<p><strong>In a highly hostile rant, Saudi King Salman bin Abdulaziz Al Saud has called on Persian Gulf Cooperation Council (GCC) countries to “confront” Iran, blaming Tehran for what he called “aggressive actions” that endanger regional peace.</strong></p>
<p>“Our region today is passing through circumstances and challenges that require concerted efforts to confront them as the Iranian regime continues its aggressive actions that threaten security and stability,” the monarch said during the 40th GCC summit in Riyadh.</p>
<p>Echoing the rhetoric of Saudi Arabia’s allies, Israel and the United States, King Salman accused Iran of “deception” over its nuclear program, urging the world community to address the Islamic Republic’s nuclear activities as well as its conventional missile program.</p>

<p>Riyadh and Tel Aviv are among the few staunch critics of a UN-endorsed nuclear deal signed in 2015 between Tehran and the five permanent members of the UN Security Council.</p>
<p>Amid an intense lobbying campaign by the pair, the US abandoned the deal in May 2018 in defiance of UN Security Council Resolution 2231 and many reports by the world body’s nuclear watchdog confirming the peaceful nature of Iran’s nuclear work and Tehran’s full compliance with that deal.</p>
<p>Backed by its vassal states in the region, the US has since been attempting to militarize the Middle East’s key waterways under the pretext of confronting what it calls Iranian “threats” to regional peace.</p>
<p>Washington and its allies have blamed Tehran for a number of attacks on oil tankers in regional waters, with the US launching a push to create an international coalition of allies under the guise of protecting the shipping lines of the Persian Gulf.</p>
<p>Iran rejects the claims and says those assaults were false-flag operations meant to frame the Islamic Republic.</p>
<p>Iran has repeatedly said it is ready to settle its differences with Saudi Arabia through dialog. It has also drawn up an initiative dubbed — <a href="https://www.presstv.com/Detail/2019/09/25/607100/Iran-Rouhani-United-States-Peace-Initiative-Hormuz-Strait-Persian-Gulf-tanker-attack-UN-General-Assembly">Hormuz Peace Endeavor (HOPE)</a> — aimed at boosting collective neighborly efforts to safeguard the region free from foreign interference.</p>
<p>Not all of the GCC countries, however, have adopted Riyadh’s aggressive stance towards Tehran.</p>
<p><strong>Rulers of Oman, UAE, Qatar absent from GCC forum</strong></p>
<p>This year’s summit of the GCC — comprised of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE — was originally scheduled to be held in the United Arab Emirates. It was, however, relocated to Saudi Arabia without any announced reason.</p>
<p>Tuesday’s summit was held in the absence of half of the GCC’s top leaders.</p>
<p>Oman’s Sultan Sayyid Qaboos bin Said Al Said did not take part in the summit, citing a treatment trip conflicting with the summit schedule. He was represented by Oman’s deputy prime minister Sayed Fahd bin Mahmud al-Said instead.</p>
<p>The UAE’s Sheikh Khalifa bin Zayed Al Nahyan also did not join the meeting. He was replaced by Sheikh Mohammed bin Rashid Al Maktoum, vice president of the UAE and ruler of Dubai.</p>

<p><a href="https://www.presstv.com/Detail/2019/07/30/602265/Iran-UAE-maritime-security-meeting-Tehran" target="_blank" rel="noopener noreferrer">Iranian and Emirati officials have agreed to bolster bilateral maritime security cooperation during a meeting in Tehran.</a></p>

<p>Qatar’s Emir Sheikh Tamim bin Hamad Al-Thani also <a href="https://www.presstv.com/Detail/2019/12/10/613293/Qatar-Saudi-Arabia-GCC-Riyadh">turned down</a> the Saudi monarch’s invitation for the event. He was instead represented by Prime Minister Abdullah bin Nasser bin Khalifa Al Thani.</p>

