Science is almost never “settled.” Science is a collection of hypotheses and theories that are challenged repeatedly to determine whether they can withstand re-examination with new tools, techniques, and methodologies.

Over the course of history, hypotheses and theories have been abandoned when the results or conclusions were later found to be based on falsified data, faulty methodology, or were not reproducible by other researchers. Often, this process takes years, particularly when findings quickly congeal into consensus – as was the case with the purported link between vaccines and autism (indeed, vaccine-induced autism is the poster child for debunked theories).

But COVID “science” is being reversed – and reversed again – at a dizzying pace. At the center of these flip flops is none other than Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, member of the White House Coronavirus Task Force and avowed Hydroxychloroquine Hater.

With the notable exception of hydroxychloroquine (HCQ), Fauci has, um… adjusted all of his talking points. He’s been on every side of every important question about containment, mitigation, and treatment of COVID-19 – and he’s not alone.

That Was Then, This Is Now: Face Masks

March 2: U.S. Surgeon General Jerome Adams warned that wearing face masks could increase risk of contracting COVID-19, and advised non-healthcare workers to “stop buying masks.”

April 1: In an article published in The New England Journal of Medicine (NEJM), a group of Harvard public health experts wrote: “Wearing a mask outside health care facilities offers little, if any, protection from infection. Public health authorities define a significant exposure to COVID-19 as face-to-face contact within 6 feet with a patient with symptomatic COVID-19 that is sustained for at least a few minutes (and some say more than 10 minutes or even 30 minutes). The chance of catching COVID-19 from a passing interaction in a public space is therefore minimal. In many cases, the desire for widespread masking is a reflexive reaction to anxiety over the pandemic.”

April 3: Centers for Disease Control and Prevention (CDC) recommended that healthy people – who may be asymptomatic or “pre-symptomatic” – wear cloth face coverings in public settings like groceries and drug stores where maintaining six-feet social distancing is not possible. The purpose of wearing a mask was to protect asymptomatic transmission to vulnerable populations like the elderly, particularly in communities experiencing significant outbreaks.

April 5: Asked by a reporter during the then-daily White House Coronavirus Task Force briefing why he was not wearing a face mask, Fauci offered the opposite explanation as the CDC’s about the value of being masked: “The major reason to wear a face mask, is to protect you from infecting you,” adding that he had tested negative for COVID-19 the day before.

April 6: Surgeon General Adams had changed his mind, and was demonstrating how to make cloth masks.

May 27: Fauci reversed himself, telling CNN’s Jim Sciutto he wears a mask in public “because I believe it is effective. . . . I do it when I am in public for the reason that I want to protect myself and protect others, and also because I want to make it be a symbol for people to see that that’s the kind of thing you should be doing.”

May 28: Since the onset of the pandemic, the World Health Organization (WHO) advised against healthy people wearing face masks, and reiterated its recommendation that people without COVID-19 symptoms need to wear a mask only when caring for someone who has contracted the virus. Those who are coughing or sneezing should also wear a mask.

That Was Then, This Is Now: Stay Home, Save Lives

March 15: A group of 22 public health professionals published an open letter in USA Today recommending steps to mitigate COVID-19 spread to ensure adequate hospital capacity to care for stricken patients, that included the advice to “STAY AT HOME as much as possible. . . . even if you have no symptoms. That means avoiding playdates, sleepovers, bars, restaurants, parties or houses of worship. Avoid all crowds.”

May 19: A group of 600 physicians sent a letter to President Trump calling state lockdowns that have kept businesses closed and kids home from school a “mass casualty incident” with “exponentially growing health consequences” and urging him to reopen the country.

May 20: An Italian study contradicted conventional wisdom that keeping elders socially isolated from their families has a protective effect against contracting and dying from COVID-19.

May 21: The head of trauma at John Muir Medical Center in Walnut Creek implored California Governor Gavin Newsom (D) to end his lockdown orders because “we’ve seen a year’s worth of suicide attempts in the last four weeks.”

May 22: A J.P. Morgan strategist published a report concluding that “flawed scientific papers” panicked governments into imposing “inefficient or late” lockdowns administered with “little consideration that they might not only cause economic devastation but potentially more deaths than COVID-19 itself . . . the fact that re-opening did not change the course of the pandemic is consistent with studies showing that initiation of full lockdowns did not alter the course of the pandemic either.”

