<p class="gnt_ar_b_p">Among the dead were <a class="gnt_ar_b_a" href="https://www.usatoday.com/news/weather/" data-t-l=":b|e|k|⚑u">at least 27 children and counselors from Camp Mystic</a>, a beloved all-girls summer camp in Kerr County, where the worst of the flooding broke out. At least 10 girls and one counselor remain missing, Kerr County Sheriff Larry Leitha said at a news conference Monday.</p>
<p class="gnt_ar_b_p">&#8220;Texas is grieving right now. The pain, the shock of what has transpired these last few days has broken the heart of our state,&#8221; said Sen. Ted Cruz, R-Texas. 										<content:encoded><![CDATA[<p><span class="story_dl">Oct. 31 (UPI) &#8212;</span> Rescue efforts were continuing Thursday in eastern Spain after more than a year&#8217;s worth of rainfall fell in eight hours, triggering flash flooding that killed at least 158 people, destroyed roads, bridges and cut power and left some areas cut off from the outside world.</p>
<p>The number of confirmed deaths climbed from 95 to at least 158 Thursday, as authorities continued to make grizzly discoveries, including multiple people trapped inside vehicles and buried by mud and debris, Spanish Transport Minister Óscar Puente <a href="https://www.nbcnews.com/news/world/photos-flash-floods-spain-valencia-rcna178174" target="_blank" rel="noopener">told reporters.</a></p>
<p>Authorities said 92 of the deaths were in Valencia Province on the eastern coast, two in neighboring Castilla La Mancha and one in Malaga Province on the southern coast but with many areas <a href="https://www.bbc.co.uk/news/live/ckmgmdxg254t" target="_blank" rel="noopener">only accessible by helicopter</a> and an unknown number of people unaccounted for there were fears the death toll could rise.</p>

										<content:encoded><![CDATA[<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">KABUL (Reuters) &#8211; Rescuers in Afghanistan continued to search amidst mud and rubble for missing people on Saturday after flash flooding this week killed around 160 people and washed away homes across the country, officials said.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Thirteen provinces, mostly in the country’s north, had been affected by floods, according to the Ministry for Disaster Management.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">In Parwan, just north of the capital Kabul, 116 people had been killed and more than 120 injured, with 15 people still missing, national and local officials said.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">“Rescue teams are still in the area and searching for the missing bodies,” said Wahida Shahkar, a spokeswoman for Parwan’s governor.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Flash flooding hit Parwan early on Wednesday, washing away homes and buildings. Local police spokesman Salim Noori said that the community in the worst-affected areas were mostly farmers and informal workers who were already struggling financially and that police were appealing for donations of blood for the many injured.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">The Ministry of Defence said that Afghan security forces were assisting in recovery efforts and distributing aid. The forces have also been dealing with rising violence from the insurgent Taliban as the start of peace talks in Doha hit delays.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">NATO said that its forces were also supporting the Afghan military and had flown food, water and blankets to the area earlier in the week.</p>

<p>KABUL: The ministry of state in natural disaster management said that the lives of over seven million people are in danger due to fatal floods flashed across the country last month as the level of rainfall has been in high summation.</p>
<p>Ahmad Tamim Azimi, spokesman for the ministry said more than one million people estimated to be more vulnerable that need immediate aids and assistants.</p>
<p>“We have categorized the seven million flood-affected people,” he said. “The first category is 1,029,000 people, who need immediate aids, the second category is three million people and the third one is 300,000.”</p>
<p>To avoid the flaw of flood in residential areas, the ministry has a plan to build river banks, canals and stone walls around the rivers in five rainy zones in different provinces.</p>
<p>The floods flaw has claim the lives of 56 people and wounded around 31 others in past one month, according to Azimi. “Over 598 homes have been fully damaged and around 3,076 other houses partially damaged.” The damages included 38 mosques.</p>
<p>Afghanistan is one of the mountainous countries, where the flaw of floods is often usual as many parts of the country have a rainy climate. Some residents had spurned the government with criticisms for its negligence to pay enough efforts to fight the natural disaster across the country.</p>

