<div class="my-5">In the latest exchange between U.S. President Donald Trump and Chinese leader Xi Jinping, Beijing is <a class="article-hover-class" href="https://qz.com/china-trump-stocks-trade-war-beijing-bessent" target="_blank" rel="noopener">using financial markets</a> as leverage in the trade war, betting that a sustained downturn might pressure Trump to compromise.</div>

<p>The Trump administration, however, has made clear it will not adjust its policies based on stock fluctuations, insisting negotiations will proceed only on terms that serve America’s economic interests.</p>

<p class="sc-eb7bd5f6-0 fYAfXe">Beijing announced the plan on 4 February, minutes after new US levies of 10% on all Chinese products came into effect.</p>
<p class="sc-eb7bd5f6-0 fYAfXe">On Sunday, <a class="sc-c9299ecf-0 bZUiKB" href="https://www.bbc.com/news/articles/c98yv3e1yyqo" target="_self">Trump said he would impose a 25% tariff on all steel and aluminium imports into the US</a>, with a full announcement to come on Monday.</p>
<p class="sc-eb7bd5f6-0 fYAfXe">Speaking to reporters on Air Force One en route to the Super Bowl, he also said he was planning reciprocal tariffs on other nations &#8211; but did not specify which ones would be targeted.</p>

<p class="v2-processed">China will try to develop “a powerful home market” to help offset external uncertainties next year, the country’s top leadership agreed on Thursday, roughly two weeks into a 90-day truce in the trade war with the United States.</p>
<p class="v2-processed">The Politburo, the country’s highest decision-making body, said China still had a “strategic window of opportunity” and “must firmly focus on getting its own goals accomplished”, state-run Xinhua reported, signalling Beijing’s determination to limit the fallout from the trade tensions on its domestic agenda.</p>
<p class="v2-processed">In a meeting that will set the direction for economic policy next year, the Politburo, headed by President Xi Jinping, said China should view the “latest changes in the international environment and domestic conditions” – a veiled reference to the trade war with the US and its drag on the domestic economy – in a “dialectic” manner of looking at the opposing forces at work. It also stressed the need to “keep our strategic focus and proceed in a steady manner”.</p>
<p class="v2-processed">The statement comes after Xi and US President Donald Trump agreed to the truce on December 1.</p>
<p class="v2-processed">Standard Chartered chief China economist Ding Shuang said Xi was trying to tell the public not to be “too pessimistic” about the trade war and the country’s economic outlook.</p>
<p class="v2-processed">“Xi is trying to say that there are bad things [happening] but there are still good things,” Ding said.</p>
<p class="v2-processed">He said the leadership’s emphasis on domestic economic policy suggested that Beijing was trying to give the impression that it was not making concessions to US demands but conducting reforms on its own terms.</p>
<h3 class="v2-processed link"><a href="https://www.scmp.com/economy/china-economy/article/2177787/us-trade-war-spreading-chinas-state-owned-enterprises-warns" shape="rect">US trade war spreading to China’s state-owned enterprises, warns senior government official</a></h3>
<p class="v2-processed">The trade war and an increasingly hostile international environment have dealt a heavy blow to investor confidence in China this year and clouded the country’s growth prospects.</p>
<p class="v2-processed">China’s headline growth slowed in the third quarter to its lowest rate in a decade – a trend that is expected to continue in the fourth quarter and the first half of next year as the full effects of US tariffs hit the economy.</p>
<p class="v2-processed">China’s stock market is one of the worst performers globally this year, and many investors are cutting their commitment to the country, with foreign direct investment inflows into China falling 27.6 per cent in November from a year earlier.</p>
<p class="v2-processed">In an opinion piece on the East Asia Forum website, Kerry Brown, director of the Lau China Institute at King’s College London and a veteran China watcher, wrote that 2018 was “the year China’s luck ran dry” and China showed “clear signs of a country whose leadership lacks both imagination and any real ability to make fundamental political and social changes that might impact its desire for total control”.</p>
<p class="v2-processed">“This year will probably be remembered – in China at least – as the year that the hard times began,” Brown wrote.</p>
<p class="v2-processed">But China’s leadership maintains that the government has done a good job in keeping growth on track and ensuring broad social stability in the run-up to next year’s 70th anniversary of the Communist Party’s rule of the country.</p>
<p class="v2-processed">According to the Xinhua report, China had decided to continue its “three key battles” in 2019, namely controlling financial risks, curbing pollution and reducing poverty. Beijing would try to keep economic growth within a reasonable range and work to stabilize employment, finance, trade, investment and market expectations, it said.</p>
<p class="v2-processed">China would also work to upgrade its vast manufacturing sector next year, focusing more on its countryside and underdeveloped areas, it said. In addition, the government will accelerate economic reform and push forward with “all-around opening-up”.</p>
<p class="v2-processed">These general guidelines from the 25-member Politburo will be endorsed at a key economic work conference next week, before being translated into specific economic targets and policies.</p>