The same day, Fauci changed his mind about the lockdowns in an interview with CNBC’s Meg Tirrell: “We can’t stay locked down for such a considerable period of time that you might do irreparable damage and have unintended consequences, including consequences for health.”

May 26: A month after reopening gyms, hair and nail salons, and parks, Georgia hasn’t seen the spike in new COVID-19 cases public health experts warned about. The same is true in Florida after the state began easing lockdown restrictions on May 4 – as well as in Arizona, Colorado, and other states.

May 30: Dr. John Carlo, former medical director of Dallas County’s health department, told The Dallas Morning News that looters, rioters, and arsonists laying waste to entire neighborhoods nationwide are less at risk of contracting or passing on COVID-19 than people attending an indoor gathering (like a church service, maybe?).

That Was Then, This Is Now: Surface Contamination

March 17: A study published in NEJM suggested that COVID-19 can remain infectious on surfaces for hours to days under consistent laboratory conditions (room temperature, 65 percent humidity). For instance, coronavirus was viable on cardboard for up to 24 hours, and on plastic and stainless steel for up to 72 hours.

March 26: CDC notes, “Current evidence suggests that [COVID-19] may remain viable for hours to days on surfaces made from a variety of materials. Cleaning of visibly dirty surfaces followed by disinfection is a best practice measure for prevention of COVID-19 and other viral respiratory illnesses in households and community settings.”

May 22: CDC updates its guidance: “It may be possible that a person can get COVID-19 by touching a surface or object that has the virus on it and then touching their own mouth, nose, or possibly their eyes. This is not thought to be the main way the virus spreads, but we are still learning more about how this virus spreads.”

That Was Then, This Is Now: HCQ

March 28: Food and Drug Administration (FDA) issued an emergency use authorization (EUA) allowing HCQ and chloroquine (CQ) to be used to treat certain patients hospitalized with COVID-19.

April 24: FDA warned that HCQ and CQ, alone or combined with azithromycin, are associated with heart rhythm problems and issued a warning that they should be “limited to clinical trial settings or for treating certain hospitalized [COVID-19] patients under the EUA.

April 27: The Arizona chapter of the Association of American Physicians and Surgeons sent a letter to Governor Doug Ducey asking him to rescind his executive order forbidding prophylactic use of CQ or HCQ based on “clear and convincing evidence of benefit both pre-exposure and post-exposure.” A press release announcing the letter states that studies show the drugs can “decrease the number of days when a patient is contagious, reduce the need for ventilators, and shorten the time to clinical recovery.”

May 19: After President Trump divulged that he had begun taking HCQ prophylactically after his butler tested positive for coronavirus, FDA Commissioner Stephen Hahn said, “The decision to take any drug is ultimately a decision between a patient and their doctor.” By the way, on May 26, El Salvador President Nayib Bukele said he also uses HCQ prophylactically, and that “most” world leaders do as well.

May 22: The Lancet published a retrospective observational study that found no therapeutic benefit associated with HCQ or CQ, and increased risks of ventricular arrhythmias and in-hospital death with COVID-19.” As a result, WHO suspended its clinical trial of HCQ on May 27.

May 30: More than 160 clinicians, medical researchers, statisticians, and ethicists worldwide signed an open letter addressed to The Lancet pointing to serious problems with the study design and data sets underlying the findings. “In the interests of transparency” they requested the pre-publication peer review comments on the manuscript be made public.

That Was Then, This Is Now: Second Wave

April 29: During a White House Coronavirus Task Force presser, Fauci said a second wave of coronavirus in the United States is “inevitable,” and that if states ease lockdown restrictions too soon new infection rates could skyrocket and deaths could outpace projections.

May 27: Fauci said, “I want people to really appreciate that [a second wave] could happen, but it is not inevitable. If we do the kinds of things that we’re putting in place now, to have the workforce, the system, and the will to do the kinds of things that are the clear and effective identification, isolation and contact tracing, we can prevent this second wave that we’re talking about.”

That Was Then, This Is Now: COVID Antibodies

April 14: David Walt, professor of pathology at Harvard Medical School, told Bloomberg News, “There is no proof at this point that the development of an antibody response will be protective. There is no evidence yet that people can’t be re-infected with the virus.”

