										<content:encoded><![CDATA[<p>Pro-Iranian militias exchanged fire with a US-led coalition in eastern Syria Monday, a war monitor and the coalition said, in an escalation after deadly US air strikes in Iraq and Syria the previous night.</p>
<p><a href="https://www.france24.com/en/tag/usa/" target="_self" rel="noopener">US</a> forces &#8220;were attacked by multiple rockets&#8221; in eastern <a href="https://www.france24.com/en/tag/syria/" target="_self" rel="noopener">Syria</a>, but there were no casualties and personnel &#8220;conducted counter-battery artillery fire at rocket launching positions&#8221;, said coalition spokesman Wayne Marotto on Twitter.</p>
<p>The Syrian Observatory for Human Rights war monitor reported shell fire by Iran-backed militias against the US base in eastern Syria&#8217;s Al-Omar oil field, and said the coalition fired heavy artillery at the militia-controlled town of Al-Mayadeen in response.</p>
<p>The exchange of fire came just hours after Secretary of State <a href="https://www.france24.com/en/tag/antony-blinken/" target="_self" rel="noopener">Antony Blinken</a> declared that US air strikes on pro-Iran fighters in Iraq and Syria on Sunday night sent a &#8220;strong message&#8221; not to keep attacking US forces in Iraq.</p>
<p>The US air strikes were the second such deadly raid on pro-Iran targets since US President Joe Biden took office, and have sparked fears of a new US-Iran escalation amid faltering efforts to revive Tehran&#8217;s 2015 nuclear deal with world powers.</p>

<p>&#8220;This action in self-defence&#8230; sends a very important and strong message,&#8221; Blinken told reporters on a visit to Rome.</p>
<p>&#8220;I would hope that the message&#8230; will be heard and deter future action,&#8221; he added, referring to repeated attacks against US interests in Iraq that Washington blames on pro-Iran groups.</p>
<p>Iraq&#8217;s Prime Minister Mustafa al-Kadhemi decried the strikes as an &#8220;unacceptable violation of Iraqi sovereignty and Iraqi national security&#8221;, while Damascus condemned a violation against both nations.</p>
<p>The Hashed al-Shaabi, an Iraqi paramilitary alliance that includes several Iranian proxies and has become the main power broker in Baghdad, said the strikes killed four of its fighters in the Qaim region, near the border with Syria.</p>
<p>The fighters were stationed there to prevent jihadists infiltrating Iraq, the group said, denying that they had taken part in any attacks against US interests or personnel and warning they had &#8220;the legal right to respond&#8230; and hold the perpetrators accountable on Iraqi soil&#8221;.</p>
<p>The Pentagon said the strikes targeted operational and weapons storage facilities at two locations in Syria and one in Iraq, all near the common border, used by militias engaged in drone attacks against US interests in Iraq.</p>
<p><strong>&#8216;Flagrant violation&#8217; </strong></p>
<p>Kataeb Hezbollah and Kataeb Sayyid al-Shuhada, two Iraqi Shiite armed factions, were among the &#8220;several Iran-backed militia groups&#8221; that had used the facilities, the Pentagon said.</p>
<p>The Observatory, which relies on a network of sources inside Syria, said seven fighters were killed in the strikes and at least six more were wounded.</p>
<p>The targets included an arms depot near Albu Kamal, a Syrian border town on the Euphrates River, the Observatory said.</p>
<p>Syria&#8217;s state-run SANA news agency said one child was killed, while its foreign ministry condemned the raid as &#8220;a flagrant violation of the sanctity of Syrian and Iraqi territory&#8221;.</p>
<p>US interests in Iraq, where 2,500 American troops are deployed as part of an international coalition to fight the jihadist Islamic State group, have been targeted in more than 40 attacks this year.</p>
<p>The vast majority have been bombs against logistics convoys, but rocket fire and drones packed with explosive have also been used.</p>
<p>Some attacks have been claimed by pro-Iran factions hoping to press Washington into a full withdrawal, leaving Baghdad &#8212; which counts both Washington and Tehran as allies &#8212; caught in the middle.</p>
<p>Iraq&#8217;s foreign ministry said that the government was proceeding with investigations to &#8220;prevent any escalation&#8221;, while Kadhemi re-emphasised his country&#8217;s &#8220;refusal to be an arena for settling scores&#8221;.</p>
<p>French Foreign Minister Jean-Yves Le Drian reaffirmed &#8220;France&#8217;s support for the stability and sovereignty of Iraq&#8221;, but deplored the &#8220;unacceptable attacks&#8230; against the interests&#8221; of the anti-IS coalition.</p>
<p>Lebanese Shiite movement Hezbollah &#8220;strongly&#8221; condemned the air strikes.</p>
<p>&#8220;What the US warplanes have done is a blatant attack on sovereignty&#8230; the region will not enjoy stability&#8230; until US forces are expelled&#8221; from Iraq and Syria, the pro-Iran group said.</p>
<p><strong>Nuclear talks wobble </strong></p>
<p>Some of the militia groups that form the Hashed al-Shaabi have been deployed in war-torn Syria over the years to support regime forces and to further Iran&#8217;s interests in the country.</p>
<p>In February, US strikes on facilities in eastern Syria used by Iran-backed militia groups left more than 20 fighters dead, according to the Observatory.</p>
<p>The latest US strikes come days after the US and France warned Iran that time was running out to return to the 2015 nuclear deal, voicing fears that Tehran&#8217;s sensitive atomic activities could advance if talks in Vienna drag on.</p>
<p>A return to that accord has been a key focus for Biden after the nuclear deal was trashed by his predecessor Donald Trump, who also imposed devastating new sanctions on Iran.</p>
<p>The UN&#8217;s nuclear watchdog said Friday it had received no reply from Tehran over the possible extension of a temporary agreement covering inspections at Iranian nuclear facilities, which expired a day earlier.</p>

										<content:encoded><![CDATA[<p>Jerusalem (AFP) &#8211; Israeli Prime Minister Benjamin Netanyahu on Sunday accused Iran of planning attacks against the Jewish state and said everything possible would be done to prevent them.</p>
<p>The premier, who was indicted on corruption charges on Thursday and is seen to be battling for his political life, made his remarks on a visit to an army base near the border with conflict-ravaged Syria.</p>
<p>&#8220;Iran&#8217;s aggression in our region, and against us, continues,&#8221; Netanyahu said.</p>
<p>He was speaking on the day US General Mark Milley, chairman of the Joint Chiefs of Staff, was in the country to meet his Israeli counterpart Aviv Kohavi.</p>
<p>The two generals discussed &#8220;operational questions and regional developments&#8221;, an army statement said.</p>
<p>Speaking on the Israeli-annexed Golan Heights, Netanyahu said: &#8220;We are taking all necessary actions to prevent Iran from entrenching here in our region.&#8221;</p>
<p>&#8220;This includes the activity necessary to thwart the transfer of lethal weaponry from Iran to Syria, whether by air or overland.</p>
<p>&#8220;We will also take action to thwart Iran&#8217;s effort to turn Iraq and Yemen into bases for launching rockets and missiles&#8221; at Israel, he added.</p>
<p>On Wednesday, in a rare confirmation of such operations, Israel said its warplanes carried out a &#8220;very intense&#8221; attack against Iranian forces and Syrian army targets in Syria.</p>
<p>Britain-based monitoring group the Syrian Observatory for Human Rights said 23 people were killed in the strikes &#8212; 21 fighters and two civilians.</p>
<p>The previous day, Israel&#8217;s &#8220;Iron Dome&#8221; missile defense system had intercepted four rockets fired from Syria, with the army blaming an &#8220;Iranian force&#8221;.</p>
<p>Attorney-General Avichai Mandelblit announced Thursday he had charged Netanyahu with bribery, fraud, and breach of trust, prompting speculation that the end of the premier&#8217;s decade-long tenure was nigh.</p>

<p>Reuters also reported machine-gun fire and shelling that could be heard from a border town in Turkey near Ra al-Ayn.</p>

