										<content:encoded><![CDATA[<p>Chancellor Scholz has promised to make the Bundeswehr the “biggest conventional army” among European NATO member states.</p>
<p>The German military will contribute considerably to the strengthening of NATO’s east flank, the country’s Chancellor, Olaf Scholz, has announced. He also promised major investment that would turn the Bundeswehr into the largest military force among European members of the US-led military bloc.</p>
<p>Speaking before the German parliament on Wednesday, Scholz assured fellow lawmakers that Berlin would “defend every square meter” of NATO territory, if necessary. The chancellor added that the bloc’s members in Eastern Europe could count on Germany. The country would increase its military presence in the region, including in and around the Baltic Sea, Scholz revealed.</p>
<p>Among the countries where the Bundeswehr will be permanently stationed as part of NATO forces is Lithuania. The Baltic state’s already strained relations with Moscow further escalated last week when Vilnius decided to block the transit of sanctioned goods to Russia’s Kaliningrad exclave. The Kremlin warned it would retaliate severely.</p>
<p>Commenting on Germany’s and NATO’s relations with Russia, Scholz pointed out that a partnership with the eastern neighbor is “unimaginable in the foreseeable future” now that an “imperialist Russia” has attacked Ukraine.</p>
<p>The German head of government warned, however, against terminating any of the fundamental agreements currently existing between the military alliance and Russia.</p>
<p>“We will campaign more than ever for the preservation of an international order that is based on law rather than force,” the German chancellor clarified.</p>
<p>Scholz also said that the sight of destruction in the towns of Irpin and Bucha outside of Kiev, which he had recently visited, reminded him of pictures of destroyed German cities after WWII.</p>
<p>“And just like the war-ravaged Europe then, today Ukraine needs a Marshall Plan for [its] reconstruction,” the chancellor argued, referring to the famous US-sponsored program for European post-war recovery.</p>
<p>The chancellor called it Europe’s “duty” to provide Ukraine with assistance.</p>
<p>To this end, Berlin has invited Ukrainian President Volodymyr Zelensky to join via video link the upcoming meeting of G7 leaders, which will take place in Bavaria from June 26 until June 28.</p>
<p>Scholz also said that he intended to hold a special conference of international experts, aimed at raising additional aid for Ukraine.</p>
<p>Speaking in the Bundestag, the chancellor revealed that German self-propelled howitzers had already been supplied to Kiev, with Ukrainian troops also currently undergoing training in the use of self-propelled anti-aircraft Gepard guns, and will start getting acquainted with US-designed M270 multiple launch rocket systems and the German-made IRIS-T air defense system. All of these weapons systems will be provided to Ukraine by Germany.</p>
<p>Later in the day, Chancellor Scholz was quoted by several media outlets as promising to make the German military the “biggest conventional army” among European NATO member states. According to the chancellor, this would have a positive effect not only on Germany’s security but also on that of its allies.</p>
<p>To this end, a special fund to the tune of €100 billion has been earmarked, which will help to considerably upgrade the German military’s capabilities, he reportedly also noted.</p>
<p>After weeks of talks, the ruling traffic-light coalition and the conservative opposition agreed in late May to allocate the money.</p>

										<content:encoded><![CDATA[<p>US President Joe Biden announced a new package of arms and ammunition for Ukraine Wednesday after speaking with President Volodymyr Zelensky and reaffirming Washington’s support for Kyiv as it battles Russia’s invasion.</p>
<p>The package of $1 billion worth of arms includes more artillery, coastal anti-ship defense systems, and ammunition for artillery and advanced rocket systems that Ukraine is already using, Biden said.</p>
<p>In the phone call with Zelensky, Biden said he “reaffirmed my commitment that the United States will stand by Ukraine as it defends its democracy and support its sovereignty and territorial integrity in the face of unprovoked Russian aggression,” according to a US statement.</p>
<p>Biden also announced $225 million worth of humanitarian assistance for Ukraine.<br />

This morning, I spoke with President Zelenskyy to discuss Russia’s brutal and ongoing war against Ukraine. I reaffirmed our commitment to stand by Ukraine and shared that the United States is providing over $1.2 billion in additional security and humanitarian assistance.<br />