April 24: WHO issued a statement warning that “There is currently no evidence that people who have recovered from COVID-19 and have antibodies are protected from a second infection.”

April 25: WHO walked back its April 24 statement: “We expect that most people who are infected with #COVID-19 will develop an antibody response that will provide some level of protection.”

April 29: A study published in Nature Medicine found that people who recovered from COVID-19 developed antibodies against re-infection within two to three weeks of the onset of symptoms.

May 12: Asked by Senator Rand Paul (R-Ky.) during a Senate hearing whether recovering from coronavirus confers immunity to re-infection, Fauci said, “[W]hen you have antibodies present it very likely indicates a degree of protection . . . but natural history studies over a period of months to years will then definitively tell you if that’s the case.”

That Was Then, This Is Now: When a Vaccine Will be Available

March 3: Fauci pooh-poohed the idea of speeding up development of a vaccine against COVID-19: “The whole process is going to take a year, a year and a half, at least.”

May 18: Biotechnology firm Moderna released preliminary phase-one clinical trial data showing its COVID-19 vaccine was safe and produced protective antibodies in eight healthy volunteers ages 18 to 55 years old.

May 22: Fauci told NPR, “I think it is conceivable . . . that we could have a vaccine that we could be beginning to deploy at the end of this calendar year, December 2020, or into January 2021.”

May 27: Fauci predicted on CNN that “We have a good chance—if all the things fall in the right place—that we might have a vaccine that would be deployable by the end of the year, by November-December.”

May 29: Moderna’s vaccine enters phase-two clinical trials. Roughly 600 participants in eight states were recruited, half of them between 18 and 55 years old and half older than 55. They will be tracked for 12 months after receiving either a placebo or two doses of the vaccine 28 days apart.

Scientists are still trying to figure out this never-before-seen virus, so we should cut them some slack. Unfortunately, public health officials seize on each study finding to refute or validate policy and guidelines that they seem to be making up as they go along.

Not to be outdone, politicians are spewing contradictory and seemingly capricious edicts issued in the name of “science.” For instance, Mayor Eric Garcetti told Los Angeles beachgoers that it’s “safe” to be on wet sand but not on dry sand, whereas New York City Mayor Bill De Blasio said the opposite and threatened to have police forcibly remove people from the water.

Americans are understandably starting to question the judgment of public health officials and elected officials, and losing patience with nonsensical prohibitions on planting a garden, getting a mammogram, and joining their congregation in worship.

Thousands of people around the country are taking to the streets to demand that their states reopen schools, small businesses, and workplaces. Some intrepid business owners whose communities are not coronavirus hot spots are also defying lockdown orders – even at the risk of license suspension or being jailed.

The science is “evolving,” and the demands of Americans to resume their lives are as science-based – if not more so – as the prohibitions, they are seeking to have rescinded.

Vice President Mike Pence said America was better prepared than ever to respond to surging coronavirus cases after a dire warning from the nation’s top infectious diseases expert that the number of new cases could soon top 100,000 a day.

He said the pandemic response was focusing on states seeing a spike in cases, making sure health workers had personal protective equipment, therapeutics, and tests.

Speaking after the second coronavirus task force meeting in two days, Pence said: “We’re ready. We’re more prepared than ever before. And I want the people, particularly in the 12 states that we see rising cases and rising positivity, to know that we’re with them.”

It was the second time Pence addressed Washington reporters in a week on the subject after two months in which the White House Coronavirus Task Force had not held a public briefing.

A surge in cases has seen states such as Florida, Arizona, Texas, and California reverse course on reopening, closing bars, limiting restaurant capacity, and stepping up warnings.

And during a Senate hearing on reopening schools, the infectious disease chief at the National Institutes of Health, Dr. Anthony Fauci, warned that a string of outbreaks could have a dire impact without urgent action.

“We are now having 40-plus-thousand new cases a day. I would not be surprised if we go up to 100,000 a day if this does not turn around, and so, I am very concerned,” he said.

Pence has been accused of playing down the risk and painting an overly rosy picture as coronavirus declines were reversed.

Dr. Peter Hotez, dean of the National School of Tropical Medicine at Baylor College of Medicine, said the problem was a White House that saw the crisis as largely a manufacturing problem.