<p>Secretary of State Mike Pompeo,  who is in Jerusalem, did not respond to repeated questions on whether or not the agreement was violated, the New York Times<a href="https://www.nytimes.com/2019/10/18/world/middleeast/syria-ceasefire-kurds-turkey.html?smtyp=cur&amp;smid=tw-nytimes"> reported. </a></p>
<p>Trump had praised the cease-fire agreement as <a href="https://www.foxnews.com/politics/trump-dallas-rally-ukraine-scrutiny-intensifies">&#8220;a great day for civilization.&#8221;</a> He pointed to it as a victory after being criticized for his decision to withdraw U.S. forces from the region. At a rally on Thursday, he said it was his “unconventional” approach that led to the deal.</p>
<p>The agreement requires the Kurdish fighters to vacate a swath of territory in Syria along the Turkish border, largely solidifying Turkey&#8217;s position.</p>
<p>A senior military official &#8212; who worked on designing the U.S. anti-ISIS strategy with both the Kurds and the Turks &#8212; told Fox News earlier that the 120-hour cease-fire had little chance of success.</p>
<p>&#8220;There is no way the Kurds can leave that security zone,&#8221; the source said. &#8220;There are thousands of Kurds who live in what the Turks want as a buffer zone. That’s what these fighters’ families live. That is where they are from.&#8221;</p>

<p>Prime Minister Benjamin Netanyahu secured another diplomatic victory for Israel with the dramatic announcement that Chad and the Jewish State would be <a href="https://www.timesofisrael.com/pm-renewal-of-chad-ties-is-proof-of-israels-rising-standing-in-muslim-world/">reestablishing</a> diplomatic relations. The Muslim majority nation had severed ties in 1972 following intense pressure from Libya, its menacing neighbor to the north, which at the time was led by the dictator, Col. Muammar Qaddafi. But following a visit by Chad’s President Idriss Déby to Jerusalem and a reciprocating visit by PM Netanyahu to N’Djamena, forty-seven years of animosity instantly vanished.</p>
<p>Israel’s historic diplomatic achievement occurred despite intense efforts by the Palestinian Authority and Iran to torpedo the initiative, and reflects a rise in Israel’s standing on the African continent and in the Muslim world at large. Indeed, Israel has much to offer in terms of military expertise, cyber technology, water technology and agricultural technology, commodities that are in high demand in parched, battle-plagued Africa.</p>
<p>Upon Netanyahu’s return flight to Israel, Sudan <a href="https://www.bloomberg.com/news/articles/2019-01-21/netanyahu-flight-gets-sudan-s-nod-for-unprecedented-route">granted permission</a> for Netanyahu’s plane to fly in airspace controlled by Khartoum. This may seem to be insignificant but considering that Sudan was once firmly in Iran’s camp and served as an Iranian transit point for arms shipments to Gaza, the gesture was remarkable.</p>
<p>Following the breakthrough with Chad, Jerusalem announced that it is preparing to host Mali’s Prime Minister <a href="https://www.timesofisrael.com/after-chad-ties-restored-israel-set-to-host-malis-pm-in-coming-weeks/">Soumeylou Boubeye Maiga</a> in the “coming weeks.” The West African Muslim majority nation severed diplomatic relations with Israel during the 1973 Yom Kippur War but is now set to restore full diplomatic ties.</p>
<p>Muslim nations from the Near East to Africa are coming to terms with the fact that the source Mideast’s instability is not Israel and its conflict with the so-called “Palestinians” but rather Islamic fundamentalism. Shia Iran is recognized as a malign regional influence while ISIS and the Muslim Brotherhood represent bad actors of the Sunni persuasion. In this context, moderate Muslim nations like Oman, which recently <a href="https://www.jpost.com/Arab-Israeli-Conflict/Oman-says-time-to-accept-Israel-after-Netanyahu-historic-visit-570480">hosted</a> Netanyahu in a well-publicized visit, see Israel as an ally rather than a foe.</p>
<p>Palestinian efforts to isolate Israel have failed miserably and this is a reflection of a rejectionist, maximalist political policy rife with short-sighted, unrealistic goals. In the arena of diplomacy, Israel, led by its savvy statesman Netanyahu, has completely outmaneuvered and outclassed the PA’s crusty octogenarian president, Mahmoud Abbas.</p>

<p>In addition to its political fortunes, Israel this week scored impressive military successes. On January 20, in a rare daylight raid, Israel struck what was believed to be a weapons storage facility near Damascus. Iran, which provides Hezbollah with $800 million in annual military assistance, uses Syria’s Damascus airport as a waystation for transit of weapons to Hezbollah. Soon after the attack, Iranian Quds Force operatives launched a <a href="https://missilethreat.csis.org/missile/fateh-110/">Fateh 110 </a>short-range ballistic missile (SRBM) at northern Israel. The missile, which is made in Iran, incorporates Chinese components and carries a ½ ton warhead. Had it landed in a populated area, it could have caused massive civilian casualties.</p>
<p>Israeli missile defense crews detected the launch and <a href="https://www.jpost.com/Arab-Israeli-Conflict/Wheres-Davids-Sling-and-why-wasnt-it-used-to-intercept-Irans-missiles-578377">intercepted</a> it with a Tamir interceptor fired by an Iron Dome battery. Israeli skiers enjoying themselves at the Golan Heights ski resort watched the drama unfold as Israel’s wonder weapon blew the Iranian missile out of the sky. As an aside, the U.S. Army recently <a href="https://www.armyrecognition.com/january_2019_global_defense_security_army_news_industry/us_army_seeks_to_acquire_israeli_iron_dome_missile_defense_system.html">announced</a> that it will be acquiring two Iron Dome batteries with 12 launchers, 240 interception missiles, two battle-management systems and two radar systems to shield American ground troops from missile, rocket and drone threats. On January 20, Iron Dome proved that it is as adept at shooting down ballistic missiles fired by Iran as it is at shooting down Qassam and Katyusha rockets fired by Hamas.</p>
<p>Israel could not let the Iranian aggression stand unanswered. In the early hours of Monday morning, Israel launched massive and successive strikes against Quds Force munition storage sites, intelligence sites and training camps, reducing them to ash. According to the London-based Syrian Observatory for Human Rights, the attack caused the death of at least 21 enemy combatants of whom 12 were Iranian, six were Syrian regime soldiers and three were foreign mercenaries of unspecified nationality. An Israeli warning to the Syrians to keep their anti-aircraft defenses in check went unheeded and so, Israel was forced to destroy a number of Syrian anti-aircraft platforms. The Israeli Army released dramatic <a href="https://defence-blog.com/army/israel-targeted-several-pantsir-s1-air-defense-system-in-syria.html">video footage</a> showing the destruction of Syrian anti-aircraft batteries.</p>
<p>Syria’s anti-aircraft defenses are formidable but despite the presence of Russian SA-17, SA-22, S-200 and S-300 anti-aircraft batteries, Israel retains complete air supremacy over the skies of Syria. Syria’s main patron Russia responded angrily to the Israeli strikes referring to them as “arbitrary.” But the Russians, who assured Israel that they would keep Iran far from Israel’s borders, have not kept up to their end of the bargain. A report which surfaced in Arab media alleged that a visit by Quds Force Commander, <a href="https://www.jpost.com/Arab-Israeli-Conflict/Soleimanis-visit-to-southern-Syria-triggered-Israeli-airstrikes-report-578347">Qassem Soleimani</a>, to a location less than 40km from the Golan Heights triggered the Israeli reaction. Israel’s intelligence apparatus in Syria is excellent and Israeli intelligence units had apparently been monitoring Soleimani’s movements.</p>
<p>This was a good week for Israel both militarily and politically. Israel continues to charter inroads on the African continent while at the same time, its military stands ready to check aggression emanating from nefarious elements to the north, south and east.</p>

