										<content:encoded><![CDATA[<p>Campaigning for next month&#8217;s parliamentary election begins in Venezuela on Tuesday with President Nicolas Maduro looking to take back control of the National Assembly, whose speaker and opposition leader Juan Guaido is demanding a boycott.</p>
<p>Guaido has already denounced the December 6 election as a &#8220;fraud&#8221; while the United States, European Union, and Organization of American States (OAS) have all voiced their concerns.</p>
<p>The opposition leader&#8217;s main gripe is that Venezuela&#8217;s regime-loyalist Supreme Court-appointed officials to the top electoral body ahead of the vote when that role should be performed by parliament.</p>
<p>The National Assembly is the only government branch in opposition hands, but it has been left impotent since 2017 when the Supreme Court declared it in contempt and subsequently annulled its every decision.</p>
<p>Nevertheless, Maduro is desperate to reclaim control of it.</p>
<p>&#8220;Here we don&#8217;t elect Donald Trump, (Jair) Bolsonaro or (Ivan) Duque,&#8221; socialist Maduro said on Sunday, alluding to the right-wing leaders of the US, Brazil, and Colombia.</p>
<p>Maduro is no stranger to being accused of fraud over an election. The opposition rejected his 2018 re-election and declared him a &#8220;usurper.&#8221;</p>
<p>That led to Guaido proclaiming himself acting president in January 2019 in a direct challenge to Maduro&#8217;s authority &#8212; a move that quickly garnered support from about 60 countries.</p>
<p>But &#8220;Maduro doesn&#8217;t seem to care much about legitimacy,&#8221; Michael Shifter, president of the Inter-American Dialogue think tank, told AFP.</p>
<p>Taking back control of the legislature would allow him to &#8220;consolidate a hegemonic authoritarian regime, with Guaido no longer as a relevant player.&#8221;</p>
<p>&#8211; Little hope for change &#8211;</p>
<p>The planned boycott by Guaido and other main opposition parties leaves the way open for Maduro&#8217;s United Socialist Party of Venezuela (PSUV) to win a parliamentary majority.</p>
<p>In an attempt to minimize the impact of the boycott, the National Electoral Council announced that more than 14,000 candidates representing 107 parties are standing for the 277 seats.</p>
<p>But the list even includes Guaido&#8217;s Popular Will party amongst others to have announced they would boycott the vote.</p>
<p>Maduro &#8220;is entrenched, protected by force and the powers he controls,&#8221; political scientist Luis Salamanca told AFP, referring to support the president receives from the armed forces.</p>
<p>Luis Vicente Leon, director at pollsters Datanalisis, believes there will be high levels of abstention among the 20.7 million voters in the country of 30 million.</p>
<p>But &#8220;the unresolved problem is what to do after abstaining,&#8221; added Leon, who said on Twitter that the chance of an opposition boycott leading to political change &#8220;is not very promising.&#8221;</p>
<p>Despite almost two years of pressure from Guaido and increasing sanctions against government figures and the state oil company PDVSA, Maduro has held onto power.</p>
<p>&#8211; Last roll of the dice &#8211;</p>
<p>Guaido, whose popularity has fallen dramatically since his bold move in January 2019, says he will hold his own vote between December 5-12 without the electoral council, although he hasn&#8217;t said how.</p>
<p>His vote would ask Venezuelans whether or not they would support &#8220;all national and international pressure mechanisms&#8221; to ensure &#8220;free presidential and parliamentary elections&#8221; and whether they reject the December 6 vote.</p>
<p>Guaido&#8217;s intention is that if the legislative election is invalidated then the current make-up of the National Assembly, with its opposition majority, would remain in place.</p>
<p>But Salamanca doubts this will maintain allow Guaido to retain his influence.</p>
<p>&#8220;He needs to offer other initiatives to stay afloat. I don&#8217;t think the poll will help.&#8221;</p>
<p>A similar move in 2017 saw the opposition claim to have gathered 7.6 million votes in rejection of the Constituent Assembly &#8212; a body made up entirely of regime loyalists that was effectively created to replace the legitimate parliament&#8217;s functions.</p>
<p>But &#8220;today, Venezuelans are disillusioned with Guaido because he failed to deliver on his promise of regime change,&#8221; said Shifter.</p>
<p>&#8220;Expectations of a political transition under his leadership are very low.&#8221;</p>
<p>What&#8217;s more, &#8220;Guido will lose formal legitimacy as president of the National Assembly in January, when Maduro consolidates total power.&#8221;</p>
<p>It will also leave those governments that backed Guaido with &#8220;a very tricky and complicated problem.&#8221;</p>
<p>They &#8220;will not want to abandon Guaido &#8230; but may eventually be forced to recalibrate, depending on how the realities on the ground evolve.&#8221;</p>

