<p><b>Human cost</b></p>
<p>387,000: people killed since the start of the war in 2011 with the brutal repression of anti-government protests, according to the Britain-based Syrian Observatory for Human Rights war monitor.</p>
<p>Almost 5.6 million: fled abroad, mostly to the neighbouring countries of Turkey, Lebanon, and Jordan, UN refugee agency statistics show.</p>
<p>Of those, more than one million Syrian refugee children have been born in exile over the past decade.</p>
<p>6.7 million: people displaced from their homes by fighting inside Syria, many living in camps, says the UN humanitarian agency.</p>

<p>Some 200,000 people have gone missing, according to the war monitor.</p>
<p>More than eight years and six months: since American freelance journalist Austin Tice went missing on 14 August, 2012.</p>
<p>More than 8 years and 3 months: since British Sunday Times journalist John Cantlie was kidnapped by the Islamic State jihadist group in northern Syria on 22 November 2012.</p>
<p><b>Chemical weapons</b></p>
<p>38: instances of the use of chemical weapons, of which 32 were attributed to Syrian government forces, according to the UN.</p>
<p>Around 1,400: people killed in one single alleged regime chemical attack in 2013, according to the United States.</p>

<p><b>Fragmented country</b></p>
<p>Ten years of fighting have irreversibly changed Syria’s map and the lives of more than 20 million people who still live in the country.</p>
<p>More than 13 million people live in areas held by the regime, which now controls more than 60% of Syria, according to UN and Observatory figures respectively.</p>
<p>Some 2.9 million live in a northwest region controlled by Syria’s former Al-Qaeda affiliate and allied rebel groups, the UN estimates.</p>
<p>Around 2.6 million live in Kurdish-controlled areas in the northeast.</p>
<p>Around 1.3 million reside in northern areas held by Turkish troops and their Syrian proxies near the border with Turkey.</p>
<p><b>Ravaged economy</b></p>
<p>€1 trillion: economic cost of ten years of war, according to the World Vision charity.</p>
<p>€77bn in revenue has been lost from hydrocarbons, Syria’s oil minister said in February.</p>
<p>Around 400 barrels per day of oil were produced before the war, but just 89 bpd were produced in 2020. Of this, up to 80 bpd was in Kurdish areas outside regime control, the oil minister said.</p>
<p>98%: devaluation of the Syrian pound to the dollar on the black market over the past decade.</p>
<p>33 times higher: food prices across the country, compared to the five-year pre-war average, the UN food agency says.</p>

<p><b>Battered infrastructure</b></p>

<p>A third of schools are in ruins or have been commandeered by fighters, according to the UN children’s agency.</p>
<p>Over 2.4 million children inside of Syria are out of school, UNICEF says.</p>

<p>Iran has vowed to respond to Israeli “hit and run” airstrikes after 14 pro-Iran militia fighters were killed in Syria.</p>
<p>Fighters from Iran and Afghanistan were hit by more than 10 strikes on Saturday night in Deir Ezzor province, on the border with Iraq, according to war monitor Syrian Observatory for Human Rights.</p>
<p>The attack killed eight Iraqis and six Afghan fighters and destroyed two bases as well as several military vehicles, it said.</p>
<p>In a press conference on Sunday, Iranian foreign ministry spokesman Saeed Khateebzadeh did not confirm the deaths but said Iran would respond to Israeli strikes.</p>
<p>“The Zionist regime [Israel] is well aware that the era of hit and run is over and therefore they are very cautious,” he said. “Iran’s presence in Syria is advisory, and naturally, if anyone disrupts this advisory presence, our response will be a crushing one.”</p>
<p>Iran-backed fighters are heavily deployed in a stretch of territory between the Syrian towns of Albu Kamal and Mayadeen, both former strongholds of the Islamic State group.</p>
<p>Along with Russia, Iran has been a key backer of the Damascus regime in its nine-year-long civil war.</p>
<p>Israel has carried out hundreds of air and missile strikes on Syria since the civil war broke out in 2011, targeting Iranian and Lebanese Hezbollah forces as well as government troops.</p>
<p>The Israeli army rarely acknowledges individual strikes but on 18 November confirmed that it had overnight targeted several sites around Damascus airport, including an alleged “secret military site” used by Iranians in Syria.</p>

