<p>Hamas’s leader in the Gaza Strip Yahya Sinwar on Friday warned Israel “not to test us again,” saying the next rocket barrage from the territory would target Tel Aviv and other central cities with a potency that would “surprise” Israel.</p>
<p>He also warned that the next time Israeli soldiers entered the Strip, they would only return through a prisoner exchange for “thousands of prisoners.”</p>
<p>Speaking at a ceremony honoring the seven gunmen killed during a firefight on Sunday with Israeli undercover special forces, Sinwar pulled out a handgun with a silencer which he said belonged to one of the special forces troops.</p>
<p>One Israel soldier, identified only as Lt. Col. Mem, was killed and another injured in the fight.</p>
<p>Sinwar mocked Israel for assuming its decision to allow fuel and Qatari funds into Gaza before the latest flareup — as part of Egyptian-mediated efforts to achieve a long-term truce — would prevent his group from launching a large-scale attack against the Jewish state.</p>
<p>“What did the Israeli leadership think when it allowed in fuel and Qatari funds? … That we would sell out our blood for diesel and dollars? They’ve been disappointed, and their goals have failed,” he said.</p>
<p>He said he had spoken to the leader of Hamas’s military wing the Izz ad-Din al-Qassam Brigades, Muhammad Deif. “Deif asked me to say that Tel Aviv and Gush Dan [the greater Tel Aviv area] are next. The first barrage to hit Tel Aviv will surprise Israel.”</p>

<p>Sunday’s raid gone awry led on Monday and Tuesday to an unprecedented barrage of rockets and mortar shells fired by Hamas and other terrorist groups from the Strip that brought the region to the brink of another war.</p>
<p>“Our hands are on the trigger and our eyes are open,” Sinwar said. “Whoever tests Gaza will find only death and poison. Our missiles are more precise, have a greater range and carry more explosives than in the past.”</p>
<p>Following the special forces operation, over 460 rockets and mortar shells were fired at southern Israel over the course of around 24 hours. The Iron Dome missile defense system intercepted over 100 of them. Most of the rest landed in open fields, but dozens landed inside Israeli cities and towns, killing one person, injuring dozens and causing significant property damage.</p>
<p>In response, the Israeli military said it targeted approximately 160 sites in the Gaza Strip connected to the Hamas and Palestinian Islamic Jihad terror groups, including four facilities that the army designated as “key strategic assets.”</p>

<p>The fighting ended on Tuesday after a Hamas-announced ceasefire took effect, though this was not officially confirmed by Israel.</p>
<p>The decision to halt attacks on Gaza was criticized by many in Israel and was cited by Avigdor Liberman in his decision Wednesday to resign as defense minister, a move expected to bring early elections for the Knesset.</p>
<p>Hamas leader Ismail Haniyeh cheered Liberman’s resignation Wednesday, saying it marked an “admission of defeat” by Israel. Haniyeh also boasted that Hamas “achieved a military victory against this odious occupier in less than a week.</p>
<p>“A military victory occurred with the heroic performance of the Palestinian resistance factions who responded to the occupier’s crime and aggression with a response commensurate with its aggression,” he said.</p>

<p>The Palestinian Islamic Jihad, the second-largest terrorist organization in the Strip, similarly claimed the defense minister’s sudden departure as a victory.</p>
<p>“Behold the political slaughter dealt to leaders of the occupation who aren’t capable of dealing with Gaza,” the organization’s spokesperson said in a statement.</p>
<p>In his resignation, the defense minister decried the decision to accept a ceasefire from Hamas on Tuesday, rather than launch a larger counter strike, saying it was a “capitulation to terror.”</p>
<p>He brushed off the arguments made by some defense analysts that the government refrained from conducting a campaign against Hamas in Gaza because it preferred to focus the military’s intentions on threats in Iran, Syria and Lebanon. “It’s all excuses,” he said.</p>

<p class="t-body-text"><a href="https://www.haaretz.com/misc/tags/TAG-avigdor-lieberman-1.5599104">Avigdor Lieberman</a> cannot pretend his hands are clean. Contrary to his public disavowals, he was a full partner (“a responsible policy is needed”) in the policy of permissiveness being carried out, for quite some time now, by <a href="https://www.haaretz.com/misc/tags/TAG-benjamin-netanyahu-1.5599046">Benjamin Netanyahu</a> and the defense establishment.</p>
<p class="t-body-text">As defense minister, Lieberman did not put up a real fight against the prime minister, who declined to task the IDF with destroying the terror infrastructure and capacities in Gaza. In his meetings with the military chiefs, Lieberman did not ask them to come up with creative ways to destroy the weapons factories and take the leaders of the armed terror forces out of action.</p>
<p class="t-body-text">He did not say to them: You’re against conquering Gaza? Then use your imaginations and come up with smart, sequenced operations that don’t require Gaza’s conquest. You have all the means and manpower necessary, and more. Get to work.</p>