<p>Germany&#8217;s <b>Welthungerhilfe</b> (World Hunger Relief) aid organization published the Global Hunger Index (GHI) in Berlin Thursday, warning that gains made since 2000 have gone into reverse, with 821 million people, many of them children, undernourished.</p>
<p>Zero hunger by 2030 is one of 17 UN-agreed Sustainable Development Goals (SDG). Data from 119 countries, including child stunting, was used to calculate the placing of each nation on the GHI scale.</p>
<p>&#8220;Without political solutions the battle [against hunger] will not be won,&#8221; Welthungerhilfe President Bärbel Dieckmann said, adding that the African Union, the UN and the EU were primarily responsible, not non-governmental organizations.</p>
<p><b>Read more</b>: Land losses threaten indigenous communities</p>
<p>Data on undernourishment, child wasting, stunting and mortality, which last decade showed average improvements, began receding early last year, she said.</p>
<p>&#8220;And this is mainly due to war zones: where there are armed conflicts and some areas that are suffering massively from the consequences of climate change,&#8221; Dieckmann told DW, referring to Yemen and Syria as examples of war-induced food shortages and refuge exodus.</p>
<h3>Hunger double in war zones</h3>
<p>Hunger was twice as prevalent in war-torn countries, she concluded. Drought in eastern Africa, once at 10-yearly intervals, now struck every two years. Corruption and poor governance were also factors.</p>
<p>Worst-placed on the GHI hunger severity indexwas the Central African Republic &#8211; where inter-militia conflict lingers despite a French-led UN intervention &#8211; followed by Madagascar, Chad, Zambia and war-torn Yemen.</p>
<p>Sixteen nations exhibiting no improvements and even regressive trends were identified in the data sets from 2016 and 2017 analyzed by the International Food Policy Research Institute, the Irish entity Concern Worldwide and Welthungerhilfe, which is based in Bonn alongside numerous UN agencies including its climate secretariat.</p>
<p>Strong improvements in tackling hunger were, however, recorded in Angola, Rwanda, Ethiopia and Myanmar, said the authors of the GHI report.</p>
<p>Child mortality and undernourishment due to insufficient calorific intake prevailed in Africa south of the Sahara. South Asia exhibited stunting and wasting among children under five, in part due to lack of essential vitamins and minerals, the report concluded.</p>
<h3>Planet prolific enough, says minister</h3>
<p>Gerd Müller, federal development aid minister and Bavarian conservative in Chancellor Angela Merkel&#8217;s Cabinet, the resurgence in world hunger was a &#8220;scandal because our planet has the potential to feed all people.&#8221;</p>
<p>Opposition parties in Germany&#8217;s Bundestag parliament – the Greens, the ex-communist Left, and the FDP liberals – asserted that Merkel&#8217;s government shared blame for hunger severity worldwide.</p>
<h3>Example Rukban</h3>
<p>Thursday&#8217;s report coincided with mounting hunger &#8211; and two child deaths due to lacking medical care &#8211; among 40,000 people stranded in a camp at Rukban in southeastern Syria near Jordan and close to a border triangle with Iraq.</p>
<p>Besieging Syrian government forces had recently cut off all roads used for aid deliveries to Rukban, said the Britain-based Syrian Observatory for Human Rights, adding that a rebel group had failed to leave the camp under a previous deal.</p>
<p>Relief workers said UN agencies were pressing Jordan – already burdened by past refugee influxes &#8211; to allow aid deliveries across its border to stave off suffering.</p>
<p>Real starvation &#8220;could explode,&#8221; said the camp&#8217;s civic affairs spokesman, Abu Abdullah in a phone call to Reuters.</p>
<p>UNICEF regional director Geert Cappelaera said the lives of thousands of children at Rukban were at risk &#8220;especially when temperatures dip below freezing point in the harsh desert conditions.&#8221;</p>

<p>A full-scale Syrian regime attack on Idlib would lead to a flow of refugees to Europe and “serious humanitarian and security risks” to the continent, Turkish president Recep Tayyip Erdogan has warned.</p>
<p>The Turkish leader has been mounting a public campaign to focus the world’s attention on the dangers of an attack on the rebel-held province, where <a href="https://www.telegraph.co.uk/news/2018/09/08/war-catches-thousands-syrians-fled-idlib-safety/">around three million people are bracing themselves for an assault by Bashar al-Assad’s forces</a>.</p>
<p>In an article <a href="https://www.wsj.com/articles/the-world-must-stop-assad-1536614148?ns=prod/accounts-wsj&amp;ns=prod/accounts-wsj">in the Wall Street Journal</a>, Mr Erdogan said the international community “must understand their responsibilities as the assault on Idlib looms”.</p>
<p>“A regime assault would also create serious humanitarian and security risks for Turkey, the rest of Europe and beyond,” he said.</p>
<p>Turkey is already sheltering more than three million Syrian refugees within its borders and has repeatedly said that it cannot take any more.</p>
<p><span class="m_first-letter m_first-letter--flagged">A</span>nkara has warned the EU it would not stop the new refugees from heading towards Europe, raising the prospect of a repeat of the <a href="https://www.telegraph.co.uk/news/2018/09/03/aunt-alan-kurdi-calls-uk-speed-refugee-intake-third-anniversary/">2015 refugee crisis</a>.</p>
<p>In an apparent effort to underscore Mr Erdogan’s warnings and threats, a pro-government newspaper published a map in Arabic showing how Syrian refugees might pass through Turkey and into Europe.</p>
<p>The map, published by <em>The Daily Sabah</em>, seemed meant to encourage Syrians to head to Europe and to focus the attention of the EU on a potential new wave of arrivals.</p>

<p>“There needs to be ways of dealing with this problem that don&#8217;t turn the next few months in Idlib into the worst humanitarian catastrophe with the biggest loss of life in the 21st century,&#8221; said Mark Lowcock, UN undersecretary for humanitarian affairs.</p>
<p><span class="m_first-letter m_first-letter--flagged">T</span>he UN has said around 800,000 people could be displaced if a full-scale attack is carried out.</p>
<p>Russian and Syrian regime jets have already carried out intensive airstrikes while Assad’s forces have shelled the edges of rebel-held areas. At least two hospitals and two clinics have been put out of service by strikes.</p>
<p>Meanwhile, the US-led coalition against Isil said it had launched the final phase of Operation Roundup, an offensive by Western-backed fighters to push the jihadists out of northeastern Syria.</p>
<p>Ground troops from the Syrian Democratic Forces (SDF), a Kurdish-led force, began moving against Isil remnants in the province of Deir Ezzor, the coalition said.</p>
<p>The SDF fighters were supported by coalition airstrikes and artillery fire. Several SDF casualties were reported.</p>
<p>Isil’s so-called “caliphate”, which once stretched through Iraq and Syria, has now been reduced to few small pockets of control around the Euphrates River.</p>
<p>However, the jihadists are expected to continue waging insurgent attacks in both Iraq and Syria. The Syrian Observatory for Human Rights said 21 pro-regime fighters had been killed in an Isil ambush on Monday in southern Syria.</p>

<p>Syrian dictator Bashar Al Assad looks set to launch a new, all-out offensive into the country&#8217;s largely <a href="http://www.thedrive.com/the-war-zone/18216/russian-su-25-frogfoot-attack-jet-shot-down-in-syria" target="_blank" rel="noopener noreferrer">rebel-held Idlib governorate</a> with the help of Russia and Iran. The campaign could officially begin any day now and comes amid, American threats to respond to any Syrian regime <a href="http://www.thedrive.com/the-war-zone/20120/heres-all-the-details-the-pentagon-just-released-regarding-its-missile-attack-on-syria" target="_blank" rel="noopener noreferrer">use of chemical weapons</a>, a <a href="http://www.thedrive.com/the-war-zone/23218/russian-flotilla-appears-off-syria-as-accusations-fly-ahead-of-assads-next-big-offensive" target="_blank" rel="noopener noreferrer">major Russian military build-up</a>, the possibility of a <a href="http://www.thedrive.com/the-war-zone/18173/turkeys-intervention-in-syria-puts-it-on-a-collision-course-with-us-forces" target="_blank" rel="noopener noreferrer">Turkish intervention</a> into the region, and<a href="http://www.thedrive.com/the-war-zone/22366/israel-shoots-down-syrian-su-24-jet-as-tensions-along-the-two-countries-border-ratchet-up" target="_blank" rel="noopener noreferrer"> Israeli air strikes</a> against Iranian-supports forces fighting on behalf of the government in Damascus. Given that the situation is so complicated, we&#8217;ve taken the time to lay out all the latest news and military movements to give you a snapshot of what is happening and what is likely to come.</p>
<p>A flurry of activity occurred just on Sept. 4, 2018, after Russia launched air strikes against targets in Idlib city, the capital of the governorate of the same name, and other areas Syrian rebels control in the region, according to the independent <a href="https://www.reuters.com/article/us-mideast-crisis-syria-idlib/russia-resumes-idlib-air-strikes-syrian-observatory-idUSKCN1LK0T4" target="_blank" rel="noopener noreferrer">U.K.-based monitoring group</a> the Syrian Observatory for Human Rights. The Kremlin had suspended these operations for more than three weeks and these new sorties are a likely prelude to Syrian dictator Bashar Al Assad’s all-out offensive into the region. Syrian government forces and pro-Assad militias had and continue to conduct their own aerial and artillery bombardments against rebel positions.</p>