Iran could use its growing clout in Iraq to turn it into a springboard for attacks against Israel, the chief of Israeli military intelligence said on Monday, reports <em>Reuters</em>.</p>
<p class="selectionShareable">Israel sees the spread of Tehran’s influence in the region as a growing threat and has carried out scores of air strikes in civil war-torn Syria against suspected military deployments and arms deliveries by Iranian forces supporting Damascus.</p>
<p class="selectionShareable">Iraq, which does not share a border with Israel, is technically its enemy but was last an open threat in the <a href="https://www.middleeastmonitor.com/20180224-remembering-the-first-gulf-war/">1991 Gulf War</a>. Since a US-led invasion in 2003 toppled Iraqi dictator Saddam Hussein, a Sunni Muslim, Israel has worried that Iraq’s Shi’ite majority could tilt towards Iran.</p>
<p class="selectionShareable">“Iraq is under the growing influence of the Qods Force (covert Iranian foreign operations unit) and Iran,” military intelligence chief Major-General Tamir Hayman told a conference in Tel Aviv.</p>
<p class="selectionShareable">With US President Donald Trump disengaging from the region, Hayman said, the Iranians may “see Iraq as a convenient theatre for entrenchment, similar to what they did in Syria, and to use it as a platform for a force build-up that could also threaten the State of Israel”.</p>
<p class="selectionShareable">Iraq’s prime minister said on Sunday that security officials from Baghdad had met Syrian President Bashar al-Assad in Damascus, and hinted at a bigger Iraqi role fighting Islamic State militants as US troops withdraw.</p>

<p class="selectionShareable">Citing Iranian, Iraqi and Western sources, Reuters reported in August that Iran had transferred short-range ballistic missiles to Shi’ite allies in Iraq. Baghdad denied the findings.</p>
<p class="selectionShareable">The following week, Israel said it might attack such sites in Iraq, effectively expanding a campaign now focused on Syria.</p>
<p class="selectionShareable">Hayman predicted 2019 would bring “significant change” to Syria, where Assad has beaten back rebels with the help of Russia, Iran and Lebanese<a href="https://www.middleeastmonitor.com/20181206-israeli-newspaper-iraqi-forces-would-cooperate-with-hezbollah-to-occupy-galilee/"> Hezbollah reinforcements</a>, and where Trump this month ordered a pullout of US troops.</p>

<p class="selectionShareable">“This presence of Iran, with Syria’s return to stabilization under a Russian umbrella, is something we are watching closely,” he said.</p>
<p class="selectionShareable">Israel has also been monitoring Iranian conduct since Trump quit the <a href="https://www.middleeastmonitor.com/20181203-iran-says-it-will-continue-missile-tests-after-us-allegation/">2015 nuclear deal with Tehran</a> in May and reimposed US sanctions. The deal placed caps on nuclear projects with bomb-making potential, though Iran denied having such designs. Trump, with Israeli support, deemed the caps insufficient.</p>
<p class="selectionShareable">“We assess that Iran will strive to stay within the deal but will do everything in order to find ways of circumventing the American sanctions,” Hayman said.</p>

										<content:encoded><![CDATA[<p class="text " data-elm-loc="1"><span class="dateline">BEIRUT —</span> Missile strikes at two Iran-linked bases in Syria caused huge explosions and killed dozens of pro-government fighters, a monitoring group said Monday, in an attack seen as Israel’s latest blow in a shadow war to contain Iranian influence.</p>
<p data-elm-loc="2">Syrian state media reported major blasts in parts of Hama and Aleppo provinces about 10:30 p.m. Sunday. It did not identify the targets, but other pro-government media outlets said they were weapons depots for the Syrian regime and Iranian forces.</p>
<p data-elm-loc="3">While the state-owned daily Tishreen said the missiles were launched from U.S. and British military bases, analysts said the most likely source was Israel, which has previously acknowledged carrying out more than 100 strikes in Syria during the civil war.</p>
<p data-elm-loc="4">The Britain-based Syrian Observatory for Human Rights said Israel carried out the attacks. The monitoring group identified the main target as an arms depot for surface-to-surface missiles at a base in northern Syria known as Brigade 47. It said the Neirab military air base, southeast of Aleppo city, also was hit.</p>
<p data-elm-loc="5">At least 26 people were killed, four of them Syrians, the Syrian Observatory said. Representatives of a regional alliance that includes Iran, Syria and the Hezbollah paramilitary group said that Iranians were among the dead, and some cited a much higher toll.</p>
<p data-elm-loc="6">The names and faces of some of the dead appeared to be circulated across loyalist websites all day Monday with captions describing them as heroes and victims of “wanton aggression.”</p>

