										<content:encoded><![CDATA[<p>UNITED NATIONS (AP) — A top U.N. counterterrorism official told the Security Council on Thursday that a vast stretch of Africa could fall under the control of the <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/istanbul-church-attack-islamic-state-18ba89071eb86cd455554cd20187d190" data-gtm-enhancement-style="LinkEnhancementA">Islamic State group and affiliated terrorist organizations</a></span>.</p>
<p>There was no known link between an alleged plot to <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/austria-extremism-arrests-security-taylor-swift-7ece0b264f6e4152b8214c9fba8c425b" data-gtm-enhancement-style="LinkEnhancementA">attack Taylor Swift shows</a></span> in Vienna and the group or its affiliates elsewhere in the world, but both suspects appeared to be inspired by the Islamic State group and al-Qaida, Austrian authorities said Thursday.</p>
<p>In a regular report to the council, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/united-nations-islamic-state-africa-27c309f74a92429a9ef72d2811956efb" data-gtm-enhancement-style="LinkEnhancementA">Vladimir Voronkov</a></span>, the undersecretary for counterterrorism, told members that IS group affiliates have “expanded and consolidated their area of operations” in West Africa and the Sahel.</p>

										<content:encoded><![CDATA[<p><span class="story_dl">Dec. 9 (UPI) &#8212;</span> The United States has vetoed a United Nations Security Council resolution calling on Israeli to implement an immediate humanitarian cease-fire in <a class="tpstyle" title="Gaza" href="https://www.upi.com/topic/Gaza/" target="_blank" rel="noopener">Gaza</a>, producing a backlash from Arab states.</p>
<p>The resolution, introduced two days after U.N. Secretary-General António Guterres invoked the rarely-used Article 99 of the United Nations Charter, called for an immediate cease-fire in Gaza to &#8220;avert a humanitarian catastrophe that could have ramifications for peace and security in the region and beyond.&#8221;</p>
<p>The push came after intense ground fighting between Israeli Defense Force and Hamas militants <a href="https://www.upi.com/Top_News/World-News/2023/12/08/ground-fighting-IDF/1691702062445/" target="_blank" rel="noopener">continued Friday</a> in Khan Younis in the southern Gaza Strip, where the IDF has encountered some of the toughest Hamas resistance yet and Palestinian health officials said the civilian death toll in the conflict has risen to more than 17,000.</p>
<p>The 15-member Security Council, however, <a href="https://press.un.org/en/2023/sc15519.doc.htm" target="_blank" rel="noopener">failed to adopt</a> the cease-fire resolution late on Friday due to a veto cast by the United States &#8212; the only vote against it. The resolution was supported by 13 council members, including three permanent members (China, France and Russia), with another permanent member (Britain) abstaining.</p>

										<content:encoded><![CDATA[<p>When the political skies clear, it could easily be Beijing, and not Washington, that gains ground in the region</p>
<p>As the war in Ukraine enters its third month, more convergence has emerged between China and key states in the Middle East. Motivated by a shared frustration with the United States, China and its Middle East partners have found themselves on the same side more often than not regarding the conflict.</p>
<p>Evidence of this alignment is found in the voting records of three recent United Nations resolutions.</p>
<p>On February 26, the UN Security Council voted on a resolution that would have demanded that Moscow immediately stop its attack on Ukraine and withdraw all troops. Three members of the Security Council abstained, namely China, India, and the United Arab Emirates.</p>
<p>Less than a week later, on March 2, the UN General Assembly voted on a motion calling for an immediate end to the hostilities. In that vote, China, Iran and Iraq were among 35 countries that abstained.</p>
<p>And on April 7, the General Assembly adopted a resolution suspending Russia from the Human Rights Council. This time, a much longer list of Middle East countries abstained, including Egypt, Saudi Arabia, the UAE, Jordan, Qatar, Kuwait and Iraq. China, Iran and Syria were among those voting against.</p>
<p>Taken together, the tallies at the UN reveal an inconvenient truth: Even as much of the world condemns Russia’s hostilities in Ukraine, the war has led to China and the Middle East having more in common on various positions.</p>