“They cannot get their arms around the fact that they need to implement higher-order thinking and actually lead strategy, create and design and road map,” he said. “Until they do this, I worry the number of cases will continue to accelerate as Dr. Fauci suggested today.”

Fauci was not present at the task force briefing, nor its other leading scientist Dr. Deborah Birx, who is in Arizona, one of the hot spots.

Pence said the task force was working with governors to ensure states had the resources they needed.

“We’re in a much better place than we were four months ago or even two months ago,” he said, praising people for social distancing and healthcare workers for their dedication.

He said 12 states were recording an increase in cases and in the number of positive tests. A further 28 states were seeing an increase in one of those two statistics, he said during the briefing, which was held at the U.S. Public Health Service Commissioned Corps Headquarters in Maryland.

But he insisted that the setbacks were not the result of states opening too early.

“Texas and Florida and other states involved here reopened very early in May, and they implemented the phased guidelines that we published to open up America again. And through the course of the entire month of May and into early June, their cases were low and steady, and their positivity rates weren’t rising, but something changed about two weeks ago.”

Earlier, presumptive Democratic nominee Joe Biden launched an attack on what he called President Trump’s “historic mismanagement” of the crisis.

“The American people don’t make enormous sacrifices over the past four months, so … you can waste all their efforts they have undertaken with your midnight rantings and tweets,” Biden said during a speech to reporters in a high school gym in Delaware.

The administration has used deft improvisation to secure huge supplies of PPE.

There is a new cardinal rule in journalism — never write anything favorable about the Trump administration’s coronavirus response, even about its successes.

It’s why the story of how the administration handled the potential ventilator crisis has gone almost entirely untold, and why its effort to secure supplies of personal protective equipment, or PPE, has been gotten largely skeptical or hostile coverage.

Any government response to a once-in-a-generation crisis is going to be subject to legitimate criticism, and there’s no question that almost every major government in the Western world, including ours, should have acted sooner. But to read the press, there is basically nothing good that the Trump administration has done over the last three months.

This is manifestly false. In a briefing for reporters last week on FEMA’s work securing PPE, FEMA administrator Peter Gaynor laid out the raw numbers: FEMA, HHS, and the private sector have shipped or are currently shipping 92.7 million N95 respirators, 133 million surgical masks, 10.5 million face shields, 42.4 million surgical gowns, and 989 million gloves.

According to Admiral John Polowczyk, head of the supply-chain task force at FEMA, we manufactured roughly 30 million N95 respirators domestically a month before the COVID-19 crisis. He says we are on a path now to ramp up to 180 million N95 respirators a month.

None of this happened by accident. At a time of unprecedented stress on the supply chain and a yawning gap between supply and demand in the market, it required considerable clever improvisation and determined hustle. This was not your average bureaucratic response. It was a partnership between the public and private sector to get supplies to the United States on an urgent basis and ship them to the places that needed them most, and then begin to ramp up manufacturing here at home.

NOW WATCH: ‘Trump Administration Looks at Bypassing Congress for Economic Relief Measures’

A team around White House adviser Jared Kushner and the supply-chain task force under Admiral Polowczyk worked to fly supplies from overseas to the U.S. quickly, to vet leads for additional PPE (the work of volunteers from the business world mustered by Kushner’s team), and to build a cooperative relationship with 3M, the country’s most important manufacturer of N95 respirators.

The story of what they’ve done is a key part of the administration’s response, even if it has been obscured by a press that has an allergy to anything that has worked.

Kitchen-Sink Attacks
The initiative to secure PPE has been the subject of constant criticism, whether it makes much sense or not.

Senator Chuck Schumer (D., N.Y.) has repeatedly said that the president needed a military leader to take charge of the supply chain — when Admiral Polowczyk, the vice director of logistics for the joint chiefs, was already in charge.

The administration has been urged over and over again to invoke the Defense Production Act — when it has indeed used this act many times to prod and guide the supply chain, just not to take over industries wholesale.

Stories in the press have tended to relay complaints that FEMA has “commandeered” supplies headed for states or other entities. According to FEMA, this is erroneous. After looking into supposed instances of commandeering, Gaynor says, FEMA believes that shady brokers have been using this line an excuse for their own failures. “FEMA has become a convenient scapegoat for malicious actors who are unable to deliver on the promises they had made or are engaging in illegal activity,” he says.