<p class="speakable"><a class="InternalLink" href="https://www.aljazeera.com/news/2019/01/venezuela-crisis-latest-updates-190123205835912.html">Venezuela</a> is bracing for another day of nationwide protests following the arrest of Edgar Zambrano, a deputy speaker, and vice president of the opposition-majority National Assembly.</p>
<p class="speakable">&#8220;This Saturday we will return to the streets to defend our National Assembly,&#8221; opposition leader <a class="InternalLink" href="https://www.aljazeera.com/topics/people/juan-guaido.html">Juan Guaido</a> wrote on Twitter.</p>
<p class="speakable">&#8220;We will go out [to defend] our brave deputies that are giving it all for a country that will continue mobilising until freedom is achieved,&#8221; he added.</p>
<p>Zambrano is being held in preventive detention for &#8220;the flagrant commission of the crimes of treason, conspiracy and civil rebellion,&#8221; the Supreme Court said in a statement announcing the verdict of a lower court.</p>
<p>The deputy was arrested by Maduro&#8217;s SEBIN intelligence service on Wednesday for supporting the revolt organised by US-backed Guaido.</p>

<p>Earlier last week, Guaido tried to spark a<a class="InternalLink" href="https://www.aljazeera.com/news/2019/05/venezuela-top-court-targets-opposition-leaders-190507182946139.html"> military uprising</a> to overthrow President<a class="InternalLink" href="https://www.aljazeera.com/topics/people/nicolas-maduro.html"> Nicolas Maduro</a>, but there were no widespread defections among soldiers and the plan fizzled out.</p>
<p>Maduro denounced it as a coup attempt.</p>
<p>Maduro also accused his sacked intelligence chief of being a CIA &#8220;mole&#8221; and the architect of the failed move.</p>
<p>He said General Cristopher Figuera was &#8220;the one who orchestrated the coup d&#8217;etat&#8221; by contacting a group of around 30 members of the armed forces who joined Guaido&#8217;s mass demonstration.</p>
<p>&#8220;He was captured by the CIA a year ago and was working as a traitor, mole and infiltrator,&#8221; Maduro said of Figuera, whose defection to the opposition saw him rewarded earlier this week by the US, which removed him from its sanctions list.</p>
<p>Zambrano is one of 10 charged by the Supreme Court for participating in the April 30 uprising.</p>
<p>He was transferred to the Caracas headquarters of the military police, Fort Tiuna, the court said.</p>
<p>&#8220;He was kidnapped by this government and taken illegally,&#8221; Soley Zambrano, the deputy&#8217;s daughter, told Al Jazeera.</p>
<p>&#8220;They talk about treason? He has been defending democracy in Venezuela because the National Assembly is the only democratic institution left in Venezuela,&#8221; she added.</p>
<h2>Move against Guaido</h2>
<p>One of the other charged politicians, Luis Florido, announced in a video on Friday that he had fled to neighbouring Colombia, &#8220;sheltered from a regime that is willing to imprison deputies,&#8221; he said.</p>
<p>Three others &#8211; Richard Blanco, Mariela Magallanes and Americo De Grazia &#8211; have sought refuge in the Argentine and Italian embassies in Caracas.</p>
<p>Zambrano&#8217;s lawyer Lilia Camejo denounced the procedure under which Zambrano, a civilian, was sent to a military prison, and said his rights had been violated.</p>
<p>&#8220;From the moment of the arrest, they have violated the deputy&#8217;s rights. We did not have access to the file, nor could we be appointed in his defence,&#8221; Camejo told reporters.</p>
<p>Guaido said on Thursday the arrests were part of a bid by Maduro to dismantle the National Assembly legislature, Venezuela&#8217;s sole opposition-controlled institution but one which had already been rendered powerless by the pro-Maduro Supreme Court.</p>
<p>&#8220;If we can talk about a coup d&#8217;etat in Venezuela, here it is; the dismantling of the national parliament,&#8221; Guaido told a news conference, accusing Maduro&#8217;s regime of &#8220;state terrorism&#8221;.</p>
<p>The increase in regime repression &#8220;may be a precursor&#8221; to targeting Guaido himself, said Latin American analyst Risa Grais-Targow of Eurasia Group.</p>
<p>&#8220;Zambrano&#8217;s arrest may be a test to gauge the response of the international community before it moves against Guaido.&#8221;</p>
<p>His arrest on Wednesday night was dramatic. The politician commented on events live on Twitter as they unfolded.</p>
<p>The 64-year-old&#8217;s car was surrounded outside his Democratic Action Party&#8217;s headquarters before it was towed, with him still inside, to the notorious Helicoide prison inside SEBIN headquarters.</p>