<p>Some of the commonalities are self-serving. For instance, support for Russia’s seat on the Human Rights Council was due to shared concern over precedent, and how their own human-rights records might be judged in the future. Others’ moves, such as the UAE’s abstention from the UNSC resolution calling for an end to fighting, was driven by annoyance that Washington failed to designate the Houthis as terrorists despite the group’s attack on an oil refinery in Abu Dhabi on January 17.</p>
<p>While Russia maintains relationships with and influence in the Middle East and China – through historical ties, investments, and leverage (as well as shared grievances with the West) – it is actually rifts between the US and the Middle East that are driving Gulf states closer to China.</p>
<p>The consequences of this alignment could be significant. In March, The Wall Street Journal reported that Saudi Arabia was negotiating with China over Beijing’s desire to buy oil with renminbi, a request the kingdom is apparently considering on economic and political grounds.</p>
<p>The US-Saudi relationship is at its lowest point in a decade, primarily due to Washington’s concerns over Saudi domestic politics and human-rights abuses, especially the 2018 assassination of Saudi journalist Jamal Khashoggi. If the renminbi deal happens, it could pose a significant challenge to the dollar’s status as the global trade currency.</p>
<p>The war in Ukraine has also added another layer of uncertainty to Washington’s relationship with the Middle East.</p>
<p>President Joe Biden’s administration is divided between a focus on the Indo-Pacific region and America’s role in the European theater – between a rising China and a belligerent Russia. This presents the US with a quandary: Does it have the resources and political will to stay fully engaged in the Middle East? If the answer is “no,” the region will face many uncertainties amid a potential power vacuum.</p>
<p>No country is better positioned to fill that vacuum than China, even if Beijing calculates its steps carefully. Beijing has been boosting its engagement with the Middle East for a decade, and diplomatic engagement has soared.</p>
<p>In 2021 alone, the Chinese foreign minister visited the Middle East twice, stopping in nine countries. Moreover, in January this year, China hosted the secretary general of the Gulf Cooperation Council as well as the foreign ministers of Saudi Arabia, Bahrain, Kuwait, Oman and Turkey.</p>
<p>Ukraine isn’t the only issue bolstering China’s role in the Middle East. The COVID-19 pandemic has strengthened the Chinese presence through the deployment of vaccines. Since 2020, millions of doses of China’s Sinopharm have been administered in the region.</p>
<p>Beijing is also eagerly looking for opportunities to enhance its role in regional conflict resolution, regularly making proposals to reach peace in Syria and Iran. China may not yet want to replace the US as the primary security provider in the Middle East, but it free-rides as much as it tries to expand its own influence.</p>
<p>That might be the most important takeaway of the last two months. While the war in Ukraine did not create the convergence between China and the Middle East, it has expedited a process that was already in motion.</p>
<p>With the US preoccupied in the Indo-Pacific region and in Europe, and with bilateral relations strained between the US and key Middle East allies, the region’s great-power dynamics are shifting under the clouds of conflict in Ukraine.</p>
<p>When the political skies clear, it could easily be Beijing, and not Washington, that gains ground in the region.</p>

										<content:encoded><![CDATA[<p>SEOUL (REUTERS) &#8211; The USS Abraham Lincoln aicraft carrier led military exercises in the Yellow Sea, and air defense artillery at Osan air base intensified drills, US forces in Asia said on Tuesday (March 15) amid signs of an imminent North Korean long-range missile test.</p>
<p>Tension on the Korean Peninsula has been growing amid speculation North Korea could test its largest intercontinental ballistic missile (ICBM) as soon as this week at full range, after threatening to break a self-imposed 2017 moratorium on long-range missile and nuclear testing.</p>
<p>In a demonstration of air power in international airspace on Tuesday, the US Indo-Pacific Command (Indopacom) mobilized fighter jets from the USS Abraham Lincoln Strike Group along with other regionally based Air Force planes.</p>