They might make a promise to various potential buyers and then pull the rug out from under them when they get a higher bid, explaining that the situation is out of their control because FEMA swooped in and took the material. Gaynor is emphatic that “FEMA does not have the authority to conduct seizures.”

A typical journalistic tack has been to find someone who had a frustrating experience with the administration and make him representative of the entire effort.

A large, quintuple by-lined New York Times feature on Kushner’s volunteers was a particularly egregious example of the genre. It found a doctor named Jeffrey Hendricks who approached the federal government with information that he had “longtime manufacturing contacts in China and a line on millions of masks from established suppliers.”

This wasn’t earth-shattering information, given that many tipsters said exactly the same thing. According to the Times, Hendricks was disappointed when it took weeks to act on his request before a site visit was finally set up to inspect the masks.

After the story appeared, Hendricks said it “did not fully reflect my experience.”

The Times cited other examples of the effort supposedly gone awry. “At least one tip the volunteers forwarded turned into an expensive debacle,” the report said. The administration passed along procurement papers to senior officials in New York from “Yaron Oren-Pines, a Silicon Valley engineer who said he could provide more than 1,000 ventilators.”

New York went ahead and awarded him a nearly $70 million contract and got exactly nothing for it. This is indeed a story of haste making waste — although one that implicates New York State, not the federal government.

A senior administration official scoffs at how the Times blamed the Trump administration for New York’s screw-up. “I saw the email that was sent” to New York, he says, noting that it was from a federal-government employee, not a volunteer. The employee had just seen coverage of the governors of New York and New Jersey’s need for ventilators and simply forwarded it “because she wasn’t sourcing ventilators and wanted to help. ‘Hey, take a look.’ That was it.”

Another passage in the Times piece related the story of “Dr. Albert Hazzouri, a Pennsylvania dentist and visitor of Mar-a-Lago.” According to the Times, he “repeatedly pressed FEMA officials to buy from his associates, after being referred by Rep. Brian Babin, a Texas Republican, and fellow dentist.” It seemed that the story was leading up to a gross instance of cronyism, and then it ended with a whimper: “None of his tips resulted in FEMA supply deals.”

Oh.

Don’t Nationalize Companies, Work with Them
A couple of insights guided the effort.

Right from the beginning, everyone realized that the strategic stockpile alone couldn’t possibly cover what we needed in the crisis and that the most sought-after supplies were overseas. “We had outsourced most of the medical supply chain to Asia,” as Polowczyk puts it.

At the outset, HHS was the lead agency but, as a White House official notes, it is more of a policy than an implementing agency. The supply-chain effort would be moved to FEMA, which is routinely involved in execution. States are also used to dealing with it.

It wasn’t considered feasible to nationalize the entire supply chain under the Defense Production Act. We’d “have to figure out where every single piece of equipment is going to go, and where every single thing is going to be distributed,” an HHS official explains. “So the amount of information that you would need and the amount of judgment you would have to be making about where things were needed was going to be exceptionally high.”

Besides, the market players were hardly recalcitrant. “Nobody needed coercion,” the White House official says. “Everyone was willing to step up and do what was right.”

The Defense Production Act has still come into play; it’s been invoked 14 times, according to Gaynor, for PPE and other equipment. “Our goal,” he says, “has always been to supplement not to supplant America’s PPE supply chain.”

This pointed to a cooperative arrangement with companies, using their existing operations, knowledge of the market, and real-time data, while at the same time redirecting supplies to hot spots — and doing it as quickly as possible.

The PPE Airlift
Project Airbridge was one result.

The impetus for the initiative was simple: Supplies we needed right away were in Asia, and it would take it them three weeks to get here via ship, the standard means of transport.

A senior administration official recalls everyone thinking at the time, “We’ve got all these things that have been procured by distributors, but they’re going by boat, and we need them today.”

The answer was flying them instead, cutting the transit time from more than 30 days to less than two.

FEMA worked with the top six medical distributors — Cardinal Health, Owens & Minor, Henry Schein, McKesson, Medline, and Concordance — covering about 90 percent of facilities in the country. It contracted with FedEx and UPS for the flights. “We made FedEx and UPS our Air Force,” says the White House official. FEMA didn’t actually purchase the materials, but allocated 50 percent of it to the places that needed it most (the other 50 percent fed facilities elsewhere, which still needed the gear for more routine work and to prepare for COVID-19).