<p class="v2-processed">Zhao Jian, head of the Atlantis Finance Research Institute, said the trade war was the elephant in the room for China’s economic policymakers, and it was having a growing impact on factories and workshops.</p>
<p class="v2-processed">“The Politburo statement highlighted the importance of self-reliance and that Beijing is trying to send a message of confidence to the public,” Zhao said.</p>
<p class="v2-processed">The arrest of Huawei executive Sabrina Meng Wanzhou showed that the US-China rivalry could affect the normal international trading relations of businesses, he said.</p>
<p class="v2-processed">Shen Jianguang, chief economist at JD Finance, said the Politburo statement indicated that Beijing was playing for more time for economic development.</p>
<p class="v2-processed">“The pace of opening up could be a bit faster. The country has announced many opening-up measures, but the actual implementation is always very slow,” Shen said.</p>
<p class="v2-processed">“The external pressure [of the trade war] has made the central government recognize the importance of stepping up opening up, which has also been strongly advocated internally.”</p>

Sept. 21 (UPI) &#8212;</span> China and Russia reacted strongly Friday to another round of U.S. government sanctions, with Moscow warning the Trump administration against &#8220;playing with fire.&#8221;</p>
<p>The administration announced <a class="tpstyle" href="https://www.upi.com/Top_News/US/2018/09/20/US-blacklists-33-Russian-entities-sanctions-Chinese-military/2051537495431" target="_blank" rel="noopener">sanctions Thursday</a> against nearly three dozen Russian individuals and entities, and a section of Beijing&#8217;s military. The Chinese department was sanctioned for buying fighter jets and missiles from Russia, a violation of <a class="tpstyle" href="https://www.upi.com/Top_News/US/2018/09/12/Trump-order-threatens-sanctions-for-interference-in-US-elections/5251536770545/" target="_blank" rel="noopener">prior sanctions</a>.</p>
<p>Friday, the <a class="tpstyle" href="https://themoscowtimes.com/news/russia-says-us-is-playing-with-fire-by-imposing-60th-sanctions-package-since-2011-62958" target="_blank" rel="noopener">Russian government warned</a> that the new sanctions &#8212; the 60th round against Moscow since 2011 &#8212; could lead to trouble for the United States.</p>
<p>&#8220;Each new round of sanctions proves our foe&#8217;s complete lack of success in pressuring Russia with previous such attempts,&#8221; Russian Deputy Foreign Minister Sergei Ryabkov said. &#8220;It would not be bad if they remembered about the concept of global stability, which they are unthinkingly undermining by whipping up tensions in Russia-U.S. relations.</p>

<p>&#8220;Playing with fire is stupid and can become dangerous.&#8221;</p>
<p>The sanctions mean China&#8217;s Equipment Development Department will be denied U.S. foreign export licenses, is banned from making foreign exchange transactions within U.S. jurisdictions and is prohibited from using the U.S. financial system.</p>
<p>All property belonging to the EDD that&#8217;s within U.S. control will be blocked. Li Shangfu, director of the EDD, is also blocked from getting a U.S. visa.</p>