<p>US Forces Korea (USFK) also said that in response to North Korea’s recent missile tests its air defense artillery brigade at Osan air base had increased the intensity of its certification exercise to demonstrate its capabilities.</p>
<p>&#8220;DPRK&#8217;s significant increase in its missile testing activity undermines peace, security and destabilizes the Northeast Asia region,&#8221; USFK said, using the acronym of North Korea&#8217;s official name, the Democratic People&#8217;s Republic of Korea.</p>
<p>&#8220;While this type of training is routinely conducted by US Patriot batteries&#8230; its increased intensity of its certification underscores the seriousness USFK takes against the DPRK&#8217;s recent missile launch behaviour,&#8221; USFK said.</p>
<p>On Friday, Washington and Seoul said in a rare joint announcement that Pyongyang had used its largest-ever ICBM in two recent launches, in the guise of satellite launch preparations.</p>
<p>But the launches did not demonstrate the missile&#8217;s full range, and analysts said the North might have used only one stage of the missile or adjusted its fuel volume to fly at lower altitudes.</p>
<p>The missile system, the Hwasong-17, was unveiled at a military parade in 2020 and reappeared at a defense exhibition in October 2021.</p>
<p>&#8220;The ICBM launches by DPRK are a brazen violation of multiple UN Security Council resolutions – as well as its international commitments – and pose a threat to regional neighbours and the international community,&#8221; Indopacom said in a statement.</p>
<p>A spokesman for South Korea’s defense ministry said it was also closely monitoring North Korea’s movements and maintaining a robust combined readiness posture with the US military.</p>

<p>&#8220;How Russia will act further? According to the plan. And what will it consist of? It will be based on the real situation on the ground. Who can answer how this situation is going to develop? So far, no one,&#8221; Putin said at a joint press conference with Scholz.</p>
<p>&#8220;It depends not only on us,&#8221; he said, answering the question whether Russia will continue to withdraw troops after the exercises, announced on Tuesday morning.</p>
<p>Putin added that the situation in the Donbas is a genocide. &#8220;Human rights are massively and systematically violated, discrimination against the Russian-speaking population is fixed at the legislative level &#8221; in Ukraine.</p>
<p>According to Putin, Moscow is not satisfied with the claims that the expansion of NATO at the expense of Ukraine is not on the agenda.</p>
<p>“As for the war in Europe, which is mentioned t in relation to the situation on the Russian-Ukrainian border, the last time such a war was unleashed was by the NATO bloc against Yugoslavia,” Putin said. A major military operation with airstrikes on one of the European capitals &#8211; Belgrade. It did happen. It was not sanctioned by the UN Security Council. This is a very bad example, but it happened,&#8221; Putin added.</p>
<p>On Tuesday, the official representative of the Russian Ministry of Defense Igor Konashenkov announced that &#8220;combat training drills&#8221; were complete and some Russian troops are returning to their barracks.</p>
<p>&#8220;The units of the Southern and Western Military Districts, which have completed the tasks, have already begun loading on trains and trucks and today will begin to move to their military garrisons. Individual units will return on their own as part of military convoys,&#8221; Konashenkov said.</p>
<p>Analysts of the Conflict Intelligence Team (CIT) did not confirm this information. According to them, there have been no visible changes &#8220;on the ground&#8221; so far.</p>
<p>&#8220;Those remaining echelons that were on the way, both moved towards the border (and not away from it),&#8221; the CIT said. &#8220;Moreover, there are reports that more units are on their way to the border [with Ukraine], which can be additionally confirmed by videos showing trains and data from the Russian Railways database.&#8221; the CIT said.</p>

										<content:encoded><![CDATA[<p>MOSCOW — The Kremlin said Thursday that there was &#8220;little ground for optimism&#8221; in resolving the crisis over Ukraine after the U.S. rejected Russia&#8217;s main demands, but that dialogue was still possible.</p>