<p class="t-body-text">Many have heard Gadi Eisenkot say that if Hezbollah were to fire even a fraction of its 150,000 rockets, the results would be catastrophic. But the IDF chief of staff has also reassured his audiences that the army has trained and is prepared to confront such a danger, and that the enemy will be very sorry if it dares fire rockets at Israel. For many years now, the IDF has been contending rather continuously with the danger of the Hamas rockets, and fierce warnings have been issued to that terrorist group as well. In these years, Eisenkot could have proven in the south – to Iran, Hezbollah and the Israeli public – that his warnings regarding rockets in the north are credible.</p>
<p class="t-body-text">Has he proven this? Do <a href="https://www.haaretz.com/misc/tags/TAG-hamas-1.5598922">Hamas</a> and <a href="https://www.haaretz.com/misc/tags/TAG-islamic-jihad-1.5599123">Islamic Jihad</a> have reason to be “very sorry,” or sorry at all, for the thousands of rockets they’ve fired? The air force may bomb “quality targets,” but how could 470 rockets have fallen on southern Israel this past week? If Eisenkot can’t prevent rocket barrages on this front, where the resistance is much less potent that what would be expected in the north, then why should Hamas (or we) believe him when the day comes – and it surely will come – that Hezbollah leader Hassan Nasrallah’s fate will be any different than that of Hamas leader Yahya Sinwar?</p>
<p>In an ongoing failure that could cost us thousands of casualties and damage to the most vital infrastructure, we’ve allowed Hezbollah to arm itself with a huge trove of missiles, including strategic ones, without any real effort to prevent it. Hamas has learned from this and armed itself with thousands of rockets too. While Hezbollah restrains itself for the time being, Hamas goes on firing them at civilian targets in Israel.</p>
<p class="t-body-text">In Iran, Syria, Lebanon and beyond, they’re watching, listening and drawing conclusions from all this. Whenever Iran decides, it could instruct Hezbollah to fire rockets at Israel, and not just at the north.</p>
<p class="t-body-text">The IDF is also studying the situation and drawing conclusions, we’re told. Maybe. But when it comes to Hezbollah and Hamas, we can plainly see that such statements don’t mean much.</p>
<p class="t-body-text">Residents near the Gaza border, already anticipating the coming rounds of rocket attacks, are venting their fury. Opposition leaders say Netanyahu should be ashamed. Yet they refrain from directing the same criticism at the ones backing – and some say leading – the policy of permissiveness: the defense establishment.</p>
<p>This is the truth, and it is known to all, particularly to the enemy. Citizens of Israel, get the bomb shelters ready.</p>

<p class="t-body-text">Israeli defense officials are seeing in recent weeks signs that Hamas is willing to enter another round of fighting with Israel as a possible path to a solution to Gaza’s humanitarian crisis.</p>
<p class="t-body-text">Hamas believes that a prolonged and intense confrontation will promote the rehabilitation of the <a href="https://www.haaretz.com/misc/tags/gaza-1.5599001">Gaza Strip</a> and investment in infrastructure projects, according to these assessments.</p>
<p class="t-body-text">For now, it appears that the organization is still concerned with the consequences of full-scale warfare, and therefore seeks to maintain the present tensions on the Gaza border while seeing how far they can test Israel. Still, the Israeli assessment is that Hamas has made a decision to confront Israel, and therefore a broad military operation is only a matter of time.</p>
<p class="t-body-text">Defense sources believe that Hamas leader Yahya Sinwar is determined to speed up the rebuilding of the Gaza Strip. Sinwar has indicated that he would be willing to compromise for this purpose, but disarming the organization was not on the agenda at any stage. Although Hamas understands that Israel and other countries involved in the crisis will not accept this position, it appears Sinwar is unwilling to consider disarmament, even if this refusal leads to war.</p>

<p class="t-body-text">The <a href="https://www.haaretz.com/misc/tags/idf-1.5598943">Israel Defense Forces</a> and Israeli politicians are seeking to avoid any escalation and want to postpone a confrontation for as long as possible, so it will not take place until after the <a href="https://www.haaretz.com/israel-news/israeli-army-reveals-plan-to-stop-hamas-gaza-tunnels-1.5441731">construction of the underground barrier</a> along the border with the Gaza Strip is completed in about a year and a half. So as not to risk a flare-up, Israel is prepared to accept some violent actions that do not put lives at risk. However, over the past few weeks top officers in the Southern Command have been calling on the politicians to make progress in the rehabilitation of the Gaza Strip, based on the assumption that this would calm the atmosphere and delay the anticipated round of fighting. But the cabinet’s discussions on the Gaza Strip have not yet led to any decisions, and the northern front has remained the focus of most of Israel’s attention.</p>
<p class="t-body-text">During the first weeks of confrontations on the Gaza border, the feeling in Israel was that Hamas was not scoring any real achievements. Recently, however, other voices have been heard in the defense establishment. They say that the organization has succeeded in restoring the situation in the Gaza Strip to the center of the public discussion in Israel and that the continued <a href="https://www.haaretz.com/israel-news/.premium.MAGAZINE-fire-damage-to-gaza-border-area-agriculture-estimated-at-1-4m-1.6140094">arson attacks in the south</a>, which the Israeli military has deliberately not responded to with force, has become embarrassing.</p>