<p data-elm-loc="8">In Iran, there were conflicting reports on the casualties and on whether Iranian assets were struck. Tehran has sent thousands of fighters to bolster Syrian President Bashar al-Assad, including proxy forces from Iraq and Afghanistan.</p>
<p data-elm-loc="9">Seven years after Syria’s largely peaceful uprising morphed into a civil war, the country is now the stage for proxy conflicts of global powers.</p>
<p data-elm-loc="10">Israel has watched anxiously as Iran shored up Assad’s rule with weapons and money, then committed its own troops and developed military infrastructure across the country.<b> </b></p>
<p data-elm-loc="11">Israel has been pushing for the United States to maintain a military presence in Syria to counterbalance Iran. U.S. forces already have clashed with Iranian-backed militias that had advanced against positions of local fighters supported by the United States.</p>
<p data-elm-loc="12">Israel has escalated its warnings about Iran in recent weeks, as a U.S. deadline approaches for deciding whether to remain in the 2015 Iran nuclear deal. Israel’s leadership is pushing for the deal to be scrapped or adjusted, although some in the security establishment have warned of the instability that may cause.</p>
<p data-elm-loc="13">The Lebanese newspaper al-Akhbar, which supports the Syrian government, reported that the targets struck Sunday night were weapons storage sites for the regime and Iran’s Revolutionary Guard Corps. The newspaper said that “bunker-buster” bombs were used.</p>
<p data-elm-loc="14">Iran has threatened to retaliate against Israel following the death of seven of its officers in an Israeli strike on the T-4 military base in Syria in early April.</p>
<p data-elm-loc="15">Speaking in Washington on Sunday, Israeli Defense Minister Avigdor Liberman said Israel had three problems: “Iran, Iran, Iran.”</p>
<p data-elm-loc="16">He has threatened to hit back if Iran retaliates for the T-4 attack.</p>
<p data-elm-loc="17">Jonathan Spyer, a fellow with the Jerusalem Institute for Strategic Studies, said it appeared to be “common sense” that Israel was responsible for Sunday night’s strikes.</p>
<p data-elm-loc="19">Spyer said that with Israel determined to prevent the “consolidation and entrenchment” of Iranian influence in Syria, “the chances of confrontation between Israel and Iran are quite significant.”</p>
<p data-elm-loc="20">Speaking to reporters in Jerusalem, Michael Oren, a deputy minister in the prime minister’s office and a former ambassador to the United States, declined to directly comment on the strikes but said Israel is committed to enforcing its “red lines.”</p>
<p data-elm-loc="21">“If that leads to an escalation, it is on the heads of Syria,” he said.</p>