<p>The money will go toward supplying food, drinking water, medical supplies, and other critical goods.</p>
<p>“The bravery, resilience, and determination of the Ukrainian people continues to inspire the world,” Biden said.</p>
<p>The Pentagon detailed the new supplies as including 18 more 155mm howitzers and 36,000 rounds of ammunition for them; two land-based Harpoon anti-ship missile systems; and additional rockets for the four Himars precision rocket systems that Ukraine is soon to put in the field.</p>
<p>With ranges of up to around 80 kilometers (50 miles), the Himars rockets potentially give Ukraine a greater ability to attack Russian targets, with greater precision, in the ongoing artillery battle along the front lines.</p>
<p>US officials said that the first batch of Ukrainian troops were completing training on the Himars on Wednesday.</p>
<p>Also in the new package are thousands of secure radio and night vision devices and thermal sighting systems, the Pentagon said.</p>
<p>This package takes to $5.6 billion the value of arms the United States has provided Ukraine since Russia invaded on February 24.</p>

										<content:encoded><![CDATA[<p>Pope Francis said he has asked for a meeting in Moscow to help bring about an end to the war and warned that Russian Orthodox Patriarch Kirill, a key backer of President Vladimir Putin&#8217;s fight against Ukraine, should not become Putin&#8217;s &#8220;altar boy.&#8221;</p>
<p>The pope&#8217;s remarks came in an interview published on May 3 in the Italian daily Corriere della Sera.</p>
<p>In it, the pope revealed that 20 days after the war began, he asked the Vatican&#8217;s top diplomat, Italian Cardinal Pietro Parolin, to communicate with Russia that Francis was ready to travel there in an effort to bring about an end to the conflict, which he likened to what took place in Rwanda 25 years ago. Although the pope did not use the word, the Vatican has recognized the 1994 violence by the Hutus against the Tutsis, which left more than 800,000 people dead, as a genocide.</p>
<p>&#8220;We have not yet had an answer and we are still insisting,&#8221; the pope said of his request to meet with the Russian leader.</p>
<p>Francis has spoken with Ukraine President Volodymyr Zelensky twice since the outbreak of the war and, in a break with diplomatic protocol, left the Vatican on Feb. 25, the day after the war began, to travel to Russia&#8217;s embassy to the Holy See to register his concerns against the conflict.</p>
<p>In the interview, Francis again reiterated that a trip to Ukraine&#8217;s capital of Kyiv was not on table at the moment, saying a trip to Russia to stop the war was the first priority.</p>
<p>The pope also offered further details on his March 16 video conference with the Russian patriarch, saying that during their 40 minute discussion, &#8220;I told him: we are not state clerics.&#8221;</p>
<p>Francis said that Kirill spent the first twenty minutes of the virtual meeting outlining Russia&#8217;s justifications for the war.</p>
<p>&#8220;I listened to him and told him, I don&#8217;t understand anything about this,&#8221; Francis said in the interview.</p>
<p>&#8220;The patriarch cannot transform himself into Putin&#8217;s altar boy,&#8221; the pope said.</p>
<p>The two religious leaders had planned to meet on June 14 in Jerusalem — marking only the second ever in person meeting between a pope and the Russian patriarch — but in an April 21 interview with the Argentine daily La Nacion, the pope said that the Vatican concluded that a meeting at this time would cause more &#8220;confusion.&#8221;</p>
<p>During the May 3 interview, the pope went on to reflect on the roots of the war, saying that &#8220;the barking of NATO at the gates of Russia&#8221; likely motivated Putin&#8217;s aggression against Ukraine.</p>
<p>Francis also recalled his April 21 meeting with Hungarian Prime Minister Viktor Orban at the Vatican and said the Hungarian leader told him that Putin had a plan to end the war by May 9.</p>
<p>&#8220;I hope that is the case, so we would also understand the escalation of these days,&#8221; Francis commented. &#8220;Because now it&#8217;s not just the Donbass, it&#8217;s Crimea, it&#8217;s Odessa, it&#8217;s taking away the Black Sea port from Ukraine.&#8221;</p>
<p>&#8220;I am pessimistic but we must do everything possible to stop the war,&#8221; Francis said.</p>
<p>Francis, who has been suffering from a torn ligament in his right knee that has impaired his ability to walk, also revealed that he was planning to have a small knee operation via an infiltration (or injection) on May 3.</p>
<p>To date, that Vatican has yet to comment on the plans for the procedure.</p>