<p>Tensions have soared in recent weeks, as the United States and its NATO allies expressed concern that a buildup of about 100,000 Russian troops near Ukraine signaled that Moscow planned to invade its ex-Soviet neighbor. Russia denies having any such designs — and has laid out a series of demands it says will improve security in Europe.</p>
<p>But as expected, the U.S. and the Western alliance firmly rejected any concessions on Moscow&#8217;s main points Wednesday, refusing to permanently ban Ukraine from joining NATO and saying allied deployments of troops and military equipment in Eastern Europe are nonnegotiable.</p>
<p>The U.S. did outline areas in which some of Russia&#8217;s concerns might be addressed, possibly offering a path to de-escalation. But, as it has done repeatedly for the past several weeks, Washington also warned Moscow of devastating sanctions if it invades Ukraine. In addition to penalties targeting Russian people and key economic sectors, several senior U.S. officials said Thursday with certainty that Germany would not allow a newly constructed gas pipeline to begin operations in the event of an incursion.</p>
<p>All eyes are now on President Vladimir Putin, who will decide how Russia will respond amid fears that Europe could again be plunged into war.</p>
<p>In the meantime, U.S. President Joe Biden spoke to his Ukrainian counterpart Volodmyr Zelenskyy on Thursday to reiterate American and allied support, including recent deliveries of U.S. military aid.</p>
<p>&#8220;Had a long phone conversation with POTUS,&#8221; Zelenskyy tweeted. &#8220;Discussed recent diplomatic efforts on de-escalation and agreed on joint actions for the future. Thanked President Joe Biden for the ongoing military assistance. Possibilities for financial support to Ukraine were also discussed.&#8221;</p>
<p>The White House said in a statement that Biden told Zelenskyy he was &#8220;exploring additional macroeconomic support to help Ukraine&#8217;s economy&#8221; as it comes under pressure as a result of Russia&#8217;s military buildup.</p>
<p>Meanwhile, the United States announced that the U.N. Security Council will hold an open meeting Monday on what U.S. Ambassador Linda Thomas-Greenfield called Russia&#8217;s &#8220;threatening behavior.&#8221; She said the deployment of more than 100,000 troops along Ukraine&#8217;s border and other destabilizing acts pose &#8220;a clear threat to international peace and security and the U.N. Charter.&#8221;</p>
<p>Kremlin spokesman Dmitry Peskov told reporters earlier that the response from the U.S. — and a similar one from NATO — left &#8220;little ground for optimism.&#8221; But he added that &#8220;there always are prospects for continuing a dialogue, it&#8217;s in the interests of both us and the Americans.&#8221;</p>
<p>White House press secretary Jen Psaki was circumspect when asked whether the Biden administration saw a sliver of hope in that the Russians said they would keep communications open even as they said that they lacked optimism..</p>
<p>&#8220;We don&#8217;t know if the Russians are playing games on diplomacy. We hope not,&#8221; Psaki said.</p>
<p>Foreign Minister Sergey Lavrov said the U.S. response contained some elements that could lead to &#8220;the start of a serious talk on secondary issues,&#8221; but emphasized that &#8220;the document contains no positive response on the main issue.&#8221; Those are Moscow&#8217;s demands that NATO not expand and that the alliance refrain from deploying weapons that might threaten Russia.</p>
<p>Lavrov said top officials will submit proposals to Putin. Peskov said the Russian reaction would come soon.</p>
<p>The evasive official comments reflect the fact that it is Putin who will single-handedly determine Russia&#8217;s next moves. He has warned of unspecified &#8220;military-technical measures&#8221; if the West refuses to heed the demands.</p>
<p>Peskov added that Putin and Biden will decide whether they need to have another conversation following two calls last month.</p>
<p>Ukraine&#8217;s Foreign Minister Dmytro Kuleba said Kyiv had seen the U.S. response before it was delivered to Russia and had no objections. He tweeted it was &#8220;important that the U.S. remains in close contact with Ukraine before and after all contacts with Russia.&#8221;</p>
<p>On a visit to Denmark, Kuleba emphasized his country&#8217;s need to strengthen its defenses.</p>
<p>&#8220;This crisis is a moment of truth, and this is why we speak about weapons,&#8221; he said. &#8220;This is why we speak about economic sanctions. This is why we speak about the consolidated position of all of us, so that President Putin sees that there are no weak links in our defensive chain.&#8221;</p>