<p class="story-body-text story-content" data-para-count="337" data-total-count="337">WASHINGTON — President Trump on Sunday promised a “big price” to be paid for what he said was a chemical weapons attack that choked dozens of Syrians to death the day before, and a top White House official said the administration would not rule out a missile strike to retaliate against the government of President Bashar al-Assad.</p>
<p class="story-body-text story-content" data-para-count="317" data-total-count="654">In a tweet, Mr. Trump laid the blame for the attack partly on President Vladimir V. Putin of Russia, the first time since his election that he has criticized the Russian leader by name on Twitter. Mr. Putin’s forces have been fighting for years to keep the Assad government in power amid Syria’s brutal civil war.</p>
<p class="story-body-text story-content" data-para-count="361" data-total-count="1015">Mr. Trump also left no doubt that he believed the assessment of aid groups that Mr. Assad’s military had used chemical weapons to inflict the carnage on Saturday in Douma, a rebel-held suburb of Damascus. The <a href="https://www.nytimes.com/2018/04/08/world/middleeast/syria-chemical-attack-ghouta.html">attack</a><a href="https://www.nytimes.com/2018/04/08/world/middleeast/syria-chemical-attack-ghouta.html"> left at least 42 people dead</a> in their homes from apparent suffocation and sent many others to clinics with burning eyes and breathing problems.</p>
<p class="story-body-text story-content" data-para-count="182" data-total-count="1197">“Many dead, including women and children, in mindless CHEMICAL attack in Syria,” Mr. Trump <a href="https://twitter.com/realDonaldTrump/status/982966315467116544">wrote</a>. “President Putin, Russia and Iran are responsible for backing Animal Assad.”</p>
<p class="story-body-text story-content" data-para-count="130" data-total-count="1327">“Big price to pay,” Mr. Trump continued in a second <a href="https://twitter.com/realDonaldTrump/status/982967389028569088">tweet</a>. “Another humanitarian disaster for no reason whatsoever. SICK!”</p>
<p id="story-continues-3" class="story-body-text story-content" data-para-count="305" data-total-count="1632">Thomas P. Bossert, Mr. Trump’s homeland security adviser, said he and the rest of the president’s national security team had been in talks with Mr. Trump late Saturday and early Sunday about how to respond. Asked specifically about the possibility of a missile strike, Mr. Bossert did not rule it out.</p>
<p class="story-body-text story-content" data-para-count="172" data-total-count="1804">“I wouldn’t take anything off the table,”<a href="http://abcnews.go.com/Politics/week-transcript-18-white-house-homeland-security-counterterrorism/story?id=54306895"> Mr. Bossert said on ABC’s “This Week.”</a> “These are horrible photos; we’re looking into the attack at this point.”</p>
<p class="story-body-text story-content" data-para-count="341" data-total-count="2145">That raised the prospect of a strike along the lines of one that the president ordered almost exactly a year ago after a sarin gas attack in Khan Sheikhoun that killed more than 80 civilians. In that strike, the United States military <a href="https://www.nytimes.com/2017/04/06/world/middleeast/us-said-to-weigh-military-responses-to-syrian-chemical-attack.html">dropped</a> 59 Tomahawk missiles on the Al Shayrat airfield, where the chemical weapons attack had originated.</p>
<p class="story-body-text story-content" data-para-count="335" data-total-count="2480">Mr. Trump may be considering such a strike even as he has expressed his desire in recent days to <a href="https://www.nytimes.com/2018/04/04/world/middleeast/trump-syria-troops.html">pull American troops out of Syria</a>, where they are seeking to eliminate the last vestiges of the Islamic State. White House officials said Mr. Trump would have a meeting and dinner on Monday at the White House with senior military leaders.</p>
<p class="story-body-text story-content" data-para-count="293" data-total-count="2773">Nikki R. Haley, the United States ambassador to the United Nations, announced an emergency meeting there on Monday to demand immediate access to Douma for emergency workers, urge an independent investigation of the massacre, and “hold accountable those responsible for this atrocious act.”</p>
<p class="story-body-text story-content" data-para-count="221" data-total-count="2994">The assault on Douma and the president’s response also showed how Syria has bedeviled Mr. Trump just as it did his predecessor, repeatedly presenting them with grave challenges and few good options for confronting them.</p>
<p class="story-body-text story-content" data-para-count="362" data-total-count="3356">It was not clear on Sunday whether his tweets reflected serious planning for a military strike, or if the suspected chemical attack had changed the president’s calculation about the necessity for a rapid wind-down of American military involvement in Syria. A White House official said he could provide no guidance beyond what the president had said on Twitter.</p>
<p id="story-continues-4" class="story-body-text story-content" data-para-count="193" data-total-count="3549">But some Republicans urged Mr. Trump to act, saying his talk of pulling United States troops out of Syria had telegraphed to Mr. Assad that he would pay no price for brutalizing his own people.</p>
<p class="story-body-text story-content" data-para-count="329" data-total-count="3878">“President Trump last week signaled to the world that the United States would prematurely withdraw from Syria,” Senator John McCain, Republican of Arizona and the chairman of the Armed Services Committee, said in a statement, adding that Mr. Assad had been “emboldened by American inaction” to launch the attack in Douma.</p>
<p class="story-body-text story-content" data-para-count="197" data-total-count="4075">“The president responded decisively when Assad used chemical weapons last year,” Mr. McCain went on. “He should do so again, and demonstrate that Assad will pay a price for his war crimes.”</p>
<p class="story-body-text story-content" data-para-count="135" data-total-count="4210">Senator Lindsey Graham, Republican of South Carolina, said Mr. Trump should make good on what the president appeared to be threatening.</p>
<p class="story-body-text story-content" data-para-count="201" data-total-count="4411">If the president “doesn’t follow through and live up to that tweet, he’s going to look weak in the eyes of Russia and Iran,” Mr. Graham said on “This Week.” “This is a defining moment.”</p>
<p class="story-body-text story-content" data-para-count="120" data-total-count="4531">“You need to follow through with that tweet,” he added. “Show a resolve that Obama never did to get this right.”</p>
<p class="story-body-text story-content" data-para-count="294" data-total-count="4825">In his tweets, Mr. Trump also criticized former President Barack Obama for failing to take military action against Mr. Assad’s government when it used chemical weapons in 2013. Mr. Obama had threatened that any use of unconventional weapons would cross a <a href="https://www.nytimes.com/2012/08/21/world/middleeast/obama-threatens-force-against-syria.html">“red line”</a> for the United States.</p>