										<content:encoded><![CDATA[<p>Russian President Vladimir Putin is being misled by advisers who are too scared to tell him how badly the war in Ukraine is going, the White House says.</p>
<p>Meanwhile British intelligence says Russian troops in Ukraine are demoralized, short of equipment and refusing to carry out orders.</p>
<p>Mr Putin is also not being told about the full impact of sanctions on the Russian economy, the White House said.</p>
<p>The Kremlin has not yet commented on the assessments.</p>
<p>White House spokesperson Kate Bedingfield said the US had information that Mr. Putin &#8220;felt misled by the Russian military&#8221; and this had resulted in &#8220;persistent tension between Putin and his military leadership&#8221;.</p>
<p>&#8220;Putin&#8217;s war has been a strategic blunder that has left Russia weaker over the long term and increasingly isolated on the world stage,&#8221; she said.</p>
<p>Pentagon spokesman John Kirby called the assessments &#8220;discomforting&#8221; because an uninformed Putin could result in a &#8220;less than faithful&#8221; effort at ending the conflict through peace negotiations.</p>
<p>&#8220;The other thing is, you don&#8217;t know how a leader like that is going to react to getting bad news,&#8221; he said.</p>
<p>Ukrainian forces have begun attempts to retake some areas from Russia, which on Tuesday said it would scale back operations around Kyiv and the northern city of Chernihiv.</p>
<p>Jeremy Fleming, the head of the UK&#8217;s cyber-intelligence agency GCHQ, said the move added to indications Russia had &#8220;massively misjudged the situation&#8221; and had been forced to &#8220;significantly rethink&#8221;.</p>
<p>&#8220;We&#8217;ve seen Russian soldiers &#8211; short of weapons and morale &#8211; refusing to carry out orders, sabotaging their own equipment and even accidentally shooting down their own aircraft,&#8221; Mr. Fleming said in a speech to the Australian National University in Canberra.</p>
<p>&#8220;And even though Putin&#8217;s advisers are afraid to tell him the truth, what&#8217;s going on and the extent of these misjudgments must be crystal clear to the regime.&#8221;</p>
<p>On the ground, US and Ukrainian officials say Russia is continuing to reposition forces away from Kyiv, probably as part of its effort to refocus on eastern regions.</p>
<p>Peace talks between Russia and Ukraine are due to restart online on 1 April, according to Ukrainian negotiator David Arakhamia.</p>
<p>In an online post cited by Reuters, Mr Arakhamia said Ukraine had proposed the leaders of both countries meet, but Russia declined, saying more work was needed on a draft treaty.</p>
<p>Mr. Zelensky meanwhile characterized the talks as &#8220;only words, no specifics yet&#8221;, following a similarly downbeat assessment from Russia.</p>
<p>Delegations from Moscow and Kyiv held three hours of discussions in Istanbul on Tuesday. Ukraine said it had proposed to become a neutral state in exchange for security guarantees.</p>

<p class="speakable">The House Judiciary Committee on Friday voted to adopt two <a href="https://www.foxnews.com/category/politics/trump-impeachment-inquiry" target="_blank" rel="noopener noreferrer">articles of impeachment</a> against President Trump – capping a contentious three-day session that Republicans panned as a “kangaroo court” and teeing up a historic floor vote right before the holiday break.</p>
<p class="speakable">The committee adopted both articles, alleging abuse of power and obstruction of Congress, on a party-line vote of 23-17. A final roll call in the full House is expected next week, which could trigger a Senate trial in the new year just as presidential primaries are set to get underway.</p>
<p><strong><a href="https://www.foxnews.com/politics/house-judiciary-committee-impeachment-vote-sparring" target="_blank" rel="noopener noreferrer">REPUBLICANS ERUPT AS NADLER SUDDENLY POSTPONES IMPEACHMENT VOTE NEAR MIDNIGHT</a></strong></p>
<p>&#8220;Today is a solemn and sad day,&#8221; Chairman Jerry Nadler, D-N.Y., told reporters after the vote. &#8220;For the third time in a little over a century and a half, the House Judiciary Committee has voted articles of impeachment against the president &#8212; for abuse of power and obstruction of Congress. The House will act expeditiously.&#8221;</p>
<p>After the vote, the White House released a scathing statement, dismissing the inquiry as a &#8220;charade.&#8221;</p>
<p>&#8220;This desperate charade of an impeachment inquiry in the House Judiciary Committee has reached its shameful end,&#8221; White House press secretary Stephanie Grisham said. &#8220;The President looks forward to receiving in the Senate the fair treatment and due process which continues to be disgracefully denied to him by the House.&#8221;</p>
<p>The committee vote was <a href="https://www.foxnews.com/politics/house-judiciary-committee-impeachment-vote-sparring" target="_blank" rel="noopener noreferrer">preceded by fireworks</a> on Thursday night, when Nadler infuriated Republicans by wrapping up the hearing just before midnight and postponing the votes until the morning &#8212; saying he wanted members on both sides of the aisle &#8220;to think about what has happened over these last two days, and to search their consciences before we cast their final votes.&#8221;</p>
<p>That led to Republicans decrying what they called a “bush-league stunt” by Nadler to make sure the vote would be carried on daytime television.</p>
<p>&#8220;Mr. Chairman, there was no consulting with the ranking member on your schedule for tomorrow &#8212; you just blew up schedules for everyone?&#8221; Rep. Doug Collins, R-Ga., said. &#8220;You chose not to consult the ranking member on a scheduling issue of this magnitude? This is the kangaroo court we&#8217;re talking about.”</p>

