										<content:encoded><![CDATA[<p>KAMPALA, Uganda (AP) — The World Bank said it will not consider new loans to <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/uganda" target="_blank" rel="noopener">Uganda</a></span> after the East African country earlier this year <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/uganda-lgbtq-bill-signed-museveni-e236013019a26a0348968e6593f04f14" target="_blank" rel="noopener">enacted an anti-gay bill</a></span> that rights groups and others have condemned.</p>
<p>The World Bank had deployed a team to Uganda after the law was enacted in May and determined that additional measures were necessary to ensure projects align with the bank’s environmental and social standards.</p>
<p>“No new public financing to Uganda will be presented to our Board of Executive Directors until the efficacy of the additional measures has been tested,” the World Bank Group <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://www.worldbank.org/en/news/statement/2023/08/08/world-bank-group-statement-on-uganda" target="_blank" rel="noopener">said in a statement</a></span> on Tuesday.</p>

										<content:encoded><![CDATA[<p>Ugandan police said Monday that 20 people had been arrested for suspected collaboration with the notorious militia group blamed for last week&#8217;s grisly attack on a school near the border with Democratic Republic of Congo.</p>

<p>&#8220;Twenty arrests have been made of suspected collaborators, suspected ADF collaborators,&#8221; police spokesman Fred Enanga told a press conference, referring to the Allied Democratic Forces (ADF) based in the DRC.</p>
<p>He said in a separate statement that those arrested included the head teacher and the director of the Lhubiriha Secondary School in Mpondwe, western Uganda, that came under attack late on Friday.</p>

<p>LONDON (Reuters) &#8211; The Archbishop of Canterbury has urged the Anglican Church of Uganda to reject the country&#8217;s new anti-LGBT law, saying there is no justification for Anglicans anywhere to support legislation that goes against the Christian teachings of the Gospel.</p>

<p>Under the law, approved by President Yoweri Museveni in May, gay sex is punishable by life in prison while &#8220;aggravated homosexuality&#8221;, including transmitting HIV, attracts the death penalty.</p>

<p>Justin Welby, leader of the worldwide Anglican Communion, said he had written to Archbishop Stephen Kaziimba, the Primate of Uganda, to express &#8220;grief and dismay&#8221; at the church&#8217;s stance.</p>

<p>&#8220;There is no justification for any province of the Anglican Communion to support such laws: not in our resolutions, not in our teachings, and not in the Gospel we share,&#8221; Welby said in a statement on Friday.</p>

<p id="mntl-sc-block_1-0-2" class="comp mntl-sc-block mntl-sc-block-html">On the afternoon of Dec. 4, the boy, identified by authorities as Iga Paul, was playing near his home when a hippo grabbed him and &#8220;<a href="https://www.upf.go.ug/two-year-old-boy-survives-hippo-attack-in-katwe-kabatoro/" target="_blank" rel="nofollow noopener" data-component="link" data-source="inlineLink" data-type="externalLink" data-ordinal="1">swallowed half of his body</a>&#8221; before spitting him out, a spokesperson for the Uganda Police Force said in a statement.</p>
<p id="mntl-sc-block_1-0-4" class="comp mntl-sc-block mntl-sc-block-html">Fortunately, a witness was able to throw stones at the animal to get it to relinquish the hold it had on the child.</p>
<p id="mntl-sc-block_1-0-6" class="comp mntl-sc-block mntl-sc-block-html">&#8220;It took the bravery of a one Chrispas Bagonza, who was nearby, to save the victim after he stoned the hippo and scared it, causing it to release the victim from its mouth,&#8221; police said.</p>

										<content:encoded><![CDATA[<p>KAMPALA, Uganda — An internal inquiry says the United Nations refugee agency has misspent millions of dollars on Africa’s largest refugee crisis, including paying for what became a parking lot at the Ugandan prime minister’s office.</p>
<p>The report by the U.N.’s internal watchdog says about $11 million alone is being spent on a recount of the South Sudanese who poured into Uganda, to weed out potentially hundreds of thousands of “ghost refugees.”</p>
<p>More than a million South Sudanese fled to neighbouring Uganda after fresh fighting broke out in July 2016, causing a scramble by the U.N. and other humanitarian actors to help them find food and shelter.</p>
<p>Uganda has been praised internationally for welcoming refugees but has faced scrutiny over corruption in the refugee process.</p>
<p>U.N. refugee and Ugandan spokespeople did not comment.</p>