<p>Germany&#8217;s Foreign Minister Annalena Baerbock said during a parliamentary debate on Ukraine that her government is closely coordinating its policy with allies, considering a range of options that could include the new Nord Stream 2 Russian gas pipeline to Germany.</p>
<p>While the diplomacy sputters on, so too do maneuvers that have escalated tensions. Russia has launched a series of military drills involving motorized infantry and artillery units in southwestern Russia, warplanes in Kaliningrad on the Baltic Sea, dozens of warships in the Black Sea and the Arctic, and Russian fighter jets and paratroopers in Belarus.</p>
<p>NATO said it was bolstering its deterrence in the Baltic Sea region, and the U.S. ordered 8,500 troops on higher alert for potential deployment to Europe.</p>
<p>As war fears mounted, thousands of Ukrainians expressed their resolve to stand up to the Russian pressure under the hashtag #UkrainiansWillResist on Twitter and Facebook.</p>
<p>&#8220;No one will force Ukrainians to accept the Kremlin ultimatum,&#8221; wrote Andrii Levus, who initiated the campaign.</p>
<p>Ukraine&#8217;s Interior Ministry has organized training on acting in emergency situations, with an emphasis on dealing with explosives.</p>
<p>Beyond concerns about a possible Russian offensive in Ukraine, there also has been speculation that Moscow&#8217;s response could include military deployments to the Western Hemisphere.</p>
<p>While a senior Russian diplomat recently refused to rule out such deployments to Cuba and Venezuela, a top Putin associate expressed skepticism Thursday at that prospect.</p>
<p>&#8220;Cuba and Venezuela are aiming to come out of isolation and restore normal relations with the U.S. to a certain extent, so there can&#8217;t be any talk about setting up a base there as happened during the Soviet times,&#8221; Dmitry Medvedev, a deputy head of Russia&#8217;s Security Council, told Russian media.</p>
<p>While he charged that the West is using Ukraine as a way to contain Russia, he somberly acknowledged that a Russia-NATO conflict &#8220;would be the most dramatic and simply catastrophic scenario, and I hope it will never happen.&#8221;</p>
<p>While concerns about a possible Russian attack linger, a separatist conflict simmers in Ukraine. Following the 2014 ouster of a Kremlin-friendly president in Kyiv, Moscow annexed Ukraine&#8217;s Crimean Peninsula and backed an insurgency in the country&#8217;s eastern industrial heartland. Fighting between Ukrainian forces and Russia-backed rebels has killed over 14,000 people, and efforts to reach a settlement have stalled.</p>
<p>Since the conflict began, Russia has been accused of sending troops and weapons to the separatists, something it has denied. On Thursday, Peskov wouldn&#8217;t comment on a proposal from the Kremlin&#8217;s main political party, United Russia, which suggested that Moscow respond to the delivery of Western weapons to Ukraine by sending arms to the rebels. He added that Putin is aware of the proposal but had no immediate reaction.</p>
<p>Envoys from Ukraine, Russia, France and Germany met in Paris on Wednesday to discuss ways to resolve that conflict, reaching no visible progress but agreeing to hold another meeting in two weeks. Zelenskyy praised the talks as &#8220;constructive&#8221; and urged a quick meeting of the four countries&#8217; leaders.</p>

										<content:encoded><![CDATA[<p>SEOUL: North Korean leader Kim Jong Un called for boosting the country&#8217;s strategic military forces as he observed the test of a hypersonic missile, state media said on Wednesday (Jan 12), officially attending a missile launch for the first time in nearly two years.</p>
<p>On Tuesday authorities in South Korea and Japan detected the suspected launch, which drew condemnation by authorities around the world and prompted an expression of concern from the UN secretary-general.</p>
<p>The second test of a &#8220;hypersonic missile&#8221; in less than a week underscored Kim&#8217;s New Year&#8217;s vow to bolster the military with cutting-edge technology at a time when talks with South Korea and the United States have stalled.</p>
<p>After watching the test, Kim urged military scientists to &#8220;further accelerate the efforts to steadily build up the country&#8217;s strategic military muscle both in quality and quantity and further modernize the army&#8221;, KCNA news agency reported.</p>