<p>Rep. Pramila Jayapa, D-Wash., defended the Democrats&#8217; decision to postpone, saying it would be &#8220;disrespectful&#8221; to vote so late at night.</p>
<p>&#8220;We Democrats felt it was really important to take this vote to impeach the president of the United States in the daylight so everybody could see what was happening,&#8221; she said on MSNBC. &#8220;It felt like a terrible, disrespectful thing to do to the American people to take that in the middle of the night.&#8221;</p>
<p>But on Friday, the committee moved hastily through proceedings, taking less than 15 minutes to vote on the articles of impeachment.</p>
<p>Republicans have repeatedly and loudly objected to the impeachment inquiry, which focuses on Trump’s July 25 conversation with Ukrainian President Volodymyr Zelensky, in which he pressed Zelensky to “look into” supposed Ukraine interference in the 2016 election and the conduct of former Vice President Joe Biden (a 2020 Democratic presidential candidate) in the country.</p>
<p>Democrats have alleged that the conversation was part of a quid pro quo in which Ukraine would conduct investigations into Trump’s political rivals in exchange for then-withheld military aid and a White House meeting.</p>
<p>Trump has strongly denied those claims and decried the probe as a “witch hunt.” Hours before the vote, Trump declared that poll numbers &#8220;have gone through the roof&#8221; against impeachment, especially in swing states.</p>
<p>&#8220;People have figured out that the Democrats have no case, it is a total Hoax,&#8221; he declared.</p>

<p>The articles are likely to pass in the House, although questions have been raised about moderate Democrats in districts that voted for Trump in 2016 &#8212; many of whom have not said whether they will vote for impeachment.</p>
<p>Should the articles pass the full House, the debate will shift to the Senate for an impeachment trial &#8212; where the Republican-controlled chamber would be expected to easily acquit the president.</p>

<p class="story-body__introduction">Ukraine and Russia have agreed to implement a &#8220;full and comprehensive&#8221; ceasefire in eastern Ukraine by the end of 2019, after top-level talks.</p>
<p>Russian President Vladimir Putin and Ukraine&#8217;s Volodymyr Zelensky met face to face at a Paris summit on Monday.</p>
<p>Mr. Zelensky was downbeat, saying little had been achieved at the meeting and he had wanted to see more resolved.</p>
<p>Five-and-a-half years of fighting between Ukrainian forces and Russian-backed rebels have cost 13,000 lives.</p>
<p>The negotiations were brokered by the leaders of France and Germany.</p>
<p>They follow a big prisoner swap and the withdrawal of Ukraine&#8217;s military from three key areas on the front line.</p>

<h2 class="story-body__crosshead">What was agreed?</h2>
<p>In a written statement, the countries agreed to the release and exchange of all &#8220;conflict-related detainees&#8221; by the end of the year.</p>
<p>The two sides also pledged to disengage military forces in three additional regions of Ukraine by the end of March 2020, without specifying which regions would be affected.</p>
<p>Additional talks will be held in four months to take stock of the ceasefire&#8217;s progress.</p>

<p>At a press conference after the talks in France&#8217;s Elysée Palace, President Putin hailed them as an &#8220;important step&#8221; towards a de-escalation of the conflict.</p>
<p>President Zelensky said the issue of Russian gas exports via pipelines through Ukraine had been &#8220;unblocked&#8221; after a dispute about transit tariffs, and an agreement would now be worked out.</p>
<p>But Russia and Ukraine continue to disagree on issues such as the withdrawal of Russian-backed troops, and elections in areas of Ukraine held by the separatist rebels.</p>
<p>Mr. Putin also called for a change in Ukraine&#8217;s constitution to give special status to the Donbas region, which is held by the rebels. He also pushed for an amnesty for people who had taken part in the seizure of Ukrainian territory.</p>

<p>Mr. Zelensky told reporters that Ukraine would not make any territorial concessions in exchange for peace.</p>
<p>&#8220;We saw differences today,&#8221; said French President Emmanuel Macron, who hosted the talks with German Chancellor Angela Merkel.</p>