<h2>U.S. policy confusion</h2>
<p>“The United States is closely monitoring the situation in Idlib province, Syria, where millions of innocent civilians are under threat of an imminent Assad regime attack, backed by Russia and Iran,” the White House <a href="https://www.whitehouse.gov/briefings-statements/statement-press-secretary-32/" target="_blank" rel="noopener noreferrer">said in a statement</a>on Sept. 4, 2018. “Let us be clear, it remains our firm stance that if President Bashar Al Assad chooses to again use chemical weapons, the United States and its Allies will respond swiftly and appropriately.”</p>
<p>The Trump Administration has conducted two separate sets of cruise missile strikes against targets in Syria, <a href="http://www.thedrive.com/the-war-zone/9089/americas-tomahawk-missile-attack-on-syrias-shayrat-air-base-was-a-sham" target="_blank" rel="noopener noreferrer">one in April 2017</a> and another one <a href="http://www.thedrive.com/the-war-zone/20120/heres-all-the-details-the-pentagon-just-released-regarding-its-missile-attack-on-syria" target="_blank" rel="noopener noreferrer">in April 2018</a>, both of which were in response to the <a href="http://www.thedrive.com/the-war-zone/9039/striking-assad-in-retaliation-for-gas-attack-is-a-horrible-idea" target="_blank" rel="noopener noreferrer">particularly egregious</a> Syrian government <a href="http://www.thedrive.com/the-war-zone/20111/russia-blames-uk-for-faking-gas-attack-while-u-s-says-it-has-proof-assad-was-behind-it" target="_blank" rel="noopener noreferrer">chemical weapon attacks</a>. The United Kingdom and France <a href="http://www.thedrive.com/the-war-zone/20509/this-awesome-chart-shows-all-the-assets-used-in-the-trilateral-missile-strikes-on-syria" target="_blank" rel="noopener noreferrer">also took part</a> in the 2018 operation.</p>

<p>The White House statement appeared to be a walk-back of a seemingly broader threat from Trump <a href="https://twitter.com/realDonaldTrump/status/1036740691211284480" target="_blank" rel="noopener noreferrer">on Twitter</a> the day before that indicated the United States could act in response to any sort of “reckless attack” that produces a larger humanitarian disaster in Idlib. This is an outcome that seems almost assured considering the Syria regime&#8217;s <a href="https://airwars.org/russian-civcas/" target="_blank" rel="noopener noreferrer">pre-existing propensity</a> to indiscriminately attack populated centers and destroy civilian infrastructure, <a href="https://www.bbc.com/news/world-middle-east-42591334" target="_blank" rel="noopener noreferrer">such as hospitals</a>, that could at all be useful to rebels. Many <a href="https://www.irinnews.org/analysis/2018/09/03/idlib-briefing-humanitarian-catastrophe-feared-syria-war-reaches-final-rebel" target="_blank" rel="noopener noreferrer">experts and observers</a> believe Assad’s up-coming Russian- and Iranian-backed campaign in the region will be especially brutal looks to fully reassert his control over the western portion of his country.</p>

<p>U.S. Ambassador to the United Nations Nikki Haley reiterated that chemical weapons were the “red line” for U.S. action in her own press conference on Sept. 4, 2018, but seemed to make clear that the United States would not act in response to other atrocities. U.S. Marine Corps General Joseph Dunford, Chairman of the Joint Chiefs of Staff, made similar comments that day, issuing a broad warning about the potential impacts on civilians and calling on Assad to do more to mitigate collateral damage – comments that in many ways seemed to suggest the United States might be moving closer to fully accepting that the Syrian dictator will remain in power for the foreseeable future.</p>
<p>&#8220;If major military operations take place we can expect humanitarian catastrophe and I think we would all want to see that be avoided,&#8221; Dunford <a href="https://www.reuters.com/article/us-mideast-crisis-syria-dunford/top-u-s-general-warns-against-major-assault-on-syrias-idlib-idUSKCN1LK1JP?utm_campaign=trueAnthem:+Trending+Content&amp;utm_content=5b8ec37b04d3013b1bfe86de&amp;utm_medium=trueAnthem&amp;utm_source=twitter" target="_blank" rel="noopener noreferrer">told reporters</a> while in Greece on an official visit. &#8220;I’m suggesting that counter-terrorism operations should take place in a manner that mitigates the risk of the loss of innocent life.&#8221;</p>
<p>However, a readout of a phone call between U.S. Secretary of State Mike Pompeo and Turkish Foreign Minister Mevlüt Çavuşoğlu later in the day suggested the United States was opposed to any Syrian government push into Idlib. Pompeo and Çavuşoğlu “agreed that any Assad regime military offensive into Idlib would be an unacceptable, reckless escalation of the conflict in Syria,” the State Department’s top spokesperson Heather Nauret said in a statement. It remains unclear exactly where U.S. policy lies on what increasingly appears to be an inevitable Syrian government offensive into the region.</p>

<h2>Russian build-up</h2>
<p>What is clear is that the Kremlin appears determined to be doing everything in its capacity to both support Assad and ward off any potential U.S.-led intervention into the situation in Idlib. Russia has major strategic interests in Syria, including its <a href="http://www.thedrive.com/the-war-zone/17527/russia-is-trying-to-link-the-drone-swarm-attack-in-syria-to-a-us-p-8-patrol-plane" target="_blank" rel="noopener noreferrer">Khmeimim air base</a> in western Syria and its <a href="http://www.thedrive.com/the-war-zone/20273/russia-put-up-a-smoke-screen-to-hide-delivery-of-s-300-sams-to-syria-according-to-claim" target="_blank" rel="noopener noreferrer">Tartus naval outpost</a> on the Mediterranean Sea. Rebels based in Idlib <a href="http://www.thedrive.com/the-war-zone/17595/russia-offers-new-details-about-syrian-mass-drone-attack-now-implies-ukrainian-connection" target="_blank" rel="noopener noreferrer">have attacked both sites</a> <a href="http://www.thedrive.com/the-war-zone/17433/russias-air-base-in-syria-seems-to-be-under-regular-attack-now" target="_blank" rel="noopener noreferrer">repeatedly</a>, giving Russia additional reason to help the Syrian government retake the area.</p>
<p>We at <em>The War Zone</em> <a href="http://www.thedrive.com/the-war-zone/23218/russian-flotilla-appears-off-syria-as-accusations-fly-ahead-of-assads-next-big-offensive" target="_blank" rel="noopener noreferrer">have already detailed</a> the wild, conspiratorial accusations the Russians have made against the United States and the United Kingdom both, accusing them, without evidence, of seeking to stage chemical weapon attacks as a pretext to strike at Assad. These unfounded allegations <a href="http://tass.com/world/1019886" target="_blank" rel="noopener noreferrer">have continued</a> and reflect a now <a href="http://www.thedrive.com/the-war-zone/20111/russia-blames-uk-for-faking-gas-attack-while-u-s-says-it-has-proof-assad-was-behind-it" target="_blank" rel="noopener noreferrer">typical Russian information operation</a> that seeks to <a href="http://www.thedrive.com/the-war-zone/18647/russia-claims-us-coalition-mystery-helicopters-supplying-arms-to-isis-in-afghanistan" target="_blank" rel="noopener noreferrer">deflect and distract</a> from its own activities in Syria, as well as those of Assad and simply muddy the waters as to the true state of the situation in contested areas, such as Idlib. We saw a similar <a href="http://www.thedrive.com/the-war-zone/20012/us-russian-relations-entering-into-hyper-volatile-period-as-trump-mulls-syria-strike" target="_blank" rel="noopener noreferrer">escalation in rhetoric</a> and <a href="http://www.thedrive.com/the-war-zone/20111/russia-blames-uk-for-faking-gas-attack-while-u-s-says-it-has-proof-assad-was-behind-it" target="_blank" rel="noopener noreferrer">accusations</a> in the lead up to the U.S.-led cruise missile barrage <a href="http://www.thedrive.com/the-war-zone/20120/heres-all-the-details-the-pentagon-just-released-regarding-its-missile-attack-on-syria" target="_blank" rel="noopener noreferrer">in April 2018</a>.</p>
<p>What is different this time around is that the Russians <a href="http://www.thedrive.com/the-war-zone/23218/russian-flotilla-appears-off-syria-as-accusations-fly-ahead-of-assads-next-big-offensive" target="_blank" rel="noopener noreferrer">have deployed</a> a massive amount of military aircraft and warships into and <a href="http://tass.com/defense/1019265" target="_blank" rel="noopener noreferrer">around the eastern Mediterranean</a>. Though the Kremlin’s official reasoning for this is that it is simply carrying out a training exercise, the entire maneuver looks well suited to provide support to the Syrian regime and an obstacle to any U.S.-led strikes against Assad.<br />