<p>It was the first time since March 2020 that Kim had officially attended a missile test.</p>
<p>&#8220;His presence here would suggest particular attention on this programme,&#8221; Ankit Panda, a senior fellow at the US-based Carnegie Endowment for International Peace, posted on Twitter.</p>
<p>Unlike some other recent tests, ruling party newspaper Rodong Sinmun published photos of Kim attending the launch on its front page.</p>
<p>&#8220;While Kim probably unofficially attended other tests in the interim, this appearance and its Page One feature on Rodong Sinmun is important,&#8221; said Chad O&#8217;Carroll, chief executive of Korea Risk Group, which monitors North Korea.</p>
<p>&#8220;It means Kim is not concerned about being personally associated (with) tests of major new tech. And doesn&#8217;t care how the US sees this.&#8221;</p>
<p>UN Security Council resolutions ban all North Korean ballistic missile and nuclear tests and have imposed sanctions over the programmes.</p>
<p>Talks aimed at persuading North Korea to surrender or limit its arsenal of nuclear weapons and missiles have stalled, with Pyongyang saying it is open to diplomacy but only if the United States and its allies stop &#8220;hostile policies&#8221; such as sanctions or military drills.</p>
<p>US Under Secretary of State for Political Affairs Victoria Nuland called the launches dangerous and destabilizing.</p>
<p>The European Union on Tuesday condemned the latest North Korean missile launch as a &#8220;threat to international peace and security&#8221; and called on Pyongyang to resume diplomacy.</p>
<p><strong>&#8220;SUPERIOR MANOEUVERABILITY&#8221;</strong><br />
Despite their name, analysts say the main feature of hypersonic weapons is not speed &#8211; which can sometimes be matched or exceeded by traditional ballistic missile warheads &#8211; but their maneuverability, which makes them an acute threat to missile defense systems.</p>
<p>Photos released by state media appeared to show the same type of missile and warhead that was first tested last week, analysts said.</p>
<p>&#8220;The test-fire was aimed at the final verification of overall technical specifications of the developed hypersonic weapon system,&#8221; KCNA reported.</p>
<p>After its release from the rocket booster, a hypersonic glide vehicle made a 600km &#8220;glide jump flight&#8221; and then 240km of &#8220;corkscrew maneuvering&#8221; before hitting a target in the sea 1,000km away, the report said.</p>
<p>South Korean officials had questioned the capabilities of the missile after the first test last week, saying it did not appear to demonstrate the range and maneuverability claimed in a state media report and featured a maneuverable warhead rather than an actual glide vehicle.</p>
<p>On Tuesday, however, South Korea said the second test appeared to show improved performance, with the missile reaching top speeds up to 10 times the speed of sound (12,348kmh), although they did not comment on its maneuverability.</p>

										<content:encoded><![CDATA[<p>Ambassador and Permanent Representative of Iran to the United Nations, Majid Takht Ravanchi, in a letter called on the UN Security Council to hold US and Israel responsible for assassinating Lieutenant General Qasem Soleimani, IRNA reported.</p>
<p>&#8220;Given the dire implications of this terrorist act on international peace and security, the Security Council must live up to its Charter-based responsibilities and hold the United States and the Israeli regime to account for planning, supporting and committing that terrorist act,&#8221; Takht Ravanchi said, in particular, in his letter to President of the UN Security Council, Mona Juul.</p>
<p>General Soleimani and former Iraqi Mobilization Unit Forces commander Abu Mahdi Al-Muhandis along with eight other companions were killed in a US army drone attack on January 3, 2020 in Baghdad.</p>

<p>The United States and Russia reached a last-minute compromise Friday to keep humanitarian aid flowing for another year from Turkey to millions of people in northwestern Syria.</p>
<p>In a unanimous vote, the U.N. Security Council approved a draft resolution extending the cross-border aid operation. In a rare twist, the U.S. and Russia came together to put forward the compromise resolution, supported by Ireland and Norway, which hold the file on Syria&#8217;s humanitarian situation in the council and have guided months of negotiations.</p>