<h2 class="story-body__crosshead">So how did we get here?</h2>
<p>Mr. Zelensky, a former comic actor, was elected president of Ukraine in a landslide victory in April following a campaign built around bringing peace to eastern Ukraine.</p>
<p>Since then, his strategy has focused on trying to restart talks with Moscow. For that to happen Mr. Zelensky has had to agree to some Russian conditions, including pulling back Ukrainian troops in the eastern towns of Stanytsia Luhansk, Petrivske, and Zolote.</p>

<p>In June, Ukrainian troops and pro-Russian separatists withdrew a kilometre from Stanytsia Luhanska. By late October, the Ukrainians and separatists had disengaged from Zolote and early in November they pulled back from Petrivske.</p>
<p>Nato and Western intelligence experts have repeatedly accused Russia of sending heavy weapons and combat troops into eastern Ukraine to help the rebels.</p>
<p>Russia denies that but admits that Russian &#8220;volunteers&#8221; are helping the rebels.</p>
<p>In September, Mr. Zelensky won praise for a long-awaited prisoner swap with Russia &#8211; he described it as a &#8220;victory&#8221; that had emerged from personal phone contact with the Russian president.</p>

<p>To pave the way for the summit, President Zelensky accepted <a class="story-body__link" href="https://www.bbc.co.uk/news/world-europe-49903996">a 2016 deal granting special status to the separatist-held parts of Ukraine&#8217;s Donbas region</a>.</p>
<p>The &#8220;Steinmeier formula&#8221; aims to break the impasse over peace agreements reached at the height of the fighting. It details free and fair elections in the east under Ukrainian law, verification by the Organisation for Security and Co-operation in Europe (OSCE), and then self-governing status in return.</p>
<h2 class="story-body__crosshead">What triggered the deadly conflict?</h2>
<p>Pro-Russian separatists seized control of large swathes of Donetsk and Luhansk regions in April 2014, just after Russia&#8217;s annexation of Ukraine&#8217;s Crimea peninsula.</p>
<p>It was an insurgency against the new pro-Western authorities in the capital Kyiv, who had ousted the pro-Russian President, Viktor Yanukovych, in street protests dubbed the &#8220;Maidan Revolution&#8221;.</p>

<p class="css-exrw3m evys1bk0">MOSCOW — As the formal peace process for the Ukraine war bogged down last month, the country’s president, Volodymyr Zelensky, reached out for a direct meeting with President Vladimir V. Putin of Russia, an intermediary in the talks revealed on Tuesday.</p>
<p class="css-exrw3m evys1bk0">The United States does not participate directly in the negotiations, which are overseen by France and Germany. But Mr. Zelensky had pressed for a more robust American role, in part by seeking a meeting with President Trump in the White House.</p>
<p class="css-exrw3m evys1bk0">That effort became entangled in a request for political favors in exchange for the White House meeting — a request that is now a focus of the impeachment inquiry in the House of Representatives. There has been no sign of United States pressure on Russia to sit down for the peace talks, and since September, five American officials who dealt with Ukraine have resigned.</p>
<p class="css-exrw3m evys1bk0">With the negotiations delayed, Mr. Zelensky in late October offered a direct meeting, a former president of Kazakhstan, <a class="css-1g7m0tk" title="" href="https://www.nytimes.com/2019/03/19/world/asia/kazakhstan-nazarbayev-resigns.html?module=inline">Nursultan Nazarbayev</a>, said on Tuesday. Mr. Nazarbayev, who is acting as an intermediary, said he had conveyed the offer to Mr. Putin.</p>
<p class="css-exrw3m evys1bk0">“I think we need a separate, personal meeting of the presidents of Russia and Ukraine,” Mr. Nazarbayev <a class="css-1g7m0tk" title="" href="https://tengrinews.kz/world_news/nazarbaev-hochet-organizovat-tet-a-tet-putina-zelenskogo-383836/" target="_blank" rel="noopener noreferrer">said at a policy conference in Kazakhstan</a>.</p>
<p class="css-exrw3m evys1bk0">In announcing the offer, Mr. Nazarbayev also summed up the stalemate in settlement talks for the Ukraine war, which has ground on for five years and killed more than 13,000 people. He suggested that Russia was not seeking to seize territory but rather to trade its de facto occupation of Ukrainian land for “other things.”</p>
<p class="css-exrw3m evys1bk0">Most analysts say Russia, which arms and supports the separatist rebels who control parts of eastern Ukraine, wants changes to Ukraine’s domestic political system that would give Moscow a greater say over the country’s affairs.</p>
<p class="css-exrw3m evys1bk0">“I already received agreement from Zelensky for a tête-à-tête,” Mr. Nazarbayev said. “I have told the president of Russia. Now we will see.” Mr. Nazarbayev suggested the leaders might meet in Nur-Sultan, the capital of Kazakhstan, which was recently renamed after him.</p>
<p class="css-exrw3m evys1bk0">The Kremlin’s response on Tuesday was lukewarm. Mr. Putin’s spokesman, Dmitri S. Peskov, suggested in a conference call with reporters that the Russian leader would not immediately accept. Mr. Putin would not hold “a meeting just for the sake of a meeting,” he said.</p>