<p>The “drills,” which started on Sept. 1 and are set to run through Sept. 8, 2018, will ultimately involve at least 25 ships and 30 combat aircraft. According to the <a href="http://tass.com/defense/1019265" target="_blank" rel="noopener noreferrer">Russian Ministry of Defense</a>, these assets include, but are not limited to:</p>
<ul>
<li>The <a href="https://en.wikipedia.org/wiki/Slava-class_cruiser" target="_blank" rel="noopener noreferrer"><em>Slava</em>-class</a> guided missile cruiser <a href="http://www.thedrive.com/the-war-zone/17536/russias-northern-fleet-shows-off-its-firepower-in-this-spectacular-year-in-review-video" target="_blank" rel="noopener noreferrer"><em>Marshal Ustinov</em></a>, which can carry up to 16 <a href="https://en.wikipedia.org/wiki/P-500_Bazalt#P-1000_Vulkan" target="_blank" rel="noopener noreferrer">P-1000 Vulkan</a> supersonic anti-ship cruise missiles and 64 long-range surface-to-air missiles across eight individual <a href="https://en.wikipedia.org/wiki/S-300_missile_system#S-300F" target="_blank" rel="noopener noreferrer">S-300F</a> systems.</li>
<li><a href="https://en.wikipedia.org/wiki/Udaloy-class_destroyer" target="_blank" rel="noopener noreferrer"><em>Udaloy</em>-class</a> destroyer <em>Severomorsk</em>, with the <a href="https://en.wikipedia.org/wiki/Metel_Anti-Ship_Complex" target="_blank" rel="noopener noreferrer">Metel missile system</a>, which can carry up to eight anti-submarine or anti-ship missiles, as well as 64 short-to-medium range <a href="https://en.wikipedia.org/wiki/Tor_missile_system#3K95_Kinzhal_(Naval_Variant)" target="_blank" rel="noopener noreferrer">3K95</a> surface-to-air missiles.</li>
<li>At least three<em> </em><a href="http://www.thedrive.com/the-war-zone/10375/what-do-the-russians-have-planned-off-libyas-coast-next-week" target="_blank" rel="noopener noreferrer"><em>Admiral Grigorovich</em>-class</a> frigates, each of which can carry up to eight <a href="https://foxtrotalpha.jalopnik.com/russia-launches-cruise-missiles-at-syria-from-submarine-1746931031" target="_blank" rel="noopener noreferrer">Kalibr land-attack cruise missiles</a>.</li>
<li>At least two <a href="http://www.thedrive.com/the-war-zone/17853/fire-at-russias-vladivostok-submarine-base-sure-doesnt-look-like-an-exercise" target="_blank" rel="noopener noreferrer"><em>Kilo</em>-class</a> submarines, which can also fire Kalibrs.</li>
<li><a href="http://www.thedrive.com/the-war-zone/16175/russia-rolls-out-new-tu-160m2-but-are-moscows-bomber-ambitions-realistic" target="_blank" rel="noopener noreferrer">Tu-160 White Swan</a> supersonic strategic bombers, also known as Blackjacks, which can carry <a href="https://en.wikipedia.org/wiki/Kh-55#Kh-101/102" target="_blank" rel="noopener noreferrer">Kh-101</a> air-launched land attack cruise missiles.</li>
<li><a href="https://en.wikipedia.org/wiki/Tupolev_Tu-142" target="_blank" rel="noopener noreferrer">Tu-142MK Bear</a> and <a href="http://www.thedrive.com/the-war-zone/18164/now-russia-is-demanding-us-stop-spying-near-its-borders-after-buzzing-navy-plane" target="_blank" rel="noopener noreferrer">Il-38 May maritime patrol</a> aircraft, which can carry various anti-submarine weapons.</li>
<li>Russian Naval Aviation <a href="http://www.thedrive.com/the-war-zone/20602/russian-su-30sm-fighter-jet-crashed-off-the-syrian-coast-killing-both-crew" target="_blank" rel="noopener noreferrer">Su-30SM</a> and <a href="http://www.thedrive.com/the-war-zone/6340/another-russian-jet-crashed-into-the-med-while-landing-on-carrier" target="_blank" rel="noopener noreferrer">Su-33 fighter jets</a>, which could provide combat air patrols to defend the task force against any notional aerial attack or carry <a href="http://www.thedrive.com/the-war-zone/20037/if-the-u-s-attacks-syria-heres-how-russia-could-retaliate-militarily" target="_blank" rel="noopener noreferrer">anti-ship cruise missiles</a> to carry out their own maritime strikes.</li>
</ul>
<p>Note that this list does not include any of Russia&#8217;s forces presently deployed in Syria proper, which include additional <a href="http://www.thedrive.com/the-war-zone/13107/russias-air-base-in-syria-is-now-filled-with-advanced-multi-role-fighters" target="_blank" rel="noopener noreferrer">combat aircraft</a> and <a href="http://www.thedrive.com/the-war-zone/5851/russian-mi-24-hind-gets-obliterated-after-making-an-emergency-landing-in-syria" target="_blank" rel="noopener noreferrer">helicopters</a>, <a href="http://www.thedrive.com/the-war-zone/13836/its-official-russia-and-syria-have-linked-their-air-defense-networks" target="_blank" rel="noopener noreferrer">air defense systems</a>, <a href="http://www.thedrive.com/the-war-zone/17649/russia-says-it-blew-up-terrorists-behind-syria-drone-attacks-with-laser-guided-artillery" target="_blank" rel="noopener noreferrer">artillery</a>, and <a href="http://www.thedrive.com/the-war-zone/6035/it-has-begun-russia-is-showcasing-new-weapons-in-fresh-syrian-offensive" target="_blank" rel="noopener noreferrer">other assets</a>. It is not clear if any of those units will participate in the exercises in the Mediterranean.</p>