<p class="t-body-text">On Sunday, the army released documentation of the launching of incendiary balloons from a Hamas position, thereby pointing out Hamas’ direct responsibility for the arson attacks. The military believes that the organization&#8217;s involvement in what began as a popular struggle has brought Israel to the limits of its restraint, and has warned that the response to the arson will include attacks on Hamas targets.</p>
<p class="t-body-text">In recent months Hamas has sought to galvanize the residents of the West Bank, with the understanding that their support is needed for the success of the struggle against Israel, but the organization has not succeeded in translating sympathy for it into mass demonstrations. Hamas’ attempts to promote military activity in the region have encountered logistical obstacles it hadn’t previously encountered. An example is the <a href="https://www.haaretz.com/israel-news/.premium-shin-bet-uncover-hamas-cell-that-planned-attacks-in-tel-aviv-j-lem-1.6180197">capture of a cell in Nablus last week </a>whose members sought to carry out terrorist attacks in Tel Aviv and Jerusalem.</p>
<p class="t-body-text">This is why the defense establishment has recently identified a willingness to create new coalitions in the Gaza Strip. The most worrisome development for Israel is the apparent cooperation between Hamas and <a href="https://www.haaretz.com/misc/tags/islamic-jihad-1.5599123">Palestinian Islamic Jihad</a>, which has been manifested in recent rocket and mortar fire by the latter group. It is believed the two organizations have joined together to prepare for a possible confrontation with Israel soon.</p>
<p class="t-body-text">The <a href="https://www.haaretz.com/israel-news/.premium-trump-s-deal-of-the-century-for-middle-east-peace-might-live-or-die-in-cairo-1.6199973">initiatives to rehabilitate Gaza</a>, including the Trump administration’s plan to raise hundreds of millions of dollars from the Gulf States to invest in infrastructure projects in the Gaza Strip, has provoked resistance in the Palestinian Authority because this has been seen as an attempt to cut off the Gaza Strip from the West Bank. The American intention to include Qatar in the initiative has generated opposition from Saudi Arabia and the United Arab Emirates because of Qatar’s close relationship with Iran.</p>

<p>In an astounding series of statements, Russia has made it clear that it expects all foreign forces to withdraw from Syria. Alexander Lavrentiev, President Putin’s envoy to Syria, specified on May 18, 2018, that all “foreign forces” meant those forces belonging to Iran, Turkey, the United States, and Hizbullah.</p>
<p>Russian Foreign Minister Sergey Lavrov added this week that only Syrian troops should have a presence on the country’s southern border, close to Jordan and Israel. Previously, Russia had been a party to the establishment of a “de-escalation zone” in southwestern Syria along with the United States and Jordan. Now, Russian policy was becoming more ambitious.  Lavrov added that a pullback of all non-Syrian forces from the de-escalation zone had to be fast.</p>
<p>The regime in Tehran got the message and issued a sharp rebuke of its Russian ally. The Iranians did not see their deployment in Syria as temporary. Five years ago, a leading religious figure associated with the Revolutionary Guards declared that Syria was the 35th province of Iran. Besides such ideological statements, on a practical level, Syria hosts the logistical network for Iranian resupply of its most critical Middle Eastern proxy force, Hizbullah, which has acquired significance beyond the struggle for Lebanon.</p>
<p>Over the years, Hizbullah has become involved in military operations in Iraq, Saudi Arabia, Yemen, and elsewhere. Without Syria, Iran’s ability to project power and influence in an assortment of Middle Eastern conflicts would be far more constrained. Syria has become pivotal for Tehran’s quest for a land corridor linking Iran’s western border to the Mediterranean. The fact that Iran was operating ten military bases in Syria made its presence appear to be anything but temporary.</p>
<p>Already in February 2018, the first public signs of discord between Russia and Iran became visible. At the Valdai Conference in Moscow, attended by both Lavrov and Iranian Foreign Minister Mohammad Javad Zarif (and by this author), the Russian Foreign Minister articulated his strong differences with the Iranians over their pronouncements regarding Israel: “We have stated many times that we won’t accept the statements that Israel, as a Zionist state, should be destroyed and wiped off the map. I believe this is an absolutely wrong way to advance one’s own interests.”</p>
<p>Iran was hardly a perfect partner for Russia. True, some Russian specialists argued that Moscow’s problems with Islamic militancy emanated from the jihadists of <em>Sunni</em>Islam, but not from <em>Shiite</em> Islam, which had been dominant in Iran since the 16th century. But that was a superficial assessment. Iran was also backing Palestinian Sunni militants like Islamic Jihad and Hamas. This May, Yahya Sinwar, the leader of Hamas in the Gaza Strip, told a pro-Hizbullah television channel that he had regular contacts with Tehran.</p>