The government-driven allocation was important. Distributors were feeling pressure to send stuff to their largest customers, which weren’t necessarily in the hardest-hit areas.

To get visibility into the supply chain, FEMA mustered the data of the companies. Polowczyk says FEMA fashioned “six disparate business systems into one visualization tool to make data-informed allocation decisions.” According to Polowczyk, FEMA can track material as it comes in from suppliers, what’s being held in inventory, and what’s being delivered, down to the county and the customer level.

FEMA also has its own metrics, drawing on FEMA, HHS, and CDC data streams, for where the PPE is needed most. It has concentrated the allocation on roughly the 100 hardest-hit counties.

Since March 29, there have been 139 Project Airbridge flights, bringing in a mountain of material.

A number of criticisms are lodged at the project. One is that the federal government is subsidizing the distributors by paying their transit costs. But another way of looking at it is the government got an enormous amount of PPE where it wanted it to go, without actually buying it — just paying to fly it here.

It’s also said that Project Airbridge should have used the Department of Defense planes. “When you use a DOD plane, it’s super expensive and slow,” the senior administration official explains. “You generally don’t want to use military aircraft unless it’s absolutely necessary.”

A Washington Post story somewhat bizarrely noted that many counties it contacted didn’t know whether they had received Project Airbridge supplies or not. But the material doesn’t come specially marked (this is a classic Catch-22 — if there were fanfare about Project Airbridge deliveries, the administration would surely be accused of politicizing the supply effort).

A critical NBC News story highlighted the example of DuPont. It noted how DuPont gets Tyvek material sewn together into bodysuits in Vietnam and how it takes months to ship it back and forth. The federal government agreed to pay for chartered flights to reduce the total transit time to about a week and a half. “For some government officials familiar with the supply-chain end of the coronavirus fight,” according to the report, “it was yet another example of Trump’s task force serving industry.”

But what was the alternative? To let desperately needed gowns take months to get here from Vietnam? To wait until DuPont relocated its entire supply chain in the United States, obviating any need to grapple with shipments to and from Asia?

If the government wasn’t going to nationalize the supply-chain — for understandable reasons — it wasn’t an alternative to let companies operate under standard procedures either.

The senior administration official considers the counterfactual of leaving the companies to fend for themselves. “What would have happened is you have these distributors that sourced all these supplies; they were theirs,” he says. “They all would’ve come over by boat, and it would have taken three weeks to get here, and then they would just be distributed to hospitals based on their customer relationships.”

The administration settled on a path between full nationalization, with the potential disruption that would have brought, and business as usual.

Separating the Wheat from the Chaff
Meanwhile, hundreds of leads were coming into the government for PPE. They came in from all over the world, with prices 14 to 15 times higher than usual, and from brokers new to the medical supplies. Kushner had a team of people drawn from business — the volunteers — comb through them.

Sifting through the leads was a gargantuan task, given the sheer volume and how many were dubious. “There was a lot of messy stuff there — a lot,” says the senior administration official.

One main line of attack against the volunteers is that they were inexperienced. Obviously, they weren’t experts in government procurement. But, largely drawn from the world of consulting and investing, they had done relevant work performing due diligence on businesses.

The HHS officials say that it was “very similar to the work they were doing in the private sector,” comparable to kicking the tires on early-stage companies — “figuring which ones are legitimate, which ones have legitimate management teams, legitimate customers.”

It wasn’t as though the volunteers examined and adjudicated every lead on their own, either. They’d do the initial vet — asking, for instance, if the broker knew what manufacturing facility the material was coming from. If the answer was “no,” it was a sign that the broker wasn’t what he seemed.

If a lead passed muster, then it went through a series of hoops before anything happened.

Someone from the FDA would make sure that the product could be used in America. Someone from the State Department would check to see if it could be exported from the country that it was in. Then, using the existing network of distributors overseas, a site visit would take place to examine the materials and make sure they were as advertised.

Only after those four steps would the information be packaged together and sent over to FEMA for the final procurement decision.

“Without doing thorough vetting,” says the HHS official, “we would have ended up in a place that many other folks have ended up in, of purchasing low-quality goods, which I don’t think has really happened.”