<p class="css-exrw3m evys1bk0">Russia has for years denied involvement in the war, saying its soldiers in Ukraine are “on vacation” or otherwise not really in military service.</p>
<p class="css-exrw3m evys1bk0">Mr. Zelensky ran on a promise to negotiate an end to the war. One tactic was an effort to maneuver Russia into negotiations that would recognize the Kremlin as a party to the conflict; one-on-one talks with Mr. Putin would signal a Russian role in the war.</p>
<p class="css-exrw3m evys1bk0">The Kremlin has delayed the French- and German-led talks as it demanded ever more concessions. Mr. Zelensky agreed to a Russian-approved political formula for settlement and withdrew troops from the front in some locations — even pulling back some troops under fire, something he had said he would not do.</p>
<p class="css-exrw3m evys1bk0">“He keeps raising the price because he sees that Zelensky is interested,” John E. Herbst, a former U.S. ambassador to Ukraine, said of Mr. Putin. “There are limits to the price Zelensky is willing to pay.”</p>
<p class="css-exrw3m evys1bk0">One limit is domestic opposition. Concessions are inflaming Ukrainian nationalists, who deride his policies as capitulation. On a trip to the western Ukrainian city of Ternopil earlier this month, Mr. Zelensky was met by a <a class="css-1g7m0tk" title="" href="https://nv.ua/ukraine/politics/zelenskogo-vstretili-krikami-ganba-video-novosti-ternopolya-50051125.html" target="_blank" rel="noopener noreferrer">crowd chanting</a> “Shame! Shame!” for caving into Russia’s demands.</p>
<p class="css-exrw3m evys1bk0">Some Russians also see the concessions as signs of weakness from a Ukrainian president whose hopes for American support have evaporated.</p>
<p class="css-exrw3m evys1bk0">Mr. Putin “is not saying directly that Ukraine will have to negotiate because it lost support in the West,” Konstantin B. Gaaze, a politics professor at the Moscow School of Social and Economic Science, said in a telephone interview. “But he could say that.”</p>

										<content:encoded><![CDATA[<p class="speakable"><strong>EXCLUSIVE: </strong>The top Republican on the House Intelligence Committee has formally requested that the panel&#8217;s chairman, Rep. <a href="https://www.foxnews.com/category/person/adam-schiff" target="_blank" rel="noopener noreferrer">Adam Schiff</a>, D-Calif., testify in a closed-door setting as part of the <a href="https://www.foxnews.com/category/politics/trump-impeachment-inquiry" target="_blank" rel="noopener noreferrer">impeachment inquiry</a> against <a href="https://www.foxnews.com/category/person/donald-trump" target="_blank" rel="noopener noreferrer">President Trump</a>.</p>
<p class="speakable">Fox News has obtained a letter written by committee Ranking Member Devin Nunes, R-Calif., who demanded that Schiff appear for a deposition in private before lawmakers.</p>