<h3>Iran Supports both Shiites and Sunnis</h3>
<p>Iran was also supporting other Sunni organizations like the Taliban and the Haqqani network in Afghanistan and Pakistan. It harbored senior leaders from al-Qaeda. Indeed, when the founder of al-Qaeda in Iraq, Abu Musab al-Zarqawi, sought a regional sanctuary after the fall of Afghanistan to the United States, he did not flee to Pakistan, but instead, he moved to Iran. There is no reason why Iran could not provide critical backing for Russia’s adversaries in the future.</p>
<p>But, that was not the perception in Moscow when Russia gave its initial backing for the Iranian intervention in Syria. In the spring of 2015, Moscow noted that the security situation in Central Asia was deteriorating, as internal threats to Uzbekistan, Kazakhstan, and Tajikistan were increasing. On top of all this, the Islamic State (IS) was making its debut in Afghanistan. An IS victory in Syria would have implications for the security of the Muslim-populated areas of Russia itself.<sup><a href="http://jcpa.org/russia-constrains-iran/#_edn1" name="_ednref1">1</a></sup></p>
<p>It was in this context that Russia dramatically increased arms shipments to its allies in Syria. It also coordinated with Iran the deployment of thousands of Shiite fighters from Iraq and Afghanistan under the command of Iran’s Revolutionary Guards Corps (IRGC). That also meant the construction of an expanded military infrastructure on Syrian soil for this Shiite foreign legion.</p>
<p>At the same time, Russia maintained and upgraded a naval base at the Syrian city of Tartus and an air facility at the Khmeimim Air Base near Latakia. Moscow also had access to other Syrian facilities as well.</p>
<h3>Russia Achieved Its Main Goal and Changed Its Policy</h3>
<p>What changed in Moscow? It appears that the Kremlin began to understand that Iran handicapped Russia’s ability to realize its interests in the Middle East. The Russians had secured many achievements with their Syrian policy since 2015. They had constructed a considerable military presence that included air and sea ports under their control in Syria. They had demonstrated across the Middle East that they were not prepared to sell out their client, President Bashar Assad, no matter how repugnant his military policies had become – including the repeated use of chemical weapons against his own civilian population. The Russians successfully converted their political reliability into a diplomatic asset, which the Arabs contrasted with the Obama administration’s poor treatment of President Hosni Mubarak of Egypt at the beginning of the Arab Spring in 2011. However, now Iran was putting Russia’s achievements at risk, through a policy of escalation with Israel.</p>
<p>The Russian security establishment appeared to understand from the start that Israel’s strategy in Syria was essentially defensive. For example, Israel wanted to prevent the delivery of weapons to Hizbullah that could alter the military balance in its favor. One feature of Russian military policy at a very early stage was the <em>carte blanche</em> Moscow appeared to give Israel to strike at these weapons deliveries and later at Iranian facilities across Syria.</p>
<p>According to one report, a Moscow think tank, closely identified with President Putin, published a commentary blaming Iran for the deteriorating situation between Iran and Israel in the Syrian theater. The Sunni Arab states, which Russia was courting, were also voicing their concerns with growing Iranian activism. Undoubtedly, the Russians noticed the complaints that came from Tajikistan this year that Iran was seeking to destabilize the country by funding militant Islamists.<br />

<p>Putin seemed to have growing reservations about Iran’s policy of exporting the Islamic revolution from the soil of Syria. Now, with IS fundamentally vanquished, Iranian military activity in Syria lost its primary justification. And if Moscow was considering to more closely coordinate its Middle Eastern policy with Washington in the future, it needed to adjust its approach to Iran.<sup><a href="http://jcpa.org/russia-constrains-iran/#_edn2" name="_ednref2">2</a></sup></p>
<p>On May 22, 2018, U.S. Secretary of State Mike Pompeo listed aspects of Iranian activism which the United States was now demanding that Iran halt. It was not surprising to see in Pompeo’s list the demand that “Iran must withdraw all forces under Iranian command throughout the entirety [of] Syria.”</p>
<p>Russia is not cutting its ties with Iran. But it is clearly cutting back Iran’s freedom of action in Syria. The idea that Russia would back Iran’s use of Syria as a platform for operations against Israel or Jordan is not tenable. Still, Russia would remain the primary supplier of Bashar Assad’s army in Syria as well as his strategic partner. Unquestionably, Iran would need to reassess its Middle Eastern strategy after Moscow’s pronouncements calling for it to leave Syria and not continue to be perceived as the force that put at risk all that Russia had achieved as a result of the Syrian civil war.</p>

<p>Jews and Muslims clashed Sunday morning on the Temple Mount in Jerusalem’s Old City, with police detaining Jewish visitors who had raised an Israeli flag at the outset of what is set to be one of the most politically sensitive and volatile weeks this year.</p>
