Europe’s far right is undermining cooperation between national intelligence services in the West, the agreement provides for information sharing with the Kremlin on issues relevant to bilateral and international relations.

This vote proves that the march of the illiberals in Europe will no longer go unchallenged and that there is a strong majority of parliamentarians in the European Union still willing to fight for democratic laws and values.

In the coming weeks and months, the international community — and the United States in particular — must heed our warning and act: Hungary’s government is a threat to the rules-based international order.

European governments and the US have a moral obligation to intervene. We cannot stand aside and let populist, far-right governments drag democratic European states into Vladimir Putin’s orbit and undermine the postwar international norms.

Political and financial costs must be attached to governments pursuing an authoritarian path and support provided to civil society organizations and the citizens of Hungary, who deserve much better than this.

The inconvenient truth is that under the current circumstances, it would be impossible for Hungary to join the European Union today. Orbán has openly said he wants to destroy the project.

This is not in the interests of the people of America or Europe. We need to stop him — now.

Courtesy CBS

WASHINGTON, D.C. — Steve Bannon, in his first major interview since stepping down as Donald Trump’s chief strategist, lashed out at the mainstream media, saying it’s trying to destroy Trump, and defended the president’s use of Twitter as a necessary way of going over their heads.

Bannon, in an interview with Charlie Rose for “60 Minutes,” also railed against entrenched interests in Washington, and said the “original sin” of the Trump administration was embracing the establishment. Republican congressional leadership put their plan to repeal and replace Obamacare atop their agenda, but found that their own caucus was bitterly divided on how to do so.

His criticisms of the media — which he labeled the “pearl clutching mainstream media” — are hardly surprising, given that he referred to the D.C. press corps as the “opposition party” shortly after Trump took office.

“I don’t think [Trump] needs the Washington Post, and the New York Times, and CBS News,” Bannon told Rose on Sunday night. “And I don’t believe that he thinks they’re looking out [for] what’s in his best interest, okay? He’s not going to believe that. I don’t believe that. And you don’t believe that, okay? This is just another standard in judgment that you rain upon him in the effort to destroy Donald Trump.”

Rose had questioned Trump’s use of Twitter.

But Bannon said Trump “knows he’s speaking directly to the people who put him in office when he uses Twitter. And it is sometimes not in the custom and tradition of what the opposition party deems is appropriate. You’re absolutely correct, it’s not. And he’s not going to stop.”

He also said Trump’s chief of staff, John Kelly, also is “not going to be able to control it, either, because it’s Donald Trump. It’s Donald Trump talking directly to the American people. And to say something else, you’re going to get some good there. And every now and again you’re going to get some less good, okay? But you’re just going to have to live with it.”

Bannon was steadfastly loyal to Trump, and said that he would continue to defend the president from the outside. After his resignation from the White House, Bannon returned to Breitbart News, the media company he led before Trump tapped him as campaign CEO in August, 2016.

Bannon noted that during his tenure with Trump, he was referred to as the “grim reaper” on “Saturday Night Live.” He said that the characterizations don’t bother him.

“I don’t need the affirmation of the mainstream media. I don’t care what they say,” he said. “They can call me an anti-Semite. They can call me racist. They call me nativist. You can call me anything you want. Okay? As long as we’re driving this agenda for the working men and women of this country, I’m happy.”

Bannon said in the 48 hours after Trump won, a “fundamental decision” was made that “you might call it the original sin of the administration” — to embrace the establishment GOP as a way to staff up the government.

“Our whole campaign was a little bit the island of misfit toys,” Bannon said. “So [Trump] looks around and I’m wearin’ my combat jacket, I haven’t shaved, I got — you know, my hair’s down to here, and he says — he’s — he’s thinkin’. ‘Hey, I’ve gotta put together a government. I’ve gotta really staff up somethin’. I need to embrace the establishment.’”

In excerpts of the interview released last week, Bannon said the GOP establishment was trying to “nullify” the 2016 election, and named Senate Majority Leader Mitch McConnell and House Speaker Paul Ryan as figures who “do not want Donald Trump’s populist, economic nationalist agenda to be implemented. It’s very obvious.”

Bannon suggested that the inability to repeal and replace Obamacare was due in part to GOP leaders who didn’t realize the “wide discrepancy” in the Republican party. Instead, he expressed doubts that Congress would be able to totally repeal it.

In the interview, Bannon was every bit the defiant persona he was in the few times he gave a brief interview or appeared at the CPAC conference. He sparred at points with Rose. In one instance, when they were talking about immigration, and as Bannon tried to say that America “was built on her citizens,” Rose interjected, “Except the native Americans.”