Stories in the press routinely allege political favoritism. If a lead came in from, say, a member of Congress, he or she would be apprised of where it stood (if this hadn’t happened, the critique would have been that the administration wasn’t communicating). If any lead was ultimately forwarded on to FEMA, the volunteers would check on where it stood. But officials involved in the effort insist that every lead went through the same funnel and was evaluated the same way.

The New York Times says that Fox News personality Judge Jeanine Pirro made the case to get PPE for an unspecified hospital, and it indeed got supplies. If it was a New York City–area hospital, it’s hard to see how it wouldn’t be getting additional supplies regardless.

What no one has pointed to is any case where the volunteers and FEMA gave a contract to someone not genuinely suited to deliver quality products. Indeed, one of the administration’s most significant actions has involved forging a close relationship with the very opposite of a fly-by-night operator, the multinational conglomerate 3M.

From Shanghai to U.S. Hospitals
After a public spat with President Trump at the outset — culminating with the president invoking the Defense Production Act in early April to get 3M to make more respirators — 3M and the government have worked together to massively scale up the company’s production and import respirators here from overseas.

3M is the only significant domestic manufacturer of N95 respirators. It had a relatively recent experience with what a pandemic does to a supply chain during the SARS outbreak in the early 2000s. The company had surge manufacturing capacity that it turned on as the coronavirus crisis developed, maxing out at about 100 million N95 respirators per month in mid-February, double its usual global output.

Seeking to get more masks into the health sector, the company flipped its production entirely over to medical needs, whereas it usually produces for both medical and industrial users. Meanwhile, the FDA issued a so-called emergency use authorization to allow different types of respirators to be used in a hospital setting.

From early on, 3M embedded a contact with FEMA to facilitate the relationship and provide expertise on the masks.

Typically, 3M sells almost all its respirators produced in the U.S. to American distributors, and all of its respirators in China to Chinese distributors. The respirators in its Shanghai factory could have possibly become another source of supply to the U.S., but Beijing had been requisitioning all that production. 3M on its own got China to allow 10 million to be brought to the United States.

That was just a start. More ambitiously, as the White House official explains, “we signed a contract with them for those [Shanghai] masks, and then we went to the Chinese government and said, ‘We have a contract with the company.’”

This opened the spigots. The deal would secure 166.5 million respirators for the U.S. in the course of April, May, and June. “That’s more than anyone has sourced ever,” says the senior administration official.

The procedure is that FEMA takes custody of the material in China and becomes the importer of record, flying it back to the United States. Initially, it took the company and FEMA three hours over the phone to work out the finer points of the logistics of these flights. Now, it has become so routine that coordinating each flight takes more like 10 minutes.

According to FEMA administrator Gaynor, over last month 42 flights carrying nearly 44 million FEMA-procured masks and respirators from 3M have landed in the U.S.

Meanwhile, 3M has been ramping up domestic production even further, on the strength of orders from the federal government. 3M is slated to produce 50 million respirators in June, up from 22 million a month prior to the crisis. Then it will produce 74 million in July and 94 million a month by October 1.

This is a signal contribution to what Admiral Polowczyk calls the “expansion” phase of the supply effort, enhancing the U.S. manufacturing capacity for the long haul.

Credit Where It’s Due?
There’s no doubt that some hospitals, especially public hospitals, lacked the gear they needed at the outset of the crisis, and even those that didn’t have shortages felt as though they were living on the edge.

Polowczyk says that he believes every place that needed PPE got it, although he had “the unenviable job of managing scarcity as we went through March into April and now May, where the volume of supplies has increased.”

He explains that during the worst period, “people, hospitals, point-of-care, were getting supplies on the numbers-of-days amounts instead of, ‘Hey, I want like a month, two months.’” He says he can understand how this just-in-time allocation method “would make you feel uncomfortable,” adding that as supplies were focused on hot spots, “other areas of the country that did not have such significant COVID outbreaks certainly got less of an allocation and were fed as needed.”

How the administration worked through this and got to a better place would seem an interesting story, if the press weren’t too vehemently opposed to Trump to even consider occasionally giving some credit where it’s due.