<p>According to eyewitnesses, a group of Jewish visitors began singing after they entered the site — holy to both Jews and Muslims — on Jerusalem Day, the anniversary of the day when Israeli forces took control of the Old City and Arab-majority East Jerusalem in 1967.</p>
<p>Muslims at the site — known to them as Haram al-Sharif or the Noble Sanctuary — chanted “Allahu Akbar” at the Jews, with police forces separating both groups.</p>
<p>A video showed young Israelis, dressed in blue and white festive clothes, raising an Israeli flag and immediately being confronted by police officers. Another video showed visitors prostrating themselves on the ground in contravention of regulations barring Jewish prayer at the site.</p>
<p>One of the youths was the son of the ultranationalist lawmaker Bezalel Smotrich of the Jewish Home party, who praised his son for his “bravery and national respect.”</p>
<p>“There will come a day, my son, when the Israeli flag will be raised proudly on the Temple Mount, in the Temple,” Smotrich tweeted.</p>
<p>Footage from the scene showed the officers removing members of the Jewish group from the site.</p>
<p>A police spokesperson said that “a number of visitors were removed from area after not keeping to the guidelines of behavior during the visit,” adding that officers were “questioning the individuals who were removed from the Temple Mount.”</p>
<p>The Temple Mount is the holiest site in Judaism and the third-holiest site in Islam. High-profile visits by Israeli officials and rumors of changes to the status quo have preceded outbursts of violence. Under an arrangement in place since Israel’s victory in the 1967 war, non-Muslims are allowed to visit the site but not pray there.</p>
<p>Jews are allowed to enter during limited hours, with police officers guiding them through a predetermined route and forbidding them from praying, displaying religious symbols or raising the Israeli flag.</p>
<p>Security in Jerusalem has been bolstered ahead of a politically tense week that will see Israel celebrate 51 years of the city’s reunification on Sunday, the US move its embassy to the capital on Monday, and the culmination of over six weeks of protests along the Gaza border, when Palestinians mourn the “catastrophe” of the creation of the Jewish state.</p>

<p>Later on Sunday, thousands of Israelis are expected to take part in the annual Jerusalem Day parade celebrating 51 years since the reunification of the city during the 1967 Six Day War.</p>
<p>The march, in which primarily religious teenagers march through the Old City decked in white and blue, the colors of the Israeli flag, has raised tensions over its route through the Old City’s Muslim Quarter. In previous years, the march has sparked sporadic incidents of violence between Israeli revelers and local Palestinian residents.</p>
<p>This year, as in years past, the left-wing NGO Ir Amim sent a <a href="http://www.ir-amim.org.il/he/node/2211" target="_blank" rel="noopener">letter</a> to authorities requesting that they reroute the march so that it doesn’t go through the Muslim Quarter.</p>
<p>Amid fears that the demonstration could inflame tensions with local Arab residents, a police official told the Ynet news site on Friday that officers would show “zero tolerance for verbal abuse or physical violence” during the event.</p>
<p>He urged revelers to be mindful of the political sensitivities of the march, and to “maintain law and order.”</p>

<p>Thousands of uniformed police and Border Police officers were deployed throughout Jerusalem on Sunday. The officers will secure the perimeter of the US embassy during Monday’s opening, assist in securing the visiting American officials and help direct traffic.</p>
<p>On Sunday, major roads in the city will be blocked between 3 p.m. and 11 p.m. due to Jerusalem Day events. They will include Bar Lev Boulevard and Sultan Suleiman Street around the Old City; Jaffa, Hillel, Bezalel and King George streets near the city center; and Ben Zvi Boulevard, which leads to the city’s main entrance.</p>
<p>Israel is also girding for possible violence during Nakba Day protests, a national day of Palestinian mourning marking the “catastrophe” of Israel’s founding, commemorated every year on May 15. Due to the beginning of the month of Ramadan, protests have been moved up to Monday.</p>
<p>Last week, Hamas’s leader in Gaza Yahya Sinwar said he hoped that hundreds of thousands of Palestinians would breach the border fence from Gaza into Israel during the protests.</p>
<p>In recent Fridays, Palestinian protesters have burned tires along the fence, hurled stones at Israeli troops and flown incendiary kites over dry fields on the Israeli side of the border. Some of the protesters, mainly youths, brandished wire cutters, a popular tool in weekly attempts to cut through the border fence.</p>
<p>According to the Hamas health ministry, 48 Palestinians have been killed since protests and clashes began along the Gaza border on March 30 and hundreds of others have been wounded from gunfire. Israel says it only opens fire when necessary to stop infiltrations, damage to the fence, and attacks.</p>
<p>Israel has repeatedly expressed concern over the possibility of a mass breach of the Gaza fence, in which Palestinians would stream across with terrorists among them, wreaking havoc. Sinwar has vowed in the past that protesters would “breach the borders and pray at Al-Aqsa” mosque on the Temple Mount.</p>