<p>&#8220;On November 6th, you announced the beginning of public hearings associated with the Democratic Party&#8217;s partisan impeachment inquiry into President Donald J. Trump,&#8221; Nunes wrote Friday. &#8220;Based on the precedent and lack of jurisdiction, the House Intelligence Committee should not take the lead in conducting such hearings; however, by now the American people know your desire to see the duly-elected president removed from office outweighs your sense of responsibility to running a functioning intelligence oversight committee.</p>
<p>&#8220;Prior to the start of your public show trial next week, at least one additional closed-door deposition must take place,&#8221; he continued. &#8220;Specifically, I request that you sit for a closed-door deposition before the House Intelligence, Foreign Affairs, and Oversight Committees.&#8221;</p>
<p>Nunes went on to note that in August 2019, Schiff and his staff &#8220;met with or talked to the whistleblower who raised an issue with President Trump&#8217;s phone call with Ukrainian President [Volodymyr] Zelensky.&#8221;</p>
<p>&#8220;Although you publicly claim nothing inappropriate was discussed, the three committees deserve to hear directly from you the substance and circumstances surrounding any discussions conducted with the whistleblower, and any instructions you issued regarding those discussions,&#8221;  Nunes wrote. &#8220;Given that you have reneged on your public commitment to let the committees interview the whistleblower directly, you are the only individual who can provide clarity as to these conversations.&#8221;</p>
<p><a href="https://www.foxnews.com/politics/bolton-involved-in-meetings-not-known-to-impeachment-investigators-lawyer-says" target="_blank" rel="noopener noreferrer"><strong>BOLTON LAWYER TEASES KNOWLEDGE ABOUT UKRAINE NOT YET MADE PUBLIC IN LETTER TO CONGRESS</strong></a></p>
<p>He added: &#8220;As you know, the House Intelligence Committee has precedent for such an arrangement. During the Committee&#8217;s investigation into Russian interference in the 2016 election, sitting Members of Congress agreed to participate in closed-door depositions. Given your championing of such an arrangement two years ago, you should have no problem with you appearing before the three committees to discuss your interactions with the whistleblower.&#8221;</p>
<p>Schiff maintains that he has not personally spoken with the anonymous whistleblower. However, it was revealed several weeks ago that the whistleblower had early contact with his office, essentially giving them a heads-up about the complaint concerning Trump&#8217;s July 25 phone call with Zelensky.</p>
<p>Meanwhile, Republicans are expected to release a full list of proposed witnesses for testimony in a public setting in the coming days.</p>
<p>Nunes’ and Republicans’ effort to devise a strategy going forward comes after the House approved rules for the impeachment inquiry process last week. While Republicans opposed the resolution and complained the rules were unfair, Democrats still gave GOP lawmakers the ability to subpoena witnesses with the concurrence of Democratic committee chairs. If the chair does not consent, the minority can appeal to the full committee.</p>

<p>This process still gives Democrats final say over witnesses. A GOP source told Fox News this week that it&#8217;s unlikely Democrats would go along with the efforts to call Schiff &#8212; who is essentially leading the impeachment probe.</p>
<p>The source told Fox News that Republicans want answers to questions like: “How many times did he [Schiff] meet with the whistleblower? What did they advise the whistleblower to do? How much was Schiff involved in this? Did he recommend the whistleblower give the complaint to the intelligence community inspector general, even though there was no intel component so that he could be involved?”</p>
<p>But GOP lawmakers for days had telegraphed that they were interested in making the attempt.</p>

<p>House GOP Leader Kevin McCarthy, R-Calif., said Sunday on CBS&#8217; &#8220;Face the Nation&#8221; that Schiff is the &#8220;first-person&#8221; who should be brought in, along with his staff.</p>
<p>Last week, House Judiciary Committee Ranking Member Doug Collins, R-Ga., publicly challenged Schiff to come before the judiciary panel.</p>
<p>“Come to the Judiciary Committee,&#8221; Collins said after the passage of the impeachment rules resolution. &#8220;Be the first witness and take every question asked of you. Starting with your own involvement [with] the whistleblower.”</p>
<p><a href="https://www.foxnews.com/politics/state-dept-official-admits-to-impeachment-investigators-he-lacks-direct-knowledge-of-any-quid-pro-quo" target="_blank" rel="noopener noreferrer"><strong>STATE DEPARTMENT OFFICIAL FLAGGED HUNTER BIDEN&#8217;S &#8216;CONFLICT OF INTEREST&#8217; IN UKRAINE, TESTIMONY SHOWS</strong></a></p>
<p>Schiff’s office last month said that the whistleblower had reached out to them before filing the complaint in mid-August, giving Democrats advance warning of the accusations that would lead them to launch the inquiry days later. The inspector general&#8217;s complaint about Trump’s phone call with Zelensky flagged concerns about efforts to pressure Ukraine to investigate former Vice President Joe Biden and his son Hunter as military aid to the country was being withheld.</p>
<p>A transcript released by the White House shows Trump making that request, but he and his congressional allies deny, and plan to continue to deny, that military aid was clearly linked to the request, or that there was any &#8220;quid pro quo.&#8221; Some witnesses who have appeared before House committees as part of the impeachment proceedings have challenged that assertion.</p>
<p>Meanwhile, Republicans are also hoping to call the whistleblower to testify, according to the source, who pointed to Schiff’s recent reversal on the issue.</p>