										<content:encoded><![CDATA[<p>THE devastating Zika virus could spread to Europe and pose a massive challenge to public health officials, an expert in communicable diseases has warned.</p>
<p>Professor Ron Behrens, of the London School of Hygiene and Tropical Medicine, has said the world needs to be prepared to cope with outbreaks of Zika, Ebola and other deadly viruses as they migrate around our increasingly connected world.</p>
<p>The Zika virus can spread from pregnant women to their unborn children and can cause a condition called microcephaly.</p>
<p>Microcephaly is a rare nervous system disorder which causes a baby&#8217;s head to be small and not fully developed and, as a result, significant brain damage.</p>
<p>Zika is mild and only around one in five people experience symptoms. Although it can be particularly dangerous for pregnant women, for most people Zika is a mild disease.</p>
<p>Zika was first identified in the African country of Uganda, where it is transmitted to people primarily through the bite of an infected Aedes species mosquito (Ae. aegypti and Ae. albopictus). These are the same mosquitoes that spread dengue and chikungunya viruses.</p>
<p>This is known as transmission by vector, whereby diseases are spread by insects and other arthropods.<br />

<p>Zika is usually spread by mosquitoes – although it can also be transmitted via sexual contact.</p>

<p>However, it is believed to have spread to other continents as a result of infected humans travelling there, after which it began to be spread by mosquitoes once again.</p>
<p>The most recent outbreak, in 2015-2016, saw an estimated 1.5million people infected in Brazil, with other cases in other countries in both South and North America.</p>
<p>So far Europe has been spared an outbreak – but Professor Behrens said if the virus begins using mosquitoes as vectors on the continent, the situation could get MUCH more serious.</p>
<p>He said: &#8220;There have already been examples of vectors taking a disease from one part of the world to another.</p>

<p></span>&#8220;Dengue fever, for instance, originated in Asia, but has spread to South America because as a result breeding in water inside tyres which were shipped there.</div>

<p>&#8220;These things are happening and they can happen again.&#8221;</p>
<p>&#8220;The Zika virus could well spread to Southern Europe, which why public health and surveillance bodies have got to catch these outbreaks early.&#8221;</p>
<p>Nor does the bad news stop there.</p>
<p>The Democratic Republic of Congo this week announced an outbreak of Ebola after the confirmation of two more cases on Tuesday.</p>
<p>Ebola, unlike Zika, is a viral hemorrhagic fever which is spread by human contact, and is therefore easier to monitor.</p>
<p>However, Mr Behrens said it could nevertheless &#8220;easily&#8221; spread outside west Africa, where it has up until now been largely contained.</p>
<p>He said: &#8220;It could happen.</p>

<p>&#8220;If you had an outbreak and it spread to a slum in a big city in central America then it becomes very difficult to control its spread.&#8221;</p>
<p>Professor Behrens said the World Health Organisation and other national and international health bodies were taking the situation seriously.</p>
<p>He said: &#8220;Outbreaks are inevitable &#8211; the reaction depends on the quality of resources made available for public health.&#8221;</p>

<p>Fears are growing of a major health crisis in East Africa as a girl died of a suspected fever which could be more deadly than the Black Death.</p>
<p>The nine-year-old died in central Uganda with the symptoms of an eye-bleeding disease which could kill up to 40 per cent of those infected by it.</p>
<div class="col-sm-12 col-xs-12"> The outbreak comes months after hundreds of people were killed by the plague in Madagascar in one of the worse diseases in 50 years.</div>
<p>The symptoms of the mystery disease include headaches, bleeding, vomiting, diarrhoea and muscle pains, according to the Daily Star Sunday.</p>
<p>According to preliminary reports, a health team rushed to disinfect the girl&#8217;s house and put her in a body bag after she died in the Nakaseke District of central Uganda.</p>
<p>A relative of the dead girl said that the family had been left in the dark about burial arrangements while health officials rushed to contain the disease.</p>
<p>Three people were earlier reported to have died in South Sudan last week of a similar viral fever.</p>
<p>The medieval Black Death, caused by the bubonic plague, killed around 100million people in Europe after reaching the continent in 1347.</p>