<h2>Little change in America&#8217;s force posture</h2>
<p>It seems unlikely to be simply a coincidence that the Russian force is now operating in the <a href="http://www.thedrive.com/the-war-zone/20120/heres-all-the-details-the-pentagon-just-released-regarding-its-missile-attack-on-syria" target="_blank" rel="noopener noreferrer">same basic area</a> of the Mediterranean where British and French aircraft, as well as French ships, launched their cruise missiles into Syria in April 2018. Fighter jets also orbited in this general portion of the Mediterranean to support that operation. In particular, a force of USAF F-16s and F-15s flying out of Aviano Air Base in Italy ran continuous combat air patrols over the Eastern Mediterranean during and after the 2018 strikes in a move to lock down the area and ward-off potential Russian reprisals. U.S. Navy <a href="http://www.thedrive.com/the-war-zone/22138/the-navy-may-use-one-hull-design-to-replace-its-cruisers-and-some-destroyers" target="_blank" rel="noopener noreferrer"><em>Arleigh Burke</em>-class destroyers</a>, a <a href="http://www.thedrive.com/the-war-zone/20160/heres-the-navys-vision-for-a-new-cruiser-to-replace-the-aging-ticonderoga-class" target="_blank" rel="noopener noreferrer"><em>Ticonderoga</em>-class cruiser</a>, and a <a href="http://www.thedrive.com/the-war-zone/15913/navy-trims-new-missile-sub-cost-to-7-2b-but-struggles-to-keep-existing-subs-operational" target="_blank" rel="noopener noreferrer"><em>Virginia</em>-class submarine</a> fired their Tomahawk land attack cruise missiles from the Mediterranean, as well as the Red Sea and the Persian Gulf.</p>

<p>The presence of the Russian ships and aircraft could serve as a <a href="http://www.thedrive.com/the-war-zone/4202/heres-the-other-side-of-that-us-destroyer-cuts-off-a-russian-frigate-story" target="_blank" rel="noopener noreferrer">physical impediment</a> to American and other allied forces looking to get into position for new strikes and allow the Kremlin to potentially give Assad advance notice of such an impending operation. Even firing cruise missiles over Russia’s exercise area would involve serious risks, including the danger that Russian ships or aircraft might believe that they were the ones under attack and respond in kind.</p>

<p>The United States, or its allies, has not made any clear moves that it is sending additional ships to the Mediterranean outside of <a href="http://www.c6f.navy.mil/news/uss-carney-exits-black-sea-2" target="_blank" rel="noopener noreferrer">normal transit</a> and <a href="https://defence-blog.com/news/u-s-submarine-at-gibraltar-prompts-concerns-on-russian-media.html" target="_blank" rel="noopener noreferrer">routine deployments</a> as of yet. On Aug. 27, 2018, the <em>Arleigh Burke</em>-class destroyer USS <em>Carney</em> <a href="http://www.c6f.navy.mil/news/uss-carney-exits-black-sea-2" target="_blank" rel="noopener noreferrer">left the Black Sea</a> for the Mediterranean. On Sept. 3, 2018, the <em>Los Angeles</em>-class attack submarine USS <em>Newport News</em> made <a href="https://defence-blog.com/news/u-s-submarine-at-gibraltar-prompts-concerns-on-russian-media.html" target="_blank" rel="noopener noreferrer">a visit to Gibraltar</a>. Both of those ships can carry Tomahawk land attack cruise missiles, but the U.S. Navy said <a href="http://www.c6f.navy.mil/news/uss-carney-exits-black-sea-2" target="_blank" rel="noopener noreferrer">both movements</a> were <a href="https://defence-blog.com/news/u-s-submarine-at-gibraltar-prompts-concerns-on-russian-media.html" target="_blank" rel="noopener noreferrer">pre-planned</a>.</p>
<p>In June 2018, the aircraft carrier USS <em>Harry S. Truman</em>, along with the rest of its Carrier Strike Group, moved out of the Mediterranean into <a href="https://news.usni.org/2018/06/29/carrier-uss-harry-s-truman-operating-in-the-atlantic-as-russian-submarine-activity-is-on-the-rise" target="_blank" rel="noopener noreferrer">the Northern Atlantic</a> and it <a href="https://news.usni.org/2018/09/04/usni-news-fleet-and-marine-tracker-sept-4-2018" target="_blank" rel="noopener noreferrer">was still there</a> as of September 2018. At present, there is no flattop in the Persian Gulf.</p>

<p>The U.S. Air Force <a href="http://www.thedrive.com/the-war-zone/21661/usaf-says-problems-may-still-remain-with-its-b-1-bombers-after-they-return-to-the-skies" target="_blank" rel="noopener noreferrer">B-1 bombers</a> that flew into Syria by way of Jordan to launch cruise missiles in April 2018 remain in <a href="http://www.thedrive.com/the-war-zone/11159/saudi-qatari-row-puts-the-u-s-and-its-military-in-a-bad-place-at-a-bad-time" target="_blank" rel="noopener noreferrer">Al Udeid Air Base</a> in Qatar. Depending on the exact risk analysis, the service could also employ other long-range strike assets, including <a href="http://www.thedrive.com/the-war-zone/7031/why-the-b-2-stealth-bomber-was-used-to-strike-isis-camps-in-libya" target="_blank" rel="noopener noreferrer">B-2 Spirit stealth bombers</a>, in any future operations against Assad.</p>
<p>That being said, the U.S. military and the U.S. Intelligence Community have reportedly been working to create a list of potential targets for a possible military response to the offensive in Idlib, <a href="https://www.cnn.com/2018/08/31/politics/us-syria-idlib-initial-targets/index.html" target="_blank" rel="noopener noreferrer">according to CNN</a>. There was also an apparent sighting on online flight tracking sites of an <a href="http://www.thedrive.com/the-war-zone/6059/that-jet-that-orbited-over-denver-actually-isnt-much-of-a-mystery" target="_blank" rel="noopener noreferrer">E-6B Mercury</a> aircraft, which can relay communications to submerged submarines, flying near Syria, though some have suggested this was a <a href="https://twitter.com/usafshortwave/status/1036748022367932417" target="_blank" rel="noopener noreferrer">case of mistaken identity</a>.</p>

<p>In the meantime, the Russian task force may present a challenge to American intelligence and patrol aircraft monitoring Syria from international waters. On Aug. 31, 2018, a day before the Kremlin&#8217;s exercises officially began, a U.S. Air Force <a href="http://www.thedrive.com/the-war-zone/16445/award-reveals-usaf-rivet-joint-spied-on-iranian-forces-during-2016-hostage-crisis" target="_blank" rel="noopener noreferrer">RC-135V Rivet Joint</a> spy plane and a U.S. Navy <a href="http://www.thedrive.com/the-war-zone/6504/the-mad-foxes-take-us-to-the-middle-east-in-their-p-8-poseidons" target="_blank" rel="noopener noreferrer">P-8A Poseidon</a> maritime patrol aircraft both made routine appearances in the eastern Mediterranean.</p>
<p>It’s not clear if those missions will be able to continue as normal while the Russians are in the area. The Kremlin already routinely harasses American aircraft in <a href="http://www.thedrive.com/the-war-zone/11372/this-russian-su-27-pulled-off-the-ultimate-photo-bomb-on-u-s-bombers" target="_blank" rel="noopener noreferrer">the Baltic Sea</a> and <a href="http://www.thedrive.com/the-war-zone/18164/now-russia-is-demanding-us-stop-spying-near-its-borders-after-buzzing-navy-plane" target="_blank" rel="noopener noreferrer">Black Sea</a> and has made similarly dangerous maneuvers near <a href="http://www.thedrive.com/the-war-zone/17000/russian-su-25-almost-hits-us-f-22-during-intercept-over-syria-but-is-there-more-going-on" target="_blank" rel="noopener noreferrer">U.S. fighter jets</a> and <a href="http://www.thedrive.com/the-war-zone/10714/russian-fighter-intercepted-then-barrel-rolled-atop-a-kc-10-flying-over-syria" target="_blank" rel="noopener noreferrer">aerial refueling tankers</a> in eastern Syria. This could make it harder for American commanders to determine the state of Syrian air defenses and add additional risk into the planning for any strikes, as well.</p>