“This is the thing of the leftists,” Bannon said. “Charlie, that’s beneath you.”

Still, Bannon warned that there could be further disunity over the Deferred Action for Childhood Arrivals program, in which young undocumented immigrants who came to the United States before they were 16 can be eligible for work permits to avoid deportation.

Trump last week announced that he planned to end the program, but that it would be wound down over a period of six months so Congress could come up with a legislative fix.

Bannon supports ending the program, but warns that the delay could prove to further divide Republicans. He said his fear “is that with this six months down range, if we have another huge — if this goes all the way down to its logical conclusion, in February and March it will be a civil war inside the Republican party that will be every bit as vitriolic as 2013. And to me, doing that in the springboard of primary season for 2018 is extremely unwise.”

He said he thinks the program should be ended, and that “as the work permits run out they self deport” and that “there’s no path to citizenship, no path to a green card and — no amnesty. Amnesty is non-negotiable.”

“America is built on our citizens,” Bannon said. “Look at the 19th century. What built America’s called the American system, from Hamilton to Polk to Henry Clay to Lincoln to the Roosevelts. A system of protection of our manufacturing, financial system that lends to manufacturers, okay, and the control of our borders.”

WASHINGTON — President Donald Trump’s longtime aide Hope Hicks is declining to answer questions about her time in the White House in a closed-door interview Tuesday with the House intelligence committee.

The panel is investigating Russian interference in the 2016 election and any contacts between Trump’s campaign and Russia. As one of Trump’s closest aides, Hicks is a key eyewitness to his actions over the past several years. She was his spokeswoman during the 2016 presidential campaign and is now White House communications director.

As the interview went into the afternoon, several members of the committee said during breaks that Hicks was declining to answer any questions from her time in the White House. Others who have worked in the White House, including former strategist Steve Bannon, have also declined to talk about that time in interviews with the committee.

“There are some questions that she’s not going to answer,” said Republican Rep. Chris Stewart of Utah.

Democratic Rep. Mike Quigley of Illinois, another member of the panel, said Hicks and her lawyer were “following the orders of the White House not to answer certain questions.”

Another person familiar with Hicks’ testimony said her lawyer is responding to questions about that time period by saying the White House has advised her not to answer and by saying she will take some questions “under advisement.” The person declined to be identified because the committee meetings are behind closed doors.

At the beginning of the day, Hicks was also declining to answer questions about the transition period between the election and the inauguration. But as the interview came close to its eighth hour, a Republican lawmaker said that Hicks had started to answer some questions from that time.

“They actually opened up some questions on the transition, so that’s good,” said Florida Rep. Tom Rooney as he left the meeting. He said she has answered “everything” they have asked about the time period during the campaign.

It’s unclear whether the committee will subpoena Hicks for answers. The panel subpoenaed Bannon last month after he refused to answer questions, but he has yet to cooperate. The House is now considering whether to hold Bannon in contempt.

Hicks arrived shortly after 10 a.m. through a rear entrance to the committee’s interview space and did not answer shouted questions from reporters. This is the second interview she has done as part of the congressional Russia probes — she was also interviewed by the Senate intelligence committee several months ago, according to a person familiar with that interview. The person declined to be named because the Senate does not publicly disclose who has been interviewed.

In the hours before Hicks’ arrival, Trump tweeted several times, quoting cable news commentators who said they hadn’t seen evidence of collusion between Trump and Russia. One tweet encouraged investigations of his Democratic presidential rival, Hillary Clinton. And a last tweet simply said “WITCH HUNT!”

Asked about Hicks’ refusal to answer some questions, White House press secretary Sarah Huckabee Sanders said Tuesday that “we are cooperating because as the president has said repeatedly there is no collusion, and we’re going to continue to cooperate, and hopefully they’ll wrap this up soon.”

Hicks has also been interviewed by special counsel Robert Mueller, according to published reports, along with other White House officials. Mueller is investigating matters related to the Russian meddling and potential obstruction of an ongoing federal inquiry.

One area of Mueller’s interest has been the White House response to news reports of a 2016 meeting that members of Trump’s campaign team held with Russians in Trump Tower. The White House has said the president was involved in drafting an early statement saying the meeting primarily concerned a Russian adoption program, but emails released later showed that Trump’s eldest son, Donald Trump Jr., enthusiastically agreed to the sit-down with a Russian lawyer and others after he was promised dirt on Clinton. Hicks was with the president on Air Force One while they were writing the initial statement.

Lawmakers were expected to ask Hicks about the statement.