<p>The resolution reauthorizes the use of the Bab al-Hawa crossing point for another six months. It had been due to expire Saturday. It will then automatically be renewed for six more months – until July 2022. The U.N. secretary-general also is instructed to report to the council on the aid operation in January.</p>

<p>&#8220;Thanks to this resolution, millions of Syrians can breathe a sigh of relief tonight, knowing that vital humanitarian aid will continue to flow into Idlib through the Bab al-Hawa border crossing after tomorrow,&#8221; U.S. Ambassador Linda Thomas-Greenfield told the council. &#8220;And parents can sleep tonight knowing that for the next 12 months their children will be fed. The humanitarian agreement we&#8217;ve reached here will literally save lives.&#8221;</p>
<p>More than 3.4 million people live in the area outside government control serviced by the 1,000 aid trucks that cross through Bab al-Hawa each month.</p>
<p>Western countries also had sought to reopen the al-Yarubiyah crossing from Iraq to Syria, which had been used to bring medical supplies to 1.4 million people in the northeast, but that was lost in negotiations.</p>
<p>&#8220;Of course, like every political agreement, we continue to believe we could have done more, that more should be done, and we will continue work to make sure that humanitarian needs in Syria remain in focus,&#8221; Ireland&#8217;s Ambassador Geraldine Byrne Nason told reporters after the vote.</p>

<p>Al-Yarubiyah and two other crossing points have been closed over the past two years under pressure from Moscow, which would like to see the entire cross-border aid operation shut down and all supplies flow through Damascus across conflict frontlines. The United Nations and aid groups say crossline operations are plagued with problems and cannot meet the soaring demand.</p>
<p><strong>Turning point? </strong></p>
<p>Syria&#8217;s decadelong war has deepened divisions among the Security Council&#8217;s five permanent powers. Russia and China have sought to protect the regime of Bashar al-Assad, while Britain, France, and the United States have tried to rally council action to hold the regime accountable for chemical weapons attacks on civilians, military sieges, and other atrocities.</p>
<p>Those divisions have spilled over into the humanitarian dossier, making it one of the council&#8217;s most contentious. The seven-year-old aid operation regularly faces nail-biting questions of whether the humanitarian lifeline will be severed by a veto. So, it was all the more surprising to see the U.S. and Russia come together Friday to hammer out a compromise minutes before the vote.</p>
<p>&#8220;It&#8217;s important that the United States and Russia were able to come together on a humanitarian initiative that serves the interests of the Syrian people,&#8221; Ambassador Thomas-Greenfield said. &#8220;And it&#8217;s an important moment for the U.N. and the Security Council – which today showed we can do more than just talk. We can work together to find solutions and deliver actions on the world&#8217;s most pressing challenges.&#8221;</p>

<p>Friday&#8217;s vote was the first time since 2016 that the council was able to unanimously reach a decision on extending the cross-border aid operation.</p>
<p>Russian Ambassador Vassily Nebenzia said he was grateful to his American colleagues, who he said: &#8220;worked in the spirit of the Geneva summit&#8221; between Presidents Vladimir Putin and Joe Biden.</p>
<p>&#8220;Today, we are witnessing a historical moment,&#8221; Nebenzia said. &#8220;For the first time, Russia and the United States not only managed to find an agreement but to present a joint text supported by all our colleagues in the council. We expect that this kind of day would become a turning point, that not only Syria will win from this, but the whole Middle Eastern region and the world as a whole.&#8221;</p>
<p>The White House has said that Biden raised the issue of the cross-border aid operation with Putin when they met on June 16, and Biden told him he sees it as an important issue. The two leaders spoke Friday by telephone and the White House said they commended the joint work of their teams following the summit, which led to the unanimous renewal of the Syrian aid operation.</p>
<p>The U.N. secretary-general&#8217;s spokesman said Antonio Guterres welcomed the council&#8217;s extension but noted that &#8220;needs continue to outstrip the response,&#8221; and that with additional crossings and more funding, the United Nations could do more to assist the rising number of Syrians in need.</p>