<p>The dramatic events come after Guaido, alongside detained activist Leopoldo Lopez, called for a military uprising Tuesday morning in his boldest action to oust socialist leader <a href="https://www.foxnews.com/world/venezuelas-maduro-breaks-diplomatic-ties-with-us-amid-protests-what-to-know-about-the-socialist-leader" target="_blank" rel="noopener noreferrer">Nicolas Maduro.</a></p>
<p>“The armed forces have taken the right decision,” Guaido said earlier Tuesday. “With the support of the Venezuelan people and the backing of our constitution, they are on the right side of history.”</p>
<p>He added: “The moment is now.”</p>

<p>The 35-year-old leader of the opposition-led National Assembly and a small contingent of heavily armed soldiers appeared in an early morning video promoting the “final phase” of his putsch to oust Maduro.</p>
<p><a href="https://www.foxnews.com/politics/pence-venezuela-protesters-maduro" target="_blank" rel="noopener noreferrer">The United States,</a> which has supported Guaido’s claim as interim president of Venezuela, offered its support of the opposition and its supporters.</p>
<p>“To Juan Guaido, the National Assembly and all the freedom-loving people of Venezuela who are taking to the streets today in #operacionlibertad—Estamos con ustedes! We are with you! America will stand with you until freedom &amp; democracy are restored. Vayan con dios!” Vice President Mike Pence wrote on Twitter.</p>
<p>White House press secretary <a href="https://www.foxnews.com/category/person/sarah-sanders" target="_blank" rel="noopener noreferrer">Sarah Sanders</a> said that President Trump had been briefed on the ongoing situation in Venezuela and they were monitoring.</p>
<p>Meanwhile, Secretary of State <a href="https://insider.foxnews.com/tag/mike-pompeo" target="_blank" rel="noopener noreferrer">Mike Pompeo</a> said that the U.S. fully supports the “Venezuelan people in their quest for freedom and democracy.”</p>
<p>“Democracy cannot be defeated,” he added.</p>

<p>Troops loyal to Maduro sporadically fired tear gas from inside the adjacent Carlota air base. A crowd that quickly swelled to a few thousand scurried for cover, with a smaller group of masked youths reassembling outside the air base&#8217;s gates where they lobbed rocks and other heavy objects.</p>
<p>&#8220;It&#8217;s now or never,&#8221; said one of the young rebellious soldiers, his face covered in the blue bandanna worn by the few dozen soldiers who stood alongside Guaidó and Lopez.</p>
<p>Maduro tried to project an image of strength, saying he had spoken to several regional military commanders who reaffirmed their loyalty to his socialist revolution.</p>
<p>&#8220;Nerves of steel!,&#8221; he said in a message posted on Twitter.</p>

<p>Defense Minister Vladimir Padrino on rejected what he called an attempt by a &#8220;subversive movement&#8221; to generate &#8220;panic and terror.&#8221; He later said that the &#8220;acts of violence&#8221; by some members of the armed forces had been &#8220;partly defeated&#8221; and that the military&#8217;s top ranks remained &#8220;loyal to the constitution.&#8221;</p>

<p>He was flanked by other security forces as he described Tuesday&#8217;s rebellion as small and insignificant. He said that the armed forces reject &#8220;this new aggression&#8221; by the U.S.-backed opposition.</p>
<p>&#8220;A mediocre coup d&#8217;etat attempt has failed,&#8221; he said.</p>
<p>Anti-Maduro protests are planned for Wednesday, including what Guaido has said will be “the largest march in Venezuela’s history,” part of what he calls the “definitive phase” of his effort to take office in order to call fresh elections.</p>