<p>Relations between Riyadh and Doha have been mired by a 30-month diplomatic dispute.</p>
<p>Saudi Arabia — joined by Egypt, Bahrain, and the United Arab Emirates — imposed a land, naval and air blockade on import-dependent Qatar in June 2017, accusing Doha of supporting terrorism.</p>
<p>The Saudi-led bloc presented Qatar with a list of demands to meet in exchange for normalization, including severing ties with Iran and closing a Turkish military base. Doha, however, has refused to comply with the demands and has stressed that it will not abandon its independent foreign policy.</p>
<p><strong>No progress on rift with Qatar</strong></p>
<p>Despite earlier speculation about a possible thaw in Saudi relations with Qatar in the course of the GCC summit, Tuesday’s summit kept mum on the diplomatic standoff with Doha and came to an end with no progress on the issue.</p>
<p>This is while Qatar had said last week that attempts to defuse tensions between the two countries had “moved from stalemate to progress.”</p>
<p><strong>GCC closes summit with anti-Iran communiqué</strong></p>
<p>Like previous GCC summits, the event’s closing statement on Tuesday repeated a number of accusations, which the US and its allies regularly level against Iran.</p>
<p>The statement accused Iran of “continued failure to fulfill its obligations” under the 2015 nuclear accord — named the Joint Comprehensive Plan of Action (JCPOA).</p>
<p>It was referring to the counter-measures Tehran has been taking based on its legal rights under the JCPOA in response to the US withdrawal and re-imposition of sanctions.</p>
<p>Tehran began stepping away from the deal in May under the supervision of the International Atomic Energy Agency (IAEA), a year after the European co-signatories failed to live up to their end of the bargain under US pressure.</p>
<p>The GCC also blamed Iran for inciting “sectarianism” and “terrorism” in the region and interfering in the affairs of its member states.</p>
<p>Among other accusations, the communiqué accused Iran of involvement in a Yemeni attack on Saudi oil facilities in September.</p>
<p>The Yemeni attack, which came in response to Riyadh’s ongoing aggression, temporarily halted half of the oil-rich kingdom’s oil production.</p>
<p>Iran has vehemently denied Washington and Riyadh’s accusations of orchestrating the attack while expressing support for the Yemeni people and their right to self-defense.</p>

<p>The GCC’s Tuesday statement also repeated allegations regarding the UAE’s territorial claims over three strategically-positioned islands in the Persian Gulf, the Greater Tunb, the Lesser Tunb and Abu Musa.</p>

<p>The United States urged the European Union on Monday to apply sanctions targeting Iran&#8217;s ballistic missile program, calling it a &#8220;grave and escalating threat.&#8221;</p>
<p>Over the weekend, US Secretary of State Mike Pompeo charged that Iran tested a medium-range missile capable of carrying multiple warheads and striking parts of Europe and the entire Middle East.</p>
<p>He said the test violated UN Security Council Resolution 2231, which endorsed the Iran nuclear deal signed by world powers with the Islamic republic.</p>
<p>“As we have been warning for some time, Iran’s missile testing and missile proliferation is growing. We are accumulating risk of escalation in the region if we fail to restore deterrence,” Pompeo said.</p>
<p><a href="https://www.i24news.tv/en/news/israel/diplomacy-defense/190111-181203-israel-s-pm-and-security-brass-meet-us-secretary-of-state-in-brussels-on-iran">The secretary met with the Israeli premier on Monday in Brussels</a> for talks focusing on joint efforts to curb Iranian aggression in the region.</p>
<p>In Paris, the French foreign ministry also condemned the Iranian missile test as &#8220;provocative and destabilizing,&#8221; and noted that it was not in compliance with the UN resolution.</p>
<p>France &#8220;calls on Iran to immediately cease all activity linked to ballistic missiles conceived to carry nuclear weapons, including all launches using ballistic missile technology,&#8221; it said.</p>

<p>Washington&#8217;s Iran special envoy Brian Hook insisted that despite Tehran&#8217;s assertions to the contrary, Iran&#8217;s missile tests were not defensive in nature.</p>
<p>&#8220;We would like to see the European Union move sanctions that target Iran&#8217;s missile program,&#8221; Hook told reporters aboard Pompeo&#8217;s plane as he traveled to Brussels for a NATO meeting.</p>
<p>Hook said President Donald Trump&#8217;s campaign of &#8220;maximum pressure&#8221; on Tehran since withdrawing from the Iran  nuclear deal &#8220;can be effective if more nations can join us in those (sanctions).&#8221;</p>
<p>&#8220;It is a grave and escalating threat, and nations around the world, not just Europe, need to do everything they can to be targeting Iran&#8217;s missile program,&#8221; he added.</p>
<p>Hook said &#8220;progress&#8221; was being made on getting NATO allies to consider a proposal to target individuals and entities that play key roles in Iran&#8217;s missile program.</p>
<p>The United States decided in May to withdraw from the 2015 nuclear deal and reimpose sanctions on Iran.</p>
<p>EU countries have denounced the move and are working to preserve the nuclear deal, even though they have also criticized Iranian positions on other matters.</p>