<p class="t-body-text">The <a href="https://www.haaretz.com/misc/tags/gaza-1.5599001">Gaza</a> strip is preparing for confrontation with Israel within the next few days, the London-based Arabic daily Al Hayat reported on Sunday. According to the report, Palestinian factions, <a href="https://www.haaretz.com/misc/tags/hamas-1.5598922">Hamas</a> being chief among them, assess the chances of war with Israel &#8220;at 95 percent&#8221; and assume it could erupt within hours or days.</p>
<p class="t-body-text">Sources that have met with <a href="https://www.haaretz.com/middle-east-news/palestinians/hamas-leader-in-gaza-we-will-neither-disarm-nor-recognize-israel-1.5459160">Yahya Sinwar</a>, Hamas&#8217; political leader in Gaza, say that Palestinian factions believe that Israel will use a training exercise planned on the southern front to open a military operation against Hamas. The report further said that the military wing of Hamas has declared a state of high alert, evacuating sites and headquarters and even deploying road blocks accross the Strip.</p>
<p class="t-body-text">Political and human rights activists in Gaza told Haaretz that the atmosphere in the Strip is very grim in light of the <a href="http://www.haaretz.com/israel-news/.premium-israeli-security-officials-gazan-economy-infrastructure-on-verge-of-collapse-1.5730680">humanitarian crisis</a>, some of which involves the non-implementation of the <a href="http://www.haaretz.com/middle-east-news/palestinians/gaza-hospital-suspends-services-amid-diesel-shortage-1.5770830">reconciliation agreement between Hamas and the Palestinian Authority</a> and mutual recriminations between the PA and Hamas over the freeze in talks.</p>

<p class="t-body-text">Still, it seems the report of an impending military clash within days is exaggerated, and is part of an attempt by Hamas to ratchet up international discussion over the severe humanitarian situation in the Strip and the lack of progress toward reconciliation. It is widely believed that Israel will not initiate war with Hamas without real escalation in the south, such as a surge in rocket fire at southern communities.</p>
<p class="t-body-text">In terms of the wider region, Egypt is not interested in an escalation, considering its continued operations against ISIS in Sinai and its upcoming presidential elections next week.</p>
<p>Political and human rights activists that spoke with Haaretz say that Hamas launching a campaign against Israel remains unlikely at this point.</p>
<p class="t-body-text">A senior delegation of Fatah officials is set to visit the Gaza Strip this week, including members of the movement’s Central Committee. They are to hold meetings with the leadership of Hamas and the other factions. The PA says Hamas has not yet given up control over security or tax collection, while Hamas accuses the PA of shirking its responsibility toward the Gaza Strip. Hamas says that while Hamas has given up administration to the Mahmoud Abbas government, Abbas has not yet instructed that sanctions it imposed about a year ago be lifted.</p>
<p class="t-body-text">Palestinian sources told Al-Hayat that Abbas has presented an alternative plan to that of U.S. President Donlad Trump, which calls for a phased recognition of a Palestinian state within the 1967 borders, with possible exchanges of territory that will allow Israel to annex the large settlements. According to the report, Abbas has conditioned his agreement to phased recognition to agreement on borders, but the White House rejected that proposal and said its plan would be presented for implementation, not negotiation.</p>
<p class="t-body-text">This report has not been confirmed by officials in the PA, and talks are continuing with international officials, particularly Russia, to move ahead on a UN Security Council resolution.</p>

<p>Conditions in the Gaza Strip today resemble those that prevailed before previous rounds of hostilities, above all Operation Protective Edge, and it thus appears that the road to a further round of fighting in Gaza – after over three years of relative quiet – is growing shorter. For over a month, there has been steady rocket and mortar fire from the Gaza Strip toward Israel. Israel&#8217;s response strategy currently appears ineffective, and Hamas, too, finds it hard to stop the shooting. If Israel wishes to avoid escalation, it must find ways to take immediate, forceful action to reduce the humanitarian and economic pressures on the Gaza Strip, without being perceived as relaxing its attitude toward terror, and while strengthening its deterrent power toward Hamas. It is also recommended that Israel enlist Egypt and give it a toolbox that includes significant infrastructure-related and economic rewards, designed to tempt Hamas to make a genuine effort to keep the area calm.</p>
<p>For over a month, and for the first time since the end of Operation Protective Edge in 2014, there has been steady rocket and mortar fire from the Gaza Strip toward Israel. The shooting began in late October 2017 as a reaction by Islamic Jihad to the exposure and destruction of a tunnel, causing the deaths of 14 activists, and increased following the United States recognition of Jerusalem as the capital of Israel. Islamic Jihad has been joined by &#8220;recalcitrant&#8221; factions from the Salafi jihadist stream. Primarily out of internal considerations, and contrary to its conduct in recent years, Hamas did not initially show determination to stop the firing, and thus de facto permitted letting off steam, although it did not abdicate completely, in order to prevent greater escalation. Until last week, Israel had a standard response, guided by the principle that Hamas is the sovereign responsible power and address in the Strip, and must therefore pay the price. The organization&#8217;s command posts, tunneling infrastructure, and positions were attacked in order to propel it to dissuade the Salafi jihadist and Islamic Jihad elements from continuing to shoot.</p>