<p class="story-body-text story-content" data-para-count="271" data-total-count="5355">On Sunday, Mr. Trump’s tweets came not long after a report on Fox News about the massacre in Douma, in which an anchor said that “all eyes” would now be on the president’s response, and that the airstrikes last year had “garnered praise” from American allies.</p>
<p id="story-continues-5" class="story-body-text story-content" data-para-count="161" data-total-count="5516">The timing of the tweets alarmed some progressives who warned that Mr. Trump might make military decisions based on commentary on his favorite cable news outlet.</p>
<p class="story-body-text story-content" data-para-count="283" data-total-count="5799">“If Trump should launch missiles, it is because Fox and Friends told him to,” VoteVets, a group that focuses on military issues and is aligned with Democrats, said <a href="https://twitter.com/votevets/status/982989072456040453">on Twitter</a>. “We cannot possibly overstate how insane and disastrous for command of our military that would be.”</p>
<p class="story-body-text story-content" data-para-count="242" data-total-count="6041">In a statement on Saturday night, the State Department called the situation in Douma an “alleged chemical weapons attack” and said the reports about it were “horrifying and demand an immediate response by the international community.”</p>
<p class="story-body-text story-content" data-para-count="153" data-total-count="6194">The statement took Moscow to task, saying it had breached international obligations and calling into question its commitment to weapons nonproliferation.</p>
<p class="story-body-text story-content" data-para-count="352" data-total-count="6546">“The Assad regime and its backers must be held accountable and any further attacks prevented immediately,” it said. “Russia, with its unwavering support for the regime, ultimately bears responsibility for these brutal attacks, targeting of countless civilians and the suffocation of Syria’s most vulnerable communities with chemical weapons.”</p>
<p class="story-body-text story-content" data-para-count="153" data-total-count="6699">But while members of his administration have often been harshly critical of Mr. Putin, Mr. Trump has in general spoken warmly of his Russian counterpart.</p>
<p class="story-body-text story-content" data-para-count="138" data-total-count="6837">American officials said the process was underway to confirm whether the Syrian government had used chemical weapons and, if so, what kind.</p>
<p class="story-body-text story-content" data-para-count="166" data-total-count="7003">Since last April’s strike on the airfield, the Pentagon has updated lists of potential Syrian military and government targets should Mr. Trump order another strike.</p>
<p id="story-continues-6" class="story-body-text story-content" data-para-count="269" data-total-count="7272">A senior Navy officer said on Sunday morning that Navy warships capable of firing cruise missiles were in the Mediterranean on routine, long-scheduled deployments but had not received any orders to prepare to move closer to Syria or to prepare to carry out any strikes.</p>
<p class="story-body-text story-content" data-para-count="404" data-total-count="7676">Before last year’s strike, American commanders at the sprawling Al Udeid Air Base in Qatar — the United States’ air war command for the region — gave their Russian counterparts a warning of no more than 90 minutes before striking the Syrian airfield. The Americans did this under a “deconfliction” agreement with Moscow to try to prevent an unintended confrontation between the two countries.</p>
<p class="story-body-text story-content" data-para-count="313" data-total-count="7989">At a daily operations briefing on Sunday at the air command center, there was no indication of an imminent operation, said one official who was briefed on the meeting. “Things can change pretty quickly, though,” the official cautioned, speaking on the condition of anonymity to discuss internal deliberations.</p>
<p class="story-body-text story-content" data-para-count="107" data-total-count="8096">Indeed, only 63 hours passed between last April’s chemical attack and the American cruise missile strike.</p>