<p>The ongoing rains have killed at least 100 people since last month, authorities have said.</p>
<p>Most of the victims lost their lives in landslides, while others drowned in swollen rivers and flash floods.</p>
<p>On Monday, more bodies were recovered from cold mud in West Pokot where a landslide on Saturday buried parts of Tamkal and Nyarkulian villages.</p>
<p>Area Senator Samuel Poghisio said at least 56 people died, while Governor John Lonyangapuo said 43 people were killed in the disaster.</p>
<p>In a press conference in Nairobi on Monday, Interior Cabinet Secretary Fred Matiang&#8217;i said the national government would verify the numbers.</p>
<p>In Kajiado, five members of a family died on Monday morning after their car was swept off as they crossed a flooded Ng’tataek bridge between Namanga and Bissil.</p>
<p>Kajiado Central sub-county police commander Daudi Ole Lornyokwe said the victims included a woman, her two children, and two men.</p>
<p>The deaths bring to more than 100 people killed since the short rains began last month.</p>
<p>Earlier this month, the UN Office for Coordination of Humanitarian Affairs, citing figures from the Kenya Red Cross Society, said the rains had killed at least 48 people by November 8.</p>
<p>Matiang&#8217;i asked those living in low-lying areas in Murang&#8217;a Kiambu, Nyeri and Taita Taveta counties to take precaution because those places were prone to mudslides.</p>
<p>&#8220;We are urging people to move to safe grounds. Of course, it&#8217;s uncomfortable. But at this time we&#8217;d rather they feel funny but safe,&#8221; Matiang&#8217;i told reporters during a press conference at Wilson Airport.</p>
<p>He was accompanied by Devolution CS Eugene Wamalwa and Inspector General of Police Hilary Mutyambai.</p>
<p>Matiang&#8217;i said they were forced to turn back mid-air on their way to West Pokot.</p>
<p>He said they were traveling in two police helicopters but the pilots were advised the weather was too risky.</p>
<p>&#8220;We were forced to land in Eldoret. We had left Nairobi at 8 am but in Eldoret we were told it gets even worse in the afternoon. But we will try again tomorrow (Tuesday) morning,&#8221; he said.</p>
<p>Matiang&#8217;i said the Meteorological Department has warned the ongoing rains will continue until mid-December.</p>
<p>&#8220;Because of technology, these warnings are highly reliable and should not be ignored,&#8221; the CS said.</p>
<p>Mutyambai said police in North Rift had joined efforts to distribute food and non-food items like blankets and mattresses to victims in West Pokot.</p>
<p>&#8220;All county commissioners and police commissioners are on alert,&#8221; he said.</p>
<p>The heavy downpour has been attributed to the unusual warming of the Indian Ocean.</p>
<p>The phenomenon, called the Indian Ocean Dipole, happens nearly every 10 years, unleashing destructive rains and flooding across East Africa.</p>
<p>More than one million people have been displaced in Kenya, Somalia, South Sudan, Ethiopia, and Tanzania &#8211; but scientists say more misery is coming.</p>
<p>The Indian Ocean dipole, sometimes called the Indian El Niño, is an irregular change in the sea temperature in the western (near Kenya&#8217;s coast) and eastern (closer to Australia) areas of the Indian Ocean.</p>
<p>When the ocean around East Africa is far warmer than usual, there is higher evaporation and moist air flowing inwards into East African countries as heavy rains.</p>
<p>Scientists say this year the strength of the dipole is of a magnitude not seen in years, perhaps even decades.</p>

<p><strong>KARACHI, Pakistan </strong><strong>/ New Delhi </strong></p>
<p>Torrential rains followed by flash floods have claimed scores of lives across India and Pakistan, officials and local media said Wednesday.</p>
<p>Thunderstorms in northern, central and western Indian states late on Tuesday have killed at least 33 people, local media reported.</p>
<p>The most affected state was Madhya Pradesh from where 16 deaths were reported, Chief Minister Kamal Nath confirmed.</p>
<p>Indian Prime Minister Narendra Modi expressed his anguish over the loss of lives due to unseasonal rains.</p>
<p>&#8220;Authorities are monitoring the situation very closely. All possible assistance is being given to those affected,&#8221; he tweeted.</p>
<p>In neighboring Pakistan, rains followed by flash floods have killed 39 and injured dozens in the last two days, officials and local media reported on Wednesday.</p>
<p>According to the National Disaster Management Authority, a state-run agency that coordinates between different relief and rescue organizations, most of the deaths have been reported from northwestern Khyber Pakhtunkhwa (KP) and southwestern Balochistan provinces.</p>
<p>Also, some 80 houses have been completely or partially damaged in the two provinces, the authority said.</p>
<p>Heavy rains caused flash floods in parts of KP and Balochistan forcing hundreds of residents to move to safer places, while several cities of northeastern Punjab province also received heavy downpour, local broadcaster Geo News reported.</p>
<p>Footage aired on television showed several vehicles trapped in waist-deep water as rescue workers backed by army troops help them in parts of Balochistan.</p>
<p>The unseasonal rains flanked by gusty winds also downed trees, electricity poles and signboards in several cities apart from causing damage to standing crop of wheat, mainly in Punjab.</p>
<p>Most of deaths were due to roof collapse and electrocution.</p>
<p>The Met Offices of both countries have forecast more rains in the next 24 to 48 hours as the region is under the grip of a westerly cycle of thunderstorms and gusty winds.</p>