<p>The familiar Israeli strategy relies on a number of working assumptions. The first is acceptance of Hamas rule in the Strip and its designation as the responsible address for what occurs there, without official recognition of it as a legitimate actor. The second is the need to maintain military, political, and economic pressure on Hamas, in order to deter and weaken it, and to hinder its military growth. Third is the assessment that the basic Israeli deterrence of Hamas since the summer of 2014 is still in force and that Hamas fears escalation. The fourth assumption is that Hamas is currently focused on implementing internal Palestinian reconciliation and promoting its internal and regional legitimacy, and therefore escalation to a military campaign with Israel does not serve its purposes. Finally, Israel has no interest in translating the existing tension into a broad conflict, since it is not seeking a substantial change in the situation in Gaza. At present, its aims with regard to Hamas and the Strip are to stop the fire and achieve calm and stability. In addition, Israel does not wish to be perceived as the party that hinders internal Palestinian reconciliation efforts, which are supported by Egypt and, apparently, the Trump administration.</p>
<p>However, Israel&#8217;s response strategy currently appears ineffective, and Hamas is finding it hard to stop the shooting. The trend toward escalation intensifies in view of the Hamas decision to change the rules of the game in the Palestinian arena, including toward Israel. In recent months, there have been signs of a change in the assumptions underlying Hamas conduct. Since its establishment, the organization has identified itself as bearing the standard of resistance, but at present it is mainly engaged in promoting the reconciliation with Fatah as an opportunity to rid itself of civic responsibility for what happens in the Gaza Strip (although without giving up its military force), and above all the responsibility for preventing &#8220;resistance&#8221; actions by other elements against Israel. But the reconciliation process has encountered difficulties because Palestinian Authority President Mahmoud Abbas has withheld the transfer of the payments promised to Hamas in Gaza, and is also reluctant to take civic responsibility for the Strip. Hamas&#8217;s motivation to stop the firing was weakened further by the popular protests that erupted in the Strip in response to President Trump&#8217;s announcement regarding Jerusalem. Leaders of the organization participated in the demonstrations along the Gaza border, and the incidents resulted in deaths and injuries.</p>
<p>So far, the harm to Hamas from controlled shooting toward border settlements has not increased, particularly while the leadership estimates that Israel will likely retain the familiar response mode. Moreover, the Hamas leadership understands that they are gradually losing the attack tunnel enterprise, which was a strategic advantage for them, thanks to IDF efforts to detect and destroy the tunnels, while constructing a massive underground barrier. At the same time, Hamas finds it hard to launch a high quality attack on Israel from Judea and Samaria, due to the success of efforts by the GSS and IDF to frustrate such attacks, and also due to the difficulty of recruiting activists for an attack while the organization is imposing calm on the Gaza Strip – the area under its control.</p>
<p>Another expression of the change in Hamas’s approach is the participation in shooting by Islamic Jihad, which is under the influence of Tehran and equipped with Iranian weapons, and is the second largest force in the Strip after Hamas. A decisive reason for Hamas&#8217;s unwillingness to restrain the firing by Islamic Jihad is apparently its desire to ensure continued Iranian support, with money and arms. Last year, Yahya Sinwar, leader of Hamas in Gaza, was able to halt Islamic Jihad’s rocket fire. Therefore, it appears that the considerations today are different. Sinwar even announced that the Hamas and Islamic Jihad military arms had received a call from Qassem Sulimani, head of the Iranian Revolutionary Guard Corps Quds Force, telling them that &#8220;Iran will send all the assistance necessary to defend Jerusalem.&#8221;</p>
<p>In fact, conditions in the Gaza Strip today resemble those that prevailed before previous rounds of hostilities, above all Operation Protective Edge. The worsening infrastructure crisis (electricity is supplied for a few hours each day – in spite of the removal of sanctions by Mahmoud Abbas over payment to Israel for electricity, the shortage of drinking water, defective treatment of sewage) is joined by a wave of layoffs in the private sector, a significant rise in the number of small and medium traders going bankrupt, and severe damage to the liquidity of banks and commercial institutions. Hamas&#8217;s own economic hardships are also apparent: the last salary payment to its employees, equal to 40 percent of the normal wage, was transferred last October.</p>