<p>If finally happened…</p>
<p>In accordance with an energy cooperation framework agreement signed in late January, Russia will have exclusive rights to produce oil and gas in Syria.</p>
<p>The agreement goes significantly beyond that, stipulating the modalities of the rehabilitation of damaged rigs and infrastructure, energy advisory support, and training a new generation of Syrian oilmen. Still, the main international aspect and the key piece of this move is the final and unconditional consolidation of Russian interests in the Middle East.</p>
<p>Before the onset of the blood-drenched Civil War, Syrian oil production wavered around 380,000 barrels per day. It has declined for some time then, since its all-time peak production rate of 677,000 barrels per day in 2002. Although the Islamic State was allegedly driven underground, the current output still stands at a devastating 14–15,000 barrels per day.</p>
<p>As for gas, the production decline proved to be lower (it fell from 8 BCm/year to 3.5 BCm/year) due to its greater significance within the domestic economy. 90 percent of the produced gas in Syria was used for electricity production (as opposed to oil, which was either refined domestically or exported), and in view of this, the government took extra care to retake gas fields first as the prospects of reconquest became viable enough.</p>

<p>It’s an understatement to say that whoever takes over Syria’s energy sector will receive a desolate ruin. The country’s refineries need thorough reconstruction after their throughput capacity has halved from the pre-war level of 250,000 barrels per day. This task will most likely be carried out by Iranian companies, in accordance with <a href="https://af.reuters.com/article/africaTech/idAFL8N1M747A">agreements signed in September</a> last year, which also involved the reconstruction of Syria’s damaged power grid. However, it remains unclear whether this project will go through, as Tehran counted upon an Iran-Venezuela-Syria consortium, which is all but feasible now against the background of Venezuela disintegrating, a new solution ought to be found. In any case, Tehran already got what it wanted in Syria as Iran’s Revolutionary Guard already secured the telecommunications sector.</p>
<p>Russia isn’t the only country that could have helped Syria to rebuild its oil and gas sector — as stated above, Iran could also lend a hand. However, Iran lacks the funds to invest heavily in Syria’s infrastructure — it needs foreign assistance to kickstart new projects at home aggravated by aging infrastructure and rapidly increasing demand. European companies are unlikely to get interested in Syria unless the EU embargo is lifted (<a href="http://www.consilium.europa.eu/en/press/press-releases/2017/05/29/syria-sanctions/pdf">in effect until June 1, 2018</a>). Since the end of largescale military operations in Syria did not bring about a change of regime and Bashar al-Assad remains president of Syria, it would be surprising for Brussels not to prolong the sanctions regime (the U.S. will do it without a moment’s hesitation).</p>
<p>Sanctions-wise, Moscow is unafraid of any consequences for it is already under European and U.S. sanctions. With a long-range goal in mind, it could even assent to the significant cost of rebuilding Syria’s oil and gas sector — IMF <a href="https://www.imf.org/external/pubs/ft/wp/2016/wp16123.pdf">put the expenses</a> at $27 billion in 2015 but the current estimate lies most likely between $35–40 billion. This includes the totality of rigs, pipelines, pumping stations etc. to be repaired and put back into operation. In some areas, for instance, in the predominantly Kurdish-populated northern provinces with its heavy oil deposits, it’s unlikely to seize the opportunity. Moreover, it remains unclear what will happen to the fields (including Syria’s largest oil field, <a href="https://www.nytimes.com/2017/10/22/world/middleeast/syria-isis-oil.html">Al Omar</a>) that were retaken by Western-backed militias, not the Syrian army.</p>