<p>Meanwhile, socialist party chief Diosdado Cabello said most of Caracas was calm and called on government supporters to amass at the presidential palace to defend Maduro.</p>
<p>&#8220;We&#8217;re going to Miraflores palace to defend the revolution, to defend Nicolas and to defend the legacy of Hugo Chavez,&#8221; Cabello said in a phone call to state TV.</p>

<p>About a dozen government supporters, some of them brandishing firearms, gathered at the presidential palace, answering the call by Cabello to defend Maduro.</p>
<p>&#8220;It&#8217;s time to defend the revolution with arms,&#8221; Valentin Santana, head of a militant group, said in a video posted on social media as he brandished an automatic rifle.</p>

<p>Meanwhile, Guaidó said the troops who had taken to the streets were protecting Venezuela&#8217;s constitution. He said that in the coming hours he would release a list of top commanders supporting the uprising.</p>
<p>&#8220;The armed forces have taken the right decision,&#8221; said Guaidó. &#8220;With the support of the Venezuelan people and the backing of our constitution, they are on the right side of history.&#8221;</p>

<p>As the events unfolded in Caracas, governments from around the world expressed a mix of support for Guaido, while reiterating calls to voice violent confrontation.</p>
<p>National Security Advisor John Bolton said that the Venezuelan military has a choice to make: embrace democracy or &#8220;face more man-made suffering and isolation.&#8221;</p>
<p>&#8220;Venezuelans have made clear that the current path toward democracy is irreversible,&#8221; he said on Twitter.</p>
<p>However, the spokeswoman&#8217;s for Spain&#8217;s acting government said it did not support any military coup in Venezuela, even though it still considered Guaido the country&#8217;s legitimate leader.</p>
<p>&#8220;We hope with all of our strength that there is no bloodshed. We support a peaceful democratic process in Venezuela. We support the immediate holding of an election for a new president,&#8221; Isabel Celaá said on Tuesday during a weekly routine press briefing.</p>

<p>President Vladimir Putin is said to be paying &#8220;significant&#8221; attention to the reports about &#8220;a coup attempt in that country,&#8221; Kremlin spokesman Dmitry Peskov was quoted as saying by Russian news agencies.</p>
<p>Elsewhere, Bolivian President Evo Morales issued a call via Twitter Tuesday urging Latin American governments &#8220;to condemn the coup d&#8217;etat in Venezuela and keep the violence from claiming innocent lives.&#8221; He blamed the U.S. for &#8220;provoking violence and death in Venezuela.&#8221;</p>
<p>Cuban Foreign Minister Bruno Rodríguez also sent a tweet backing Maduro and calling on the U.S. to &#8220;halt aggressions against the peace.&#8221;</p>

<p>Guaido, the leader of Venezuela&#8217;s opposition-controlled National Assembly, invoked the constitution to assume an interim presidency in January, triggering a power struggle with Maduro. He has the support from about 50 countries, including the United States and several European nations, who have <a href="https://www.foxnews.com/world/unrest-unfolds-in-venezuela-as-trump-mulls-proposition-to-name-opposition-leader-as-legitimate-president" target="_blank" rel="noopener noreferrer">disavowed Maduro’s presidency.</a></p>
<p>Meanwhile, Maduro, who is backed by Russia and China, calls Guaido a U.S.-backed puppet who seeks to oust him in a coup. He has appeared to retain control of state institutions and the loyalty of senior military officers.</p>
<p>The Venezuelan government has arrested Guaido&#8217;s top aide, stripped the opposition leader of his parliamentary immunity and opened multiple probes against him. He has also barred him from leaving the country &#8211; a ban that Guaido openly violated earlier this year when he traveled to several Latin American countries seeking foreign support.</p>
<p>Home to the world’s largest oil reserves, Venezuela was for decades an economic leader in the western hemisphere and, despite a massive gap between rich and poor, was a major destination for neighboring Colombians and other Latin Americans fleeing their less prosperous and more troubled homelands.</p>
<p>But in 1999 with the rise to power of late leader Hugo Chávez – whose social and economic reforms initially endeared him to the poor but also set up an unsustainable system of state spending – Venezuela’s economy began to creep toward a crisis.</p>