<p>Against this background, the frequency and extent of incidents and warnings is increasing, in the pattern of action-reaction between Israel and Hamas, and the risks of escalation are becoming more severe. Escalation has its own dynamics, even when the interests of both sides are to avoid a conflict. Israel&#8217;s strategic problem is that on the one hand, it is not prepared to let the shootings become part of the normal routine for the communities around the Strip, and on the other hand, it wants to avoid a broad confrontation in Gaza, assuming that it would probably have to conquer the whole Strip, prompted by the desire to correct the failings of the previous confrontation. In addition, Defense Minister Avigdor Liberman has declared that the next round of fighting in Gaza must be the last for Hamas: &#8220;To go in with full force and not to stop until the other side waves a white flag and cries ‘enough.’&#8221; Apart from the cost of the fighting, taking control of Gaza will impose heavy costs on Israel: direct rule of about two million Palestinians; exacerbation of Israel&#8217;s demographic problem; the economic and humanitarian burden; the need to deploy IDF forces in the area for a long period; and heavy political costs.</p>
<p>In tandem, escalation has the potential of causing heavy damage to Hamas, particularly ending its control of Gaza. Even Egypt could suffer, and therefore Cairo is trying to restrain Hamas as well as Israel, and to revive the reconciliation process between Hamas and Fatah. However, Egyptian enthusiasm has waned in view of the growing difficulty of regulating relations between the rival Palestinian camps, and in view of the receding option of a political initiative between Israel and the Palestinian Authority mediated by the Trump administration. It appears therefore that the road to a further round of fighting in Gaza – after over three years of relative quiet – is growing shorter. Evidence of this was the change in the format of the Israeli response following the shooting by Islamic Jihad. On the night of January 4, 2018, Israel struck an Islamic Jihad tunnel. Attacking Islamic Jihad infrastructures and tunnels means removing responsibility from Hamas, and implies recognition of its inability to control the situation as the sovereign power in the region.</p>
<p>If Israel wishes to avoid escalation, it must find ways to take immediate, forceful action to reduce the humanitarian and economic pressures on the Gaza Strip, without being perceived as relaxing its attitude toward terror, and while strengthening its deterrent power toward Hamas. It has a number of options:</p>
<p>a. Israel can transfer a message to Hamas that it is prepared to delay its response for a defined time, to enable Hamas to restrain the elements responsible for the shooting and to cut off the chain of action-reaction, while clarifying that if Hamas does not show determination to stop the shooting, the response will be severe.</p>
<p>b. It can intensify the military response in order to cause serious damage to Hamas, such as a daytime attack on a manned Hamas installation or other valuable assets, in order to impel it to change its patterns of action. There is a reasonable chance that a response of this kind, as distinct from targeted killing on senior members of the organization, will not yet lead to a broader military confrontation.</p>
<p>c. Israel can challenge Hamas at the political dimension, by public recognition of it as the main source of power and the address for responsibility in the Strip. In return for quiet and stability, Hamas will be offered essential aid that is denied by the Palestinian Authority, particularly electricity and water. A supply route can be established from Ashdod Port to the Strip, and workers will be allowed to enter Israel to work in areas around Gaza. The significance of such a move, which would reflect a substantive change in Israeli policy toward Hamas and Gaza, is the acceptance of a semi-political hostile, armed, and not demilitarized entity in the Strip, and an end to the option of initiating a political process in the near future, due to the tension that such a change of direction would cause between Israel and the Palestinian Authority.</p>
<p>d. Another option, which is preferred and recommended, is to enlist Egypt to mediate. Israel must give Cairo a toolbox that will include significant infrastructure-related and economic rewards, designed to tempt Hamas to make a genuine effort to keep the area calm. If Hamas refuses to cooperate with the Egyptian offer, a harsh attack on it will become more legitimate. To make this offer more attractive, Israel must show that it is prepared for the possibility of a military confrontation that could lead to the conquest of the Gaza Strip. It is estimated that a demonstration of such readiness would help calm the situation, at least in the short term, and even encourage the continuation of the internal Palestinian reconciliation processes. Even if this process does not succeed, Israel will not be perceived as responsible for the failure. Involving Egypt in the efforts to restore calm will serve the Egyptian interest of remaining an important element in Palestinian affairs and being an asset for the US administration in promoting the peace process, and will thus help block the influence of Iran, Turkey, and Qatar in the Gaza Strip.</p>