<p>Schiff in September had promised testimony from the whistleblower “very soon.&#8221; But in recent weeks has suggested that testimony is unnecessary.</p>
<p>Meanwhile, Schiff announced Wednesday that his committee would hold the first open hearings of the impeachment inquiry next week, featuring current and former officials with knowledge of the Ukraine controversy.</p>
<p>“On Wednesday, November 13, 2019, we will hear from [U.S. charge d&#8217;affaires for Ukraine] William Taylor and [diplomat] George Kent,” Schiff announced. “On Friday, November 15, 2019, we will hear from [former U.S. Ambassador to Ukraine] Marie Yovanovitch.</p>

										<content:encoded><![CDATA[<p>It may have taken a few years, but the national media are finally getting around to sort of, kind of asking questions about what Ukraine did to try to help Hillary Clinton win in 2016.</p>
<p>Both CNN and BuzzFeed reported over the weekend on a “conspiracy theory” that President Trump’s 2016 campaign associates have been “pushing” since the election. Both reports, however, refused to touch on the legitimate questions here.</p>
<p>The White House transcript of Trump&#8217;s call with Ukrainian President Volodymyr Zelensky in July shows Trump asking Zelensky for “a favor” and telling Zelensky that he wanted him “to find out what happened with this whole situation with Ukraine.”</p>
<p>It sounds very complicated <a href="https://www.washingtonexaminer.com/opinion/ukraine-interfered-in-the-2016-election-thats-a-fact-not-a-conspiracy-theory" target="_blank" rel="noopener noreferrer">because it is</a>. And while lots of theories are floating around, it&#8217;s not a conspiracy theory that Ukraine got involved in the 2016 election. The one to break the news on Ukraine’s involvement in 2016 was none other than the <a href="https://www.nytimes.com/2016/08/15/us/politics/paul-manafort-ukraine-donald-trump.html" target="_blank" rel="noopener noreferrer"><i>New York Times</i></a>.</p>
<p>In August that year, Ukrainian prosecutors revealed that Paul Manafort, who at the time was serving as Trump’s campaign manager, may have received millions of dollars in payments from Ukrainian companies and politicians who were believed to make up a corrupt pro-Russia network.</p>
<p>The prosecutors, along with the Ukrainian government’s National Anti-Corruption Bureau, gave interviews and materials to the <i>Times</i> so that it could run <a href="https://www.nytimes.com/2016/08/15/us/politics/paul-manafort-ukraine-donald-trump.html" target="_blank" rel="noopener noreferrer">an extensive report</a> on Manafort’s involvement in the matter.</p>
<p>Guess who was secretly investigating the Trump campaign at least one month before that <i>Times</i> story published? The FBI was, and we don’t really know why, or who initiated that effort.</p>
<p>The evidence connecting Manafort to the pro-Russia ring in Ukraine is out of a strange crime novel. It was a diary-like accounting book that had his name handwritten inside, along with other names and monetary figures. How was it found? &#8220;In the burned-out ruins&#8221; of an office building in Kiev, <a href="https://www.washingtonpost.com/opinions/2019/09/21/why-is-rudy-giuliani-trying-drag-my-countrys-president-into-trumps-reelection-campaign/" target="_blank" rel="noopener noreferrer">according to the guy who produced it</a>, an anti-Russia politician in Ukraine. How did he get his hands on it? &#8220;An anonymous source,&#8221; he says. (The initials of that anonymous source wouldn’t happen to be “FBI” would they?)</p>
<p>In short, the FBI was covertly surveilling the Trump campaign and the Ukranian government just happened to find a book in a burned down building that directly links Trump’s top campaign official with a bunch of shady pro-Russia money.</p>
<p>During all of this time, Clinton’s campaign is paying a British spy to dig up dirt on Trump by giving money to anonymous Russians, who in turn made a bunch of wild claims about Trump and prostitutes. The result is a “dossier” that ended up where? In the hands of the FBI.</p>
<p>This should chill every American to his or her core because that&#8217;s a lot of evidence suggesting that our most powerful law enforcement agency was working with a foreign country to affect the outcome of a presidential election.</p>
<p>Trump wasn’t asking Zelensky on that phone call about anything out of the realm of possibility. We&#8217;re told that the diary that landed his campaign manager in prison literally surfaced after having been buried in ashes and no one bats an eye. After all, a book made of paper would be the most likely thing to survive a raging fire, right? On the other hand, Trump asks the president of Ukraine to maybe give that whole thing a second look and the media accuse him of “pushing a conspiracy theory.”</p>
<p>Democrats want to make this impeachment about Joe Biden and “abuse of power” but it’s not. It’s about Ukraine and all of the questions unanswered about their attempt to hurt Trump in the 2016 election.</p>
