Moscow is expected to respond on Wednesday.</h4>

<p>Ukraine and the US have reached a consensus on several key issues aimed at ending Russia&#8217;s nearly four-year war, but territorial control in Ukraine’s eastern regions and the management of the Zaporizhzhia nuclear power plant remain unresolved, Ukraine’s President Volodymyr Zelenskyy said.</p>
<p>Zelenskyy spoke as the US shared the latest 20-point plan with Russian negotiators. A response is expected from Moscow on Wednesday, the Ukrainian president said.</p>

<p class="text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD" data-testid="paragraph-1">Colonel General Sergei Rudskoi, head of the General Staff&#8217;s main operational directorate, told the Krasnaya Zvezda newspaper that Russia was advancing in all directions and Ukraine had been pushed into a defensive stance since February 2024 amid a major Russian offensive that took back considerable territory.</p>
<p data-testid="paragraph-1">Rudskoi said Russia now controlled 75% of Ukraine&#8217;s Donetsk, Zaporizhzhia and Kherson regions and more than 99% of the Luhansk region. He said the four regions are now legally part of Russia and will never be returned to Ukraine.</p>

										<content:encoded><![CDATA[<p><strong>Kyiv angrily rejects proposal from secretary general’s chief of staff, saying it would reward Russian aggression</strong></p>
<p class="dcr-1kas69x">Ukraine could give up territory to Russia in exchange for Nato membership and an end to the war, a senior Nato official has suggested, prompting an angry reaction from Kyiv.</p>
<p class="dcr-1kas69x">Stian Jenssen, the chief of staff to the <a href="https://www.theguardian.com/world/nato" data-link-name="in body link" data-component="auto-linked-tag">Nato</a> secretary general, Jens Stoltenberg, said at an event in Norway on Tuesday that while any peace deal would have to be acceptable to Ukraine, alliance members were discussing how the 18-month war might be brought to an end.</p>
<p class="dcr-1kas69x">“I think that a solution could be for Ukraine to give up territory, and get Nato membership in return,” <a href="https://www.vg.no/nyheter/utenriks/i/jl7V5e/aapner-for-at-ukraina-avgir-territorium-i-bytte-mot-nato-medlemskap" data-link-name="in body link">Jenssen told his audience</a>, noting that discussions about Ukraine’s postwar status were continuing in diplomatic circles.</p>
<p class="dcr-1kas69x">Ukraine, however, has consistently called for a restoration of its internationally recognised pre-2014 borders and is engaged in a counteroffensive in an attempt to recapture large parts of its territory seized by <a href="https://www.theguardian.com/world/russia" data-link-name="in body link" data-component="auto-linked-tag">Russia</a>.</p>