Greetings from Tyler,

Just what will they foist upon us on the basis of “keeping everybody safe?” Is there anything else on earth that anyone wants to talk about? Not while the United States is being economically destroyed! Any talk of getting back to normal brings howls of derision from the mainstream media. The socialists are thinking along the lines of an 18-month quarantine. Yeah, that ought to do the trick.

Strange how the overall death rate in the United States is no higher than the average for this time of year, isn’t it? What with all the fervent reporting on the daily, weekly “death rate.” If you’ve seen the instructions from the CDC to hospitals, you know that they demanded that deaths be reported as COVID-19 fatalities regardless of underlying factors. If doctors “assume” (they actually used that word) that the virus played a part in a patient’s demise it should be reported as a corona-virus death. It’s time that word be diagrammed, again.

The projection models have been way off base so they change them often to fit “reality.” But even “reality” is not accurate when all the numbers on the right side of your screen have been goosed.

“If you don’t want more body bags… don’t politicize the virus.” This apparent threat came from the Ethiopian head of the World Health Organization, Tedros Adhnom Ghebreyesus. (Don’t worry, nobody’s even trying to pronounce it.) Articles claim he has deep involvement with a Communist political group back home. If we dare be so bold, he doesn’t exactly look like somebody from whom we’d take wellness advice anyway. A little research will confirm that he has a history of working for a violent, pro-China Communist organization in Ethiopia. Send him back, and kick the UN out.

All the news shows have a heartfelt, tinkling piano playing while they show big, formerly bustling cities looking like ghost towns. It looks like a neutron bomb went off. You know, the kind that leaves the buildings standing while getting rid of the population.

It’s been three or four weeks since studies out of France, Italy and China showed that a malaria drug prescribed to millions (including pregnant women and children) since the early 1950’s worked wonders on nearly all suffering from the bat malady. The President mentioned it, presumably to introduce some hope amid the raging panic. He was condemned. News anchors brought on doctors to ask how dare he promote a false hope? They played up side effects in every way possible, even though there are no serious side effects. A couple of state governors went so far as to ban use of the substance.

Aside from the economic damage that’s been caused, which is incalculable, maybe the worst thing that’s happened is that governors, mayors, and judges are exerting authority they don’t have. But they’ve scared the stuffing out of the American public, so most people are not going out. That is except to a crowded grocery store with no paper products.

Suddenly mayors, in some cases judges, think they have the authority to put everyone under house arrest. You’ve seen the stories. Surfers ordered off the beach. Arrests at the park. Suddenly all Constitutional guarantees are suspended while power-drunk officials throw their weight around without any chance of being overruled. The courts are closed, so there can be no legal recourse. Maybe someday, but that might be a little late.

Now we hear that there will be a vaccination available, courtesy of the Gates Foundation. If you check the record of that organization in the third world, you’ll find it’s not good. They tried their high-minded magic in places like India and Kenya. Let’s just say it resulted in a reduction of population (one of Gates’ goals) and in their expulsion from the places they “helped.”

So let the great vaccination debate begin! Some people swear by them, others are sure they lead to paralysis, maybe death. People go ballistic on both sides of every vaccination debate. But Gates is talking about a vaccination that allows people to be “tracked.” There is talk of vaccination proof before a place of business can be entered, and that begins to sound downright sinister.

It does make you wonder whether a health scare is what will be used to implement a “trackable” system as to who is and who is not “approved” to come and go and maybe even buy and sell. Otherwise, “You’re endangering yourself and others!” as they say. It’s beginning to look like a dry run for implementation of the kind of draconian authority described in the book of Revelation. Universal compliance may come in under the guise of a health scare. After all, who doesn’t want to “keep everybody safe?” If one more celebrity shows up to say, “Stay safe, and stay home!”, or, “We’ll all get through this together!” Sounds pretty dumb when everyone’s staying apart.

The unelected “expert” doctor and the scarved lady who’ve promoted this stampede suspect we may have to carry certificates of immunity. Who knows? Maybe they’ll turn the stampede of panic into full-blown tribulation. If it would only get rid of Trump. Somebody (President Trump), assign the deep state doctor to Antarctica before he destroys everything. Let him teach the penguins to social distance, and send a copy of the Constitution, and a Bible with him! If there’s any calming reality, it is that God is still on His Throne, and all authority belongs to Him. Somebody, tell the doctor!

Mark