<p>Unfortunately for Royal Dutch Shell (<a href="https://finance.yahoo.com/quote/RDS-A?p=RDS-A">NYSE:RDS-A</a>) which was forced to let go of the 100 kbpd Al Omar field because of the stringent sanctions regime, Damascus seems intent on consolidating the energy sector under the guidance of the national oil company, SPC. By means of political hand-wringing and the extension of Kurdish political rights within a united Syria, this goal can be achieved; however, the issue of selling the oil is just as acute as is its production.</p>
<p>Most of Syrian export-bound oil was destined to Europe, partly because of its geographic vicinity, and partly because European companies Shell and Total (<a href="https://finance.yahoo.com/quote/TOT?ltr=1">NYSE:TOT</a>) were the largest shareholders in the sector. This is no longer possible as long as the EU ban on Syrian oil exports stays in place. Thus, the new owner would have to find new market outlets, either by relying on adjacent countries like Turkey or Lebanon, or by finding buyers in Asia.</p>
<p>Interestingly, there has been little to no discussion so far on which company will have to take up the uneasy job of bringing Syria’s energy sector back to life. Throughout the war years, only the minuscule Soyuzneftegaz ventured into Syria (eventually relinquishing its prospects in 2015). Tatneft, a state-owned enterprise that develops Tatarstan’s oil and gas fields, is an obvious candidate since Syria (along with Libya, to their detriment) was their first attempt to internationalize their activities. Just as it girded itself for the commissioning of the Qishma oil field, full-scale war broke out and the company was forced to abandon it. Tatneft, Russia’s fifth-largest producer, is interested in returning to Syria once conditions allow for it. Beyond that, it’s still unclear if state majors (Rosneft, Gazprom Neft) would want to join in.</p>
<p>Taking control of gas fields seems a better (and more profitable) bet for Russia. If it manages to secure a fixed price, stable demand is guaranteed domestically, as gas will remain the dominant electricity generation input. Moreover, the continental shelf of the Eastern Mediterranean has yielded the likes of the Zohr, Leviathan and Aphrodite. Lebanon, whose sweetest spots are in-between Zohr and Leviathan, is also <a href="https://oilprice.com/Energy/Natural-Gas/The-Natural-Gas-Giant-To-Challenge-Israel.html">inching closer to tap into</a> its assumed gas bounties.</p>

<p>Syria’s offshore potential is still shrouded in mystery, despite some seismic survey in late 2000s, most of the times one just hears allusions that it is as prolific as that of Israel, Egypt or Cyprus. An early USGS estimate put Syria’s potential offshore gas reserves at 24 TCf (700 BCm), more than double of its onshore gas, while its oil reserves at a “mere” 50 million tons, a sixth of its onshore oil reserves.</p>
<p>Syria’s proven reserves of 2.5 bln barrels (341 million tons) of oil and 10.1 TCf (285 BCm) of gas might seem meager compared to those of neighboring Iraq or allied Iran. Taking into consideration that one-third of its reserves are very heavy, viscous crudes, Damascus will have to sweeten the deal to bring in big Russian names — companies that can genuinely make an impact and not just take a chance. But geopolitically, it might be a wise move.</p>
<p>Russia has been keen on increasing its foothold in Iraqi Kurdistan (Rosneft, Gazprom Neft), tapping into Lebanon’s offshore gas (NOVATEK, and having a bigger say in Eastern Mediterranean affairs in general. For that, taking over Syria’s oil and gas sector might be a very powerful, non-military, tool.</p>