<h2>Turkey may intervene, too</h2>
<p>But as with anything in Syria, the situation is multi-faceted and Assad and his Russian and Iranian benefactors may have to take the interests of other countries into account in the offensive into Idlib. As already noted, Turkey has engaged with the United States to oppose any Syrian government moves into the governorate.</p>
<p>In January 2018, Turkish forces intervened in northwestern Syria, primarily <a href="http://www.thedrive.com/the-war-zone/18173/turkeys-intervention-in-syria-puts-it-on-a-collision-course-with-us-forces" target="_blank" rel="noopener noreferrer">to crush Kurdish forces</a> that the government in Ankara views as terrorists and a direct threat to their national security. However, Turkey has also <a href="https://foxtrotalpha.jalopnik.com/why-turkey-shot-a-syrian-air-force-mig-23-out-of-the-sk-1550031270" target="_blank" rel="noopener noreferrer">long opposed Assad’s regime</a> and continues to support various Syrian ethnic Arab and Turkmen rebel groups, collectively known as the <a href="http://www.thedrive.com/the-war-zone/17818/turkey-launched-an-offensive-against-kurds-in-northwestern-syria-heres-why-it-matters" target="_blank" rel="noopener noreferrer">Turkish Free Syrian Army</a>, or TFSA, which have a presence in Idlib.</p>
<p>The Turkish military has already responded to the Russian air strikes by <a href="https://www.haaretz.com/middle-east-news/syria/hours-after-trump-tweet-russia-renews-airstrikes-on-syria-s-idlib-1.6449439" target="_blank" rel="noopener noreferrer">deploying additional forces</a> into northwestern Syria, including additional artillery units. Based on Turkey’s Foreign Minister Çavuşoğlu’s comments to U.S. Secretary of State Pompeo, there appears to be the distinct possibility that TFSA forces, with Turkish support, might resist Russian-backed, pro-Assad elements.</p>

<p>This could create even more complications as Turkey has <a href="http://www.thedrive.com/the-war-zone/16872/putin-declares-victory-during-sudden-syria-visit-assembles-grand-regional-strategy" target="_blank" rel="noopener noreferrer">grown steadily closer to</a> Russia over their shared interests in the region and <a href="http://www.thedrive.com/the-war-zone/22738/turkish-lawyers-demand-raid-on-incirlik-air-base-and-arrest-of-u-s-military-personnel" target="_blank" rel="noopener noreferrer">disagreement with American policies</a>. The two countries have been working together for weeks at least to try and find an alternative arrangement in Idlib that would likely keep Assad from recapturing the entire governorate. Russian, Iranian, and Turkish officials are due to meet on Sept. 7, 2018, to talk in part about Syria.</p>
<p>If Russia and Turkey can’t agree on a deal, it could fracture that relationship and put their forces, or the groups they support, at odds. Turkey and Russia have <a href="https://foxtrotalpha.jalopnik.com/turkey-shoots-down-russian-su-24-fencer-it-said-invaded-1744363719" target="_blank" rel="noopener noreferrer">already come to blows</a> in the past over the conflict in Syria.</p>

<h2>Will Israel act?</h2>
<p>There is also a question of how Israel might factor into the campaign, even if only tangentially. As Assad has prepared to move into Idlib, Israel continues to <a href="http://www.thedrive.com/the-war-zone/20759/rockets-fly-over-the-golan-heights-as-a-larger-conflict-between-israel-and-iran-looms" target="_blank" rel="noopener noreferrer">rain missiles and bombs</a> down on targets in Syria linked to Iran’s interests.</p>
<p>Just on Sept. 4, 2018, Israel reportedly <a href="https://apnews.com/1158ac78cd6a4ca7bbd91c25f6ec81fb/The-Latest:-White-House-warns-Syria-over-chemical-weapon-use?utm_source=Twitter&amp;utm_campaign=SocialFlow&amp;utm_medium=AP" target="_blank" rel="noopener noreferrer">struck Iranian-linked targets</a> in Syria’s Hama and Tartous governorates. That same day, the Israel Defense Forces publicly acknowledged for the first time that they had carried out more than 200 strikes in Syria and fired more than 800 missiles and other artillery rounds into the country since 2017, according to <a href="https://www.jpost.com/Arab-Israeli-Conflict/Israel-struck-over-200-Iranian-targets-in-Syria-over-past-year-566487" target="_blank" rel="noopener noreferrer"><em>The Jerusalem Post</em></a>.</p>
<p>The Israeli government had been adamant that it cannot and will not allow Iran to further bolster its presence in Syria. In August 2018, private satellite imagery and geospatial intelligence company ImageSat International (iSi) released new evidence of Iranian-built ballistic missile infrastructure in Syria. iSi <a href="http://www.thedrive.com/the-war-zone/13765/new-syria-missile-factories-look-a-lot-like-ones-in-iran" target="_blank" rel="noopener noreferrer">had first reported</a> Iran was building these missile factories in Syria in August 2017.</p>

<p>It&#8217;s unclear how Israel&#8217;s continued strikes against Iran&#8217;s interests in Syria might impact Assad’s offensive into Idlib, which will surely rely at least in part on Iranian-backed militias. So far, Russian forces have declined to use its <a href="http://www.thedrive.com/the-war-zone/13836/its-official-russia-and-syria-have-linked-their-air-defense-networks" target="_blank" rel="noopener noreferrer">own integrated air defenses</a> in Syria to try to protect the Syrian government’s or Iran’s interests from Israel’s strikes, though the Kremlin has <a href="https://www.google.com/search?q=claims+russia+missiles+syria+thedrive&amp;oq=claims+russia+missiles+syria+thedrive&amp;aqs=chrome..69i57.6759j1j4&amp;sourceid=chrome&amp;ie=UTF-8" target="_blank" rel="noopener noreferrer">actively helped Syria</a> improve its own capabilities.</p>
<p>It&#8217;s also worth noting that Israel has launched strikes <a href="http://www.thedrive.com/the-war-zone/8444/israel-warns-it-will-destroy-syrias-air-defenses-without-thinking-twice" target="_blank" rel="noopener noreferrer">against Syrian regime targets</a>, as well. These have notably included missions to destroy <a href="http://www.thedrive.com/the-war-zone/14316/us-backed-forces-and-syrian-troops-get-dangerously-close-in-deir-ez-zor" target="_blank" rel="noopener noreferrer">chemical weapons-related sites</a> after attacks on civilians and it is possible Israeli forces could repeat those operations if the United States and its allies choose not to act in response to any chemical weapon use in Idlib.</p>

<p>Regardless, Russia seems to view Assad&#8217;s reconquest of Idlib as inevitable and “it goes without saying that this problem [rebels in Idlib] must be straightened out,” Kremlin spokesperson Dmitry Peskov told reporters on Sept. 4, 2018. “Certainly, this leads to general destabilization of the situation [in Syria] and upsets the efforts to putting the situation on the track of political and diplomatic settlement.”</p>
<p>Unfortunately, the likelihood that the up-coming Syrian government push into Idlib will be a humanitarian disaster, together with U.S., Turkish, and Israeli opposition to Assad, his policies, and his various partners to differing degrees, it seems hard to see how the offensive will do anything to help <em>stabilize</em> the situation. Given everything we know now, the campaign could have a real chance of sparking off an even more volatile exchange.</p>

<p class="t-body-text">U.S. President Donald Trump late on Monday warned Syrian President Bashar al-Assad and his allies Iran and Russia not to &#8220;recklessly attack&#8221; Syria&#8217;s rebel-held Idlib province, warning that hundreds of thousands of people could be killed.</p>

<p class="t-body-text">Trump on Monday warned Syrian President Bashar al-Assad and his allies Iran and Russia not to &#8220;recklessly attack&#8221; the area, saying hundreds of thousands of people could be killed.</p>
<p class="t-body-text">&#8220;Just to speak out with some warnings, without taking into account the very dangerous, negative potential for the whole situation in Syria, is probably not a full, comprehensive approach,&#8221; Kremlin spokesman Dmitry Peskov said.</p>