<p>Chinese officials echoed their Russian counterparts Friday, <a class="tpstyle" href="https://www.scmp.com/news/china/diplomacy/article/2165215/china-hits-back-american-sanctions-over-russian-fighter-jet-and" target="_blank" rel="noopener">calling the sanctions &#8220;unreasonable.&#8221;</a></p>
<p>&#8220;The U.S. has seriously violated the basic norms of international relations and disturbed the relationships between China and the U.S,&#8221; Beijing Foreign Ministry spokesman Geng Shuang said. &#8220;We strongly call on the U.S. to remedy the mistake and cancel the sanctions. Otherwise, the U.S. has to bear the consequences.&#8221;</p>
<p>The new row between Washington and Beijing comes as the nations are already embroiled in an <a class="tpstyle" href="https://www.upi.com/Top_News/US/2018/09/18/Tariff-wars-A-guide-to-the-many-disputes-between-US-trade-partners/4121532457249/?upi_ss=tariffs" target="_blank" rel="noopener">escalating trade war</a>. China reacted to new U.S. tariffs this week with fiscal penalties of its own against U.S. imports.</p>

<p>The threat came as Treasury Secretary Steven Mnuchin has been working to break a stalemate between the two countries in the hopes of ending the escalating trade war<strong> </strong>between the world&#8217;s biggest economies.</p>

<p>This week, Mnuchin extended an invitation to China to<a href="https://www.cnn.com/2018/09/13/politics/china-trade-war-kudlow/index.html"> resume talks</a><strong> </strong>before the newest round of tariffs are imposed.</p>

<p>Trump&#8217;s top economic adviser, Larry Kudlow, said Wednesday on Fox Business that the US government had received information that &#8220;the top of the Chinese government wished to pursue talks&#8221; prompting Mnuchin to send an invitation.</p>

<p>China welcomed the offer, saying that both governments were discussing details for a new round of negotiations.</p>
</div>
<div class="zn-body__paragraph">
<p>&#8220;The escalation of trade conflicts doesn&#8217;t benefit either side&#8217;s interests,&#8221; Chinese Commerce Ministry spokesman Gao Feng said Thursday.</p>

<p>A Treasury spokesman declined to comment.</p>

<div class="zn-body__paragraph">
<p>The next round of US tariffs on Chinese goods is likely to<a href="https://www.cnn.com/2018/09/12/politics/china-tariffs-goods-consumers/index.html"> make thousands of products</a>, including dishwashers, Fitbit fitness trackers and food seasonings, more expensive for American consumers.</p>

<div class="zn-body__paragraph">
<p>The Trump administration has already imposed 25% tariffs on $50 billion worth of Chinese goods. Trump has said the tariffs are necessary to punish Beijing for what he says are its unfair trade practices and intellectual property theft.</p>

<div class="zn-body__paragraph">
<p>China, which has accused the United States of trade bullying, has matched the tariffs dollar for dollar<strong>. </strong>Beijing has<a href="https://money.cnn.com/2018/08/03/news/economy/china-us-tariffs-retaliation/index.html"> pledged to hit back</a> again with tariffs on another $60 billion of US exports, including meat, coffee, furniture and auto parts.</p>
</div>
<div class="zn-body__paragraph">
<p>Trade negotiations last month involving lower level officials from the two countries ended without any breakthroughs. A previous series of negotiations that included Mnuchin, Kudlow and other top economic officials fell apart as Trump pressed ahead with tariffs.</p>
</div>
<div class="zn-body__paragraph">
<p>The comment period on the administration&#8217;s proposal to impose $200 billion in tariffs ended earlier this month, and it&#8217;s been unclear what revisions to the plan will be made.</p>
</div>
<div class="zn-body__paragraph">
<p>Trump has also threatened another round of tariffs on $267 billion of Chinese goods. If imposed, those tariffs would bring the total imports from China subject to penalties to more than $500 billion. That&#8217;s roughly the same as the $505 billion in good that the US imported from China last year.</p>