										<content:encoded><![CDATA[<p data-wahfont="17">It was a Khorramshahr medium-range ballistic missile that US Secretary of State Mike Pompeo last Saturday condemned Iran for testing,  DEBKAfile reveals. Our military sources have discovered that this multi-headed missile, which he said could strike “anywhere in the Middle East and even parts of Europe,” had been test-launched  the day before on Friday, Nov. 30, from a site in southeasterm Iran and struck all its preset targets. Our sources identify this weapon as an advanced version of the Khorramshahr ballistic missile with a range of 11,800-2,000 km. It can carry multiple conventional or nuclear warheads. Iran was known to be working on a ballistic missile capable of carrying nuclear warheads.<br />
In his condemnation on Saturday, Pompeo called on Iran to halt these tests since the development of this ballistic missile was in violation of UN Security Council Resolution 2231. His answer came the next day from Iranian foreign ministry spokesman Bahram Qasem: “Iran’s missile program is defense in nature. There is no Security Council resolution prohibiting the missile program and missile tests by Iran.”</p>
<p data-wahfont="17">Early Monday, Dec. 3, Prime Minister Binyamin Netanyahu flew to Brussels for an urgent meeting with the US Secretary of State on this development. He was accompanied by the Mossad director and national security adviser.</p>
<p data-wahfont="17">The Khorramshahr was first developed by Iran from the North Korean Hwasong-10 medium range ballistic missile. It was first tested nearly two years ago and shown in a military parade in Tehran on Sept. 22, 2017.</p>
<p data-wahfont="17">The test on Friday of its most advanced version was intended as a warning of consequences to the US and Israel in the Middle East, should the Islamic Republic or its proxies suffer attack or Tehran succumb to sanctions with economic or political breakdown.</p>
<p data-wahfont="17">The testing of a ballistic missile carrying multiple warheads introduces a new, ramped up strategic dimension to the contest in which the US, Iran, Israel, Saudi Arabia and the UAE are engaged. It occurred by chance the day after Israel was reported to have conducted a massive surface missile attack on Iranian and pro-Iranian military facilities in Syria. DEBKAfile revealed (from foreign sources) that Israel fired the LORA medium-range artillery missile which has a range of 500km. They now report that Iran, Hizballah and the pro-Iranian militias fighting in Syria suffered dozens of casualties including 30 dead.<br />
Although the Israeli attack and Iran’s Khorramshahr test occurred by chance in the space of 48 hours, this very concatenation bespeaks a change of weapons in Israeli-Iranian contest – the emphasis shifting from aerial combat to new and highly sophisticated ballistic missiles.</p>

<p>Iran&#8217;s president on Sunday said his country would continue building weapons including developing missiles as the United States prepares new sanctions over its ballistic missile program.</p>
<p>&#8220;To defend our nation and territorial integrity, we will build all the weapons we will need,&#8221; Hassan Rouhani told parliament in statements broadcast on state television.</p>
<p>Recent Iranian missile launches have triggered U.S. sanctions and accusations they violate the spirit of a 2015 nuclear deal between Tehran and major powers.</p>
<p>Signed by Iran, Germany, Britain, China, France, Russia and the United States, the landmark accord saw economic sanctions on Iran lifted in exchange for Tehran curbing its nuclear activities.</p>
<p>&#8220;We have built missiles, we are building some and will continue to do so because it does not violate any international regulations &#8212; not even the UN Security Council&#8217;s Resolution 2231&#8221; endorsing the deal, Rouhani said.</p>
<p>Under Resolution 2231, Tehran is &#8220;called upon&#8221; to refrain from carrying out launches of missiles capable of delivering nuclear weapons.</p>
<p>Iran says all of its missiles are designed to carry conventional warheads only.</p>
<p>But the United States and France say the missile launches do not comply with the U.N. resolution.</p>
<p>This month, U.S. President Donald Trump said a &#8220;total termination&#8221; of the nuclear deal remained possible, after refusing to certify the 2015 accord and leaving its fate to the U.S. Congress.</p>
<p>On Thursday, Congress passed new sanctions in response to Iran&#8217;s ballistic missiles programme.</p>
<p>Tehran views Trump&#8217;s hostile rhetoric and the new U.S. sanctions as a violation of the nuclear deal.</p>
<p>In parliament, Rouhani accused the United States of being responsible for &#8220;insecurity&#8221; in the Middle East.</p>