<p class="t-body-text"><strong>Fearing a chemical attack</strong></p>
<p class="t-body-text">Russia, last week, again accused <a href="https://www.haaretz.com/middle-east-news/syria">Syrian </a>rebels of preparing a chemical attack which Moscow says will be used to justify a Western strike against Syrian troops.</p>
<p class="t-body-text">Deputy Foreign Minister Sergei Ryabkov said last Tuesday that the al-Qaida-linked Levant Liberation Committee is preparing the attack in the northern Idlib province, and that it would be filmed by first-responders known as the White Helmets, who <a href="https://www.haaretz.com/middle-east-news/nato-confirms-russian-naval-build-up-off-syria-as-tensions-rise-1.6429071">Russia </a>has accused of fabricating past attacks.</p>
<p class="t-body-text">Also last Tuesday, <a href="https://www.haaretz.com/middle-east-news/syria/u-s-offered-assad-to-leave-syria-if-iran-withdraws-from-south-1.6428389">senior U.S. officials</a> warned the Russian and Syrian governments against chemical weapons use in Syria as forces allied with its President Bashar Assad prepare for an offensive on a rebel stronghold.</p>
<p class="t-body-text"><strong>The battle for Idlib</strong></p>
<p class="t-body-text">The northern province and surrounding areas are the last major enclave held by insurgents fighting Assad, who has been backed by both Russian and Iranian forces in Syria&#8217;s seven-year-old civil war. They are home to some three million civilians.</p>
<p class="t-body-text">Trump has sought better relations with Russia since taking office in 2017 but the United States has been unable to rein in Moscow&#8217;s military and diplomatic support for Assad.</p>
<p class="t-body-text">Assad has sworn to recapture every inch of Syria and has made big gains against rebels since Russia joined his war effort in 2015.</p>
<p class="t-body-text">Last week, a source close to Damascus said the government was preparing a phased offensive to recover Idlib province, but Turkey, whose army has a string of observation posts around the edge of the rebel area, has warned against such an assault.</p>
<p class="t-body-text">Russian air raids ceased in and around Idlib on August 15, but pro-Syrian government forces have maintained an aerial bombardment and shelling against rebels there, the war monitor, the Syrian Observatory for Human Rights, said.</p>
<p class="t-body-text">The rebel source and the Observatory both said the air strikes were in the countryside near Jisr al-Shughour on the western edge of the rebels&#8217; northwestern territory.</p>
<p class="t-body-text">Russian, Turkish and Iranian leaders are due to meet on Sept. 7 in Iran and are expected to discuss the situation in northwestern Syria.</p>

<p>Israeli jets attacked military targets in the northwestern Syrian city of Hama on Tuesday, Syrian state media reported, adding that one person was killed and 12 others were wounded.</p>
<p>According to the Syrian Observatory for Human Rights, warplanes entered through Lebanese airspace and targeted Iranian positions. A military source told the SANA state news agency that Syrian air defenses intercepted several missiles over the nearby town of Wadi Al Uyun.</p>

<p class="t-body-text">Civilians in the area reported hearing explosions and seeing smoke rise from nearby buildings. Additional strikes were reported in the coastal town of Baniyas, the site of research centers and military installations.</p>
<p class="t-body-text">The <a href="https://www.haaretz.com/israel-news/.premium-israel-struck-200-targets-in-syria-in-the-past-year-and-a-half-1.6450610">Israeli military struck more than 200 targets</a> and fired 800 missiles and mortar shells over the past year-and-a-half, a senior IDF official said Tuesday, adding that the IDF is working intensively to target Iranian weapons convoys and targets in Syria.</p>

<p class="t-body-text">Last month, a senior Syrian chemical weapons development scientist <a href="https://www.haaretz.com/middle-east-news/syria/report-syrian-chemical-weapons-chief-killed-in-car-bombing-1.6341775">was killed when his car exploded</a> in the nearby city of Masyaf in northwestern Syria in an attack that <a href="https://www.haaretz.com/middle-east-news/syria/syrian-media-mossad-behind-assassination-of-chemical-weapons-chief-1.6343625">Syrian media attributed to Israel&#8217;s Mossad</a> espionage agency.</p>
<p class="t-body-text">According to reports, Dr. Aziz Asber ran a scientific development center in the city, which was attacked several times before. The blast also killed his personal driver.</p>
<p class="t-body-text">Several strikes near Masyaf have been attributed to Israel in recent years, <a href="https://www.haaretz.com/israel-news/israeli-fighter-jets-reportedly-strike-targets-in-western-syria-1.6295318">the last of which was on July 22</a>. Some of Iran&#8217;s military bases in Syria are next to Syrian military compounds, an intelligence source told Reuters.</p>
<p class="t-body-text">Last year, it was reported that Israel attacked a target near Masyaf. The alleged Israeli strike took place exactly 10 years after Israel took out Bashar Assad&#8217;s nuclear reactor.</p>
<p class="t-body-text">At the time, the Syrian army general command described the target as a military facility, and said a nearby site where short-range surface-to-surface missiles were stored was also hit. However, a war monitor said the center in Masyaf has been described by the U.S. as Syria&#8217;s chemical weapons manufacturer. Opposition forces also said the target was a weapons factory that develops arms for the Syrian regime and for Hezbollah.</p>

<p class="t-body-text">Reports in Syria say an airstrike hit the site of a known <a href="https://www.haaretz.com/israel-news/.premium-the-target-of-the-strike-on-syria-was-the-iranian-air-force-compound-1.5990918">Iranian airbase</a> in <a href="https://www.haaretz.com/middle-east-news/syria">Syria</a>&#8216;s Homs region. Reports on Syrian television attributed the attack to Israel.</p>
<p class="t-body-text">According to the official Syrian news agency SANA, Syrian air defense systems were fired as warplanes, purportedly coming into the country from Jordan, approached the T4 base near Tiyas. The planes, which reports said were flying low to avoid detection, passed through the al-Tanaf area where U.S. forces have a base.</p>
<p class="t-body-text">Syrian military air defences thwarted the act of &#8220;aggression&#8221;, state media said. An army officer in the southern Syrian desert said the air defense system shot down missiles coming from south of the Tanaf region towards the Homs air base. Reports said that around six missiles hit near the air base and that damage was caused by the attack but that no one was hurt or killed.</p>

<p>The T4 airbase, also known as the Tiyas Military Airbase, has been reported to have been used by <a href="https://www.haaretz.com/middle-east-news/iran">Iranian forces</a>. This April, a senior Israeli official confirmed to the New York Times that Israel had hit the base.</p>
<p class="t-body-text">“It was the first time we attacked live Iranian targets — both facilities and people,” said the Israeli military official.</p>
<p class="t-body-text">The official said that the <a href="https://www.haaretz.com/israel-news/israel-says-downed-iranian-drone-was-armed-and-heading-for-attack-1.5995243">armed Iranian drone that entered Israeli airspace</a> a few days prior &#8220;opened a new period,&#8221; and that “this is the first time we saw Iran do something against Israel — not by proxy.&#8221; During the attack, Israel killed<a href="https://www.haaretz.com/middle-east-news/iran/iranian-death-toll-in-syria-strike-attributed-to-israel-rises-to-seven-1.5989375"> seven Iranian Revolutionary Guards&#8217; Quds force members</a>, including Colonel Mehdi Dehghan, who led the drone unit operating out of T4, east of Homs.<br />

<p class="t-body-text">Two weeks ago,<a href="https://www.haaretz.com/middle-east-news/israel-struck-hezbollah-target-near-damascus-airport-syria-claims-1.6213513"> two Israeli missiles struck a target near Damascus International Airport</a>, Syrian state-run media said overnight on Monday, adding that no casualties or damage were reported.</p>
<p class="t-body-text">The target was an arms depot belonging to the Lebanese Shi&#8217;ite movement <a href="https://www.haaretz.com/misc/tags/hezbollah-1.5598890">Hezbollah</a>, the Syrian Observatory for Human Rights said. According to the Lebanon-based Al-Mayadeen TV, a source said Syrian air defense systems had intercepted two missiles in addition to the ones fired at the airport.</p>
